CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting to order at 7:00 p.m. and declared a quorum present. 2. ELECTION OF OFFICERS. TERM OF OFFICE EXPIRES JUNE 30, 1994 CHAIRPERSON VICE CHAIRPERSON SECRETARY The By -Laws of the Owasso Planning Commission state that the Commission shall have a chairperson, vice - chairperson and secretary, and that election of said officers shall be held biennially at the first meeting of the Commission after July 1 of each of the even- numbered years. The term of each office shall be for two years beginning immediately upon the election of each officer. The Chair opened the floor for nominations for Chairperson. Ray Haynes was nominated by Charles Willey, with the nomination being seconded by Pat Imbriano. Hearing no further nominations, the nominations were declared closed and Ray Haynes was elected Chairperson by acclamation. The Chair opened the floor for nominations for Vice Chairperson. Charles Willey was nominated by Pat Imbriano, with the nomination being seconded by Gary Wells. Hearing no further nominations, the nominations were declared closed and Charles Willey was elected Vice Chairperson by acclamation. The Chair opened the floor for nominations for Secretary. Ray Haynes nominated Gary Wells, with the nomination being seconded by Charles Willey. Hearing no further nominations, the nominations were declared closed and Gary Wells was elected Secretary by acclamation. Owasso Planning Commission Minutes of July 16, 1992 Page 2 3. CONSIDER APPROVAL OF THE MINUTES OF MAY 21, 1992 - The Commission reviewed the minutes of May 21, 1992. Charles Willey moved, seconded by Pat Imbriano, to approve the minutes as written. A vote on the motion was recorded as follows: Charles Willey - Yes Pat Imbriano - Yes Gary Wells - Yes Rai Haynes - Yes The motion carried 4 -0. 4. OZ -88 - CITY OF OWASSO (3114) - A REQUEST TO REZONE APPROXIMATELY 2.5 ACRES FROM RM -I TO IL, GENERALLY LOCATED AT 421 S BIRCH - The Chair introduced the case and the staff review was given by Steve Compton. The subject tract is approximately 2.4 acres in size. It is vacant, zoned RM -1 and is owned by the City of Owasso. It is abutted on the north by residences zoned RS -3, on the west and south by the Recycle Center and the Street Department facility zoned AG, and on the east by vacant land zoned RM -1 and AG. The Owasso Economic Development Authority has been negotiating with a business currently located in Springfield, MO concerning the possibility of relocating to Owasso. The business is an assembly plant producing small electric motors and companion products that use the motors. The business will be environmentally clean, there would be no outside storage, and traffic intensities would be minimal. Main Street will eventually be extended south and east to the service road west of i`fingo Valley Expressway, which will allow access to the site without going through residential areas. A neighborhood meeting was held on July 9 to discuss the project, with no protests being lodged at that meeting. Following discussion, Pat Imbriano moved, seconded by Charles Willey, to recommend to the City Council that the tract be rezoned from RM -1 to IL. A vote on the motion was recorded as follows: Pat Imbriano - Yes Charles Willey - Yes Gary Wells - Yes Ray Haynes - Yes The motion carried 4 -0. 5. PRELIMINARY PLAT - BRENTWOOD ESTATES (2114) - A REQUEST FOR A REVIEW OF THE PRELIMINARY PLAT FOR BRENTWOOD ESTATES, AN ADDITION TO THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED 112 MILE WEST OF THE NORTHEAST CORNER OF 86TH ST N AND 145TH E AVE - Owasso Planning Commission Minutes of July 16, 199-2 Page 3 The Chair introduced the case and the staff review was given by Mike Augustine. The subject tract is located approximately 1/2 mile west of the northwest corner of 86th St N and 145th E Ave. The tract is abutted by vacant land on the north and east zoned RS -2, on the south by vacant land zoned AG in Tulsa County, and on the west by the Owasso Junior High School zoned AG. The proposed plat area is zoned RS -2, which has a requirement of 75' frontage and 9000 square feet of lot area.. The proposed plat has lot areas of 10,000 square feet and larger and the average frontage is 90'. The applicant was present. Following discussion, including a lengthy discussion on the sewer, Ray Haynes moved to approve the preliminary plat subject to the following conditions: 1. Tie plat to section corner with bearing and distance. 2. Combine Blocks 1 and 2 into one block. 3. Change street names to conform with the Owasso standard street numbering system. 4. Match raelus of 1195.93' in legal description to curve data. 5. Show only the arc length and radius curve information on the plat. 6. Show in legend what A, B, & C are equal to. 7. Set up b� separate instrument the easement shown north of Block 4. 8. Dedication s-ould be similar to what has been used in the past using the language version that utility companies want to see on the plat. 9. Make the 15' building line on the west side of Brentwood Drive a utility easement also per a request from PSO. 10. If there is an open storm drainage between Lots 16 and 17, Block 2 and Lots 5 and 6, Block 3, place the utility easements outside of the drainage area. 11. Incorporate all of the above listed items into the final plat before it is presented to the Planning Commission for the recommendation to the City Council. PRELIMINARY PLAT - WINDSOR LAKE II (2114) - A REQUEST FOR A REVIEW OF THE PRELIMINARY PLAT FOR WINDSOR LAKE II, AN ADDITION TO THE CITY OF OWASSO, TULSA COUNTY, OKLAHOMA, GENERALLY LOCATED SOUTH AND EAST OF THE SOUTHEAST CORNER OF 96TH ST N AND 129TH E AVE - The Chair introduced the case and the staff review was given by Mike Augustine. The subject tract is located generally south and east of the southeast corner of 96th St N and 129th E Ave. It is abutted on the north by Windsor Lake Addition zoned RS -2 and Pleasant View Estates Addition zoned RE, on the east and south by vacant land zoned RS -2 and on the west by vacant land zoned RS -2 and church property zoned AG. The proposed plat area is zoned RS -2, which has a requirement of 75' frontage and 9000 square feet of lot area. The proposed plat has lot areas of 12,500 square feet and larger and the average frontage is 95'. The applicant was present to answer questions. Following discussion, Charles Willey moved to approve the preliminary plat subject to the following conditions: 1. Add a 10' utility easement between Lots 2 and 3 of Block 3. 2. Change the perimeter easement from 10' to 15' or dedicate an additional 10' easement by separate instrument for a total of 20'. 3. Altar the "Deed of Dedication" and "Conditions and Restrictions" to tit this particular addition and not the original Windsor Lake Addition. 4. Add street names between 132nd E Ave and 133rd E Ave to the west of 132nd E Ave. 5. Incorporate all of the above listed items into the final plat before it is presented to the Planning Commission for the recommendation to the City Council. NEW BUSINESS - A question was raised about the City Council making changes in the Planning Commission recommendation and not advising the Planning Commission members of that change. This question came about because of a condition placed on a final plat by the Planning Commission, with. that condition not being followed on the filed final plat. City Manager Rodney Ray responded that methods will be instituted to let the Planning Commission know if the City Council does not follow their recommendation. 8. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed current development and construction in the Owasso area. 9. ADJOURNMENT - Charles Willey moved, Pat Imbriano seconded, to adjourn the meeting. A vote on the motion was recorded as follows: Charles Willey - Yes Pat Imbriano - Yes Gary Wells - Yes Ray Haynes - Yes The motion carried 4 -0 and the meeting was adjourned at 8:35 p.m. Chairperson Secretary Date MEMORANDUM TO: OWASSO PLANNING COMMISSION FROM: STEVE COMPTON ASSISTANT CITY MANAGER SUBJECT: STAFF REPORT FOR OZ -89 (2114) DATE: August 14. 1992 BACKGROUND: The subject tract is vacant. 40 acres in size, located north of the Owasso High School complex with 1320 feet of frontage on 129th East Avenue, and is currently zoned Residential Single - Family Medium Density District (RS -2). It is abutted on the north and east by vacant land zoned RS -2, on the south by the high school zoned AG, and on the west by 129th E Ave and vacant land zoned Residential Single - Family High Density District (RS -3). The applicant is requesting that the tract be rezoned to a combination of RS -3 and Residential Duplex (RD). A Case Map is enclosed for your review. A review of the section (square mile) that the tract is located within, establishes that all existing single- family development, all single - family development currently under construction or in the platting stage, and all future single - family development (zoning) is for RS -2 lot sizes or larger. However, the high school has future plans for some very intensive development (football field, parking lots, etc.) immediately adjacent to the south side of the subject tract. It is the staff's opinion that a buffer strip of higher intensity zoning adjacent to the high school property is appropriate. It is also staffs opinion that higher intensity zoning over the entire tract is not appropriate given the larger sized lots existing and planned for in this section. We have discussed our concerns with the applicant and he would be satisfied with a 300' wide strip of RD zoning along the south side of the property ( +/- 9 acres), then a second 300' wide strip of RS -3 ( +/- 9 acres) with the remaining 22 acres staying as currently zoned (RS -2). RECOMMENDATION: The staff can be supportive of the 300' wide strip of RD zoning along the south side of the subject tract to sen-e as the buffer between the high school complex and any single - family development, but we cannot support the second 300' wide strip of RS -3 zoning. It is our opinion that the RD will be the buffer and that there is no need to transition down through RS -3 to the RS -2. We see no compatibility differences between RD /RS -2 and RD /RS -3. In addition, it is our opinion that two formal 300' wide strips of zoning would be very restrictive on the applicant's ability to properly plan or lay out a functional street pattern. Therefore, I recommend approval of RD zoning on the south 300' of the subject tract and that the remainder of the tract stay as RS -2. MEMORANDUM TO: OWASSO PLANNING COMMISSION FROM: STEVE COMPTON, ASSISTANT CITY MANAGER SUBJECT: OLS -78 - GEORGE YOUNG (3114) - A REQUEST FOR A LOT SPLIT ON LOT 1 OF BLOCK 34, OWASSO ORIGINAL TOWN, TULSA COUNTY, STATE OF OKLAHOMA, ACCORDING TO THE RECORDED PLAT THEREOF. DATE: August 14, 1992 BACKGROUND The subject tract consists of one large vacant lot zoned IL (Industrial Light). It is abutted on the east by an abandoned single- family structure zoned RS -3, on the north and west by industrial lots zoned IL, and on the south by the city's garage facility zoned AG (see map). The staff has reviewed the request and compared it to the applicable codes. It has been determined that it is consistent with all codes: however, the staff has a concern about access from Main Street to the created lots. It should be noted that a major concrete drainage ditch is located along the west side of Main Street. If access from Main is anticipated, staff would require that piping be installed along the entire length of each lot as they are developed. RECOMMENDATION This request was reviewed by the Technical Advisory Committee and no conditions of approval were identified; therefore, I recommend approval of the requested Lot -Split for Lot 1, Block 34, Owasso Original Town.
