According to the By -Laws of the Owasso Planning Commission, Article III, Section I states:
"There shall be the following officers: chairperson, vice - chairperson and secretary."
Article 1II, Section 2 states:
"Election of said officers shall be held biennially at the first meeting of the Commission
after July 1 of each of the even - numbered years. The term of each office shall be two
years commencing immediately upon the election of each officer. Any vacancy in office
shall be filled by the commission for the unexpired term only."
The last election was held July 17, 1990 with the following officers being elected:
Chairperson - Ray Haynes
Vice Chairperson - Charles Willey
Secretary - Rick Johnson
Dewey Brown was elected secretary on 9/19/91 to fill the unexpired term of Rick
Johnson following Mr. Johnson's resignation from the Commission and Mr.
Brown's subsequent appointment by the City Council.

The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on May
15, 1992.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF APRIL 16, 1992 - The Commission
reviewed the minutes of April 16, 1992. Charles Willey moved, seconded by Pat Imbriano, to
approve the minutes as written. A vote on the motion was recorded as follows:

3. SITE PLAN REVIEW - EDWARD SMOTHERS (3014) - A REQUEST FOR REVIEW
OF A SITE PLAN FOR A TRANSMISSION SHOP ON THE NORTH HALF OF LOTS 7 &
8, BLOCK 6, TOWN OF OWASSO, TULSA COUNTY, OKLAHOMA, LOCATED AT 206
N MAIN. - The Chair introduced the case and the staff review was given by Mike Augustine.
The applicant is requesting a site plan review for an automotive transmission shop located in a
Commercial Shopping Zone. The Owasso Zoning Code does not permit automotive activities
by right in areas zoned CS, but does allow the Board of Adjustment to grant a Special Exception
if the use is controlled as to its relationship to the neighborhood. That Special Exception was
granted on February 26, 1992 subject to the following conditions:
That all vehicles be parked behind a screening fence or in the garage;

2. That all lighting be screened and /or directed down and away from any residential
land use;
3. That working hours be restricted to 7:00 a. m. to 7:00 p.m. six days a week, with
no work to occur on Sundays;
4. That all work occur within an enclosed structure and that excessive noise be
restricted;
5. That all materials be stored within the garage;
6. That the existing screening fence be kept in good repair and additional screening
fence be placed, if needed, to separate the tract from the abutting residential uses;
7. That signage be limited to one (1) eight square foot yard sign placed behind the
sidewalk and, if lighted, to be by constant light to minimize the impact to the front yards
of the residential dwellings north and south of the tract.
The site plan meets the requirements of the City and the utility companies and the staff
recommends approval of the requested site plan.
Following discussion, Dewey Brown moved, seconded by Gary Wells, to approve the site plan.

4. SITE PLAN INFORMATION - RUEL MCDANIEL (2914) - INFORMATION ON A
STAFF APPROVED SITE PLAN FOR A BEAUTY SHOP ON LOTS 8 & 9, BLOCK 2, ELM
CREEK COMMERCIAL CORNER AMENDED, CITY OF OWASSO, TULSA COUNTY,
OKLAHOMA, LOCATED AT 8510 N 128TH E AVE - The Chair introduced the case and the
staff review was given by Mike Augustine. The subject tract is presently zoned CG and abutted
on all sides by CG zoning. The applicant proposes building a beauty shop 1500 square feet in
size. Section 660.2 of the Owasso Zoning Code states that staff may review and approve site
plans if the tract is less than 18,000 square feet or the structure is less than 2000 square feet.

The site plan was submitted as a part of the building permit application, reviewed by staff, and
approved. This was an information item only and required no formal action.
5. OZ -87 - R E BRIGHT (3114) - A REQUEST TO REZONE A TRACT OF LAND
FROM RS -3 TO CH, GENERALLY LOCATED AT 304 S BIRCH. - Because of a petition
circulated in the neighborhood protesting the zoning change, the applicant has submitted a letter
withdrawing his request for a zoning change on Lot 1, Block 30, Original Town of Owasso.
The applicant did not appear at the meeting and staff recommended that no action be taken.
6. CZ -199 - WATER PRODUCTS OF OKLAHOMA, INC (3214) - A REQUEST TO
REZONE APPROXIMATELY 2.8 ACRES FROM RE TO IL, GENERALLY LOCATED AT
7300 N 117TH E AVE - - This was an "Input Hearing" to gather information for TMAPC.
TMAPC's public notice states that no vote will be taken and no recommendation made by the
local Planning Commission. Comments and concerns will be compiled and sent to TMAPC.
The subject tract is located in the area south of 76th St N on the west side of 117th E Ave. This
area is designated by the Owasso Comprehensive Plan as Rural Residential with a Development
Sensitive buffer area separating the High Intensity Industrial area along the east side of the
Mingo Valley Expressway and the residential development. The tract is presently zoned RE,
with IL as the proposed zoning. The proposed use would be warehousing and housing material
assembly.
A large group of area citizens was present to protest the zoning change. The following list was
compiled from comments made by staff, citizens, and Commission members:
STAFF- -
1. Drop off tail piece on the east side of the property and make access only through
property to the west.
CITIZENS --
1. Don't allow any business traffic through the residential neighborhood. Residentially
zoned property should not have businesses on it. - James Williams
2. Residential property has been damaged by trucks getting in yards when they drive
through neighborhood (ruts in yards, fences knocked down). - Carolyn Kirkwood, Jeri Eslinger,

4. Don't allow industrial to encroach into residential area. Planning Commission should
submit opinion opposing industrial areas moving towards 117th E Ave. The neighborhood has

no representation because they are not in the city limits and feel they are getting no help from

PLANNING COMMISSION --
1. Do not allow truck (semi) traffic on 117th. E Ave. Place signage to restrict the traffic. -

Mr. Brown questioned the purpose of an input hearing if the Planning Commission is unable to
take formal action. Mr. Augustine stated that the comments gathered at the hearing will be
compiled and sent to TMAPC. He also stated that, if directed by the Chair, someone from staff
will attend the TMAPC to present the comments. Mr. Haynes requested that a staff member
attend the TMAPC meeting on May 27, when this case will be heard. He also requested that
all Planning Commission members attend if they can.
The Chair called a five - minute recess at 7:40 and the meeting reconvened at 7:45 p.m.
7. FINAL PLAT - DOUBLE OAKS (2914) - A REQUEST FOR A REVIEW OF THE
FINAL PLAT FOR DOUBLE OAKS, AN ADDITION TO THE CITY OF OWASSO, TULSA
COUNTY, OKLAHOMA, GENERALLY LOCATED AT THE NORTHWEST CORNER OF
129TH E AVE AND 76TH ST N.
8. FINAL PLAT - DOUBLE OAKS ESTATES (2914) - A REQUEST FOR A REVIEW
OF THE FINAL PLAT FOR DOUBLE OAKS ESTATES, AN ADDITION TO THE CITY OF
OWASSO, TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED NORTH AND WEST
OF 126TH E AVE AND 77TH PL N.
The Chair introduced the case for both Item 7 and Item 8 and the staff review was given by
Mike Augustine. Technical Advisory Committee has reviewed the final plats and there are no
corrections, additions or deletions. Staff is in the final review phase of water lines, sanitary
sewer, storm water drainage, grading plans and street design and recommends approval of both
final plats. Bill Lewis, the Engineer on the project, explained the stormwater drainage system
and answered other questions. Following discussion, Charles Willey moved to approve both
plats as submitted. The motion was seconded by Gary Wells. A vote on the motion was
recorded as follows:

development and construction in the Owasso area.

SUBJECT: CASE REPORT - OZ -88 (31- 21 -14)
DATE: July 8, 1992
BACKGROUND:
The subject tract is located at approximately 421 South Birch (see case map), approximately 2.4
acres in size, vacant, currently zoned RM -1 (Residential Multi- Family Low Density) and is
owned by the City of Owasso. It is abutted on the North by residences zoned RS -3 (Residential
Single - Family High Density), on the West and South by the Recycle Center and the Street
Department garage zoned AG (Agriculture) and on the East by vacant land zoned RM -1
(Residential Multi- Family Low Density) and AG (Agriculture).
The Owasso Economic Development Authority has been negotiating with management and
owners of a business currently located in Springfield Missouri about the possibility of located
to Owasso. The business is an assembly plant used to produce small electric motors and
companion products that will use these motors. The business will be environmentally clean,
there would not be unsightly outside storage and traffic intensities would be minimal.
Access to this area would eventually be served by the extension of Main Street (see attached
map) south and east to the service road of Mingo Valley Expressway through city owned
property. With this future street, both Birch and Cedar Streets could be restricted to prevent
excessive amounts of traffic through the abutting residential area.
Steve Compton will hold a neighborhood meeting on July 9 to discuss the project with the
property owners and to see if there will be any problems.
STAFF RECOMMENDATION:
The requested zoning change seems appropriate with the current city buildings and uses in the
area. The staff feels that the residential area will continue to shrink and will be used for
commercial or light industrial businesses. Therefore the staff recommends approval of the
requested IL zoning classification.

SUBJECT: BRENTWOOD ESTATES - PRELIMINARY PLAT
DATE: July 9, 1992
BACKGROUND:
The preliminary plat of Brentwood Estates Addition is located approximately 1/2 mile west of
the Northwest corner of 86th Street North and 145th East Avenue. The tract is abutted by
vacant land on the north and east zoned RS -2, on the south by vacant land zoned Tulsa County
AG and on the west by Owasso Junior high School zoned AG.
The proposed plat area is zoned RS -2 (Residential Single- Family Medium Density) which has
a requirement of 75' of frontage and 9,000 square feet of lot area. The proposed plat has lot
areas of 10,000 square feet and greater and the average frontage is 90 feet.
The Technical Advisory Committee reviewed the proposed preliminary plat at their July 8, 1992
meeting and the following items are from this meeting and staff review.
1. Tie plat to section corner with bearing and distance.
2. Blocks 1 and 3 should be combined into one block.
3. Street names should conform with the Owasso standard street numbering system.
4. Radius of 1195.93 feet in legal description does not match curve data.
5. On the plat the only curve information that needs to be shown is the arc length and
radius.
6. Need to put in legend what A, B, and C are equal to.
7. The easement shown north of Block 4 will need to be setup by a separate instrument.

8. Dedication should be similar to what has been used in the past. Utility companies have
there version of language that they want to see on the plat.
9. The 15' building line on the west side of Brentwood Drive - PSO would like it to also
be a utility easement.
10. If there is to be an open storm drainage between Lots 16 and 17, Block 2 and Lots 5 and
6, Block 3, the utility companies would like the utility easements to be outside of the
drainage area.
The design for streets, water lines, sanitary sewer, storm drainage and the "Conditions and
Restrictions" are presently under review by staff.
RECOMMENDATION:
A preliminary plat is for review of a proposed addition to see what changes need to be made
before a final plat is presented to the Commission. All of the items listed above will have to
be incorporated into the final plat before it can be presented to the Commission for their
recommendation to the City Council. The design plans will have to be in a complete form with
all corrections before water and sewer plans are sent to the OSDH and before the final plat can
be heard by the Commission and Council.
I recommend approval of the preliminary plat with the condition that the above items are
resolved before a final plat is applied for.

SUBJECT: WINDSOR LAKE II - PRELIMINARY PLAT

BACKGROUND:
The preliminary plat of Windsor Lake II Addition is generally located south and east of the
Southeast corner of 96th Street North and 129th East Avenue. The tract is abutted on the north
by Windsor Lake and Pleasant View Estates Additions zoned RS -2 and RE, on the east and
south by vacant land zoned RS -2 and on the west by vacant land and church property zoned RS-
2 and AG.
The proposed plat area is zoned RS -2 (Residential Single - Family Medium Density) which has
a requirement of 75' of frontage and 9,000 square feet of lot area. The proposed plat has lot
areas of 12,500 square feet and greater and the average frontage is 95 feet.
The Technical Advisory Committee reviewed the proposed preliminary plat at their July 8, 1992
meeting and the following items are from this meeting and staff review.
1. Add a 10 foot utility easement between Lots 2 and 3 of Block 3.
2. Change the perimeter easement from 10 feet to 15 feet or dedicate an additional 10'
easement by separate instrument for a total of 20'.
3. The "Deed of Dedication" and "Conditions and Restrictions" need to be altered to fit this
addition and not Windsor Lake.
4. Need to add street names - between 132nd E. Ave. and 133rd E. Ave. - west of 132nd
E. Ave.
The design for streets, water lines, sanitary sewer and storm drainage are presently under review
by staff.
