Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Thursday, December 20, 1990, 7:00 Owasso Community Center 301 S Cedar, Owasso, Oklahoma MEMBERS PRESENT MEMBERS ABSENT Pat Imbriano Ray Haynes Rick Johnson Gary Wells Charles Willey STAFF PRESENT Steve Compton Marcia Boutwell The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on December 14, 1990. 1_ CALL TO ORDER AND ROLL CALL - Vice Chairperson Charles Willey called the meeting to order at 7:00 p-m. and declared a quorum present. 2. CONSIDER APPROVAL OF THE MINUTES OF NOVEMBER 15, 1990 - The Commission reviewed the minutes of November 15, 1990. Pat Imbriano moved, seconded by Rick Johnson, to approve the minutes as written. A vote on the motion was recorded as follows: Fat Imbriano - Yes Rick Johnson - Yes Gary Wells - Yes Charles Willey - Yes The motion carried 4-0. 3. FIRST CHRISTIAN CHURCH (29 -21 -14) - A Request to Rezone a Tract of Land from RD (Residential Duplex) District to OM (Office Medium Intensity) District, Generally Located South of the Southwest Corner of 123rd East Avenue and 86th Street North, City of Owasso, Tulsa County, Oklahoma. The Chair introduced the case and staff reviewed the background. The subject tract is abutted on the North by a medical office zoned CG, on the West by a nursing home zoned RM -1, on the South by a residential neighborhood zoned RS -3, and on the West by a large drainage ditch and the First Christian Church zoned RS -3. The applicant is requesting OM zoning on the tract presently zoned RD, with three buildings eventually being located on the site. There would be a driveway access to 123rd East Avenue and a bridge over the drainage ditch to the existing church parking lot. The Planning Commission approved the site plan at their September 20, 1990 meeting. Since commercial zoning has been allowed on the tracts North of the subject tract, office zoning on the subject tract is appropriate and would provide a buffer zone between the existing commercial and residential zoning. To allow a transitional zoning pattern, staff recommends approval of the requested OM zoning on Lots 1 -4 (northerly 'four lots) and denial of OM zoning on Lots 5 & 6 (southerly two lots), Block 1, Elm Creek Condominiums Amended. Because the Code allows the Planning Commission to consider a less intense office zoning classification than what was requested, staff recommends approval of OL zoning on Lots 5 & 6. The applicant was present to speak in favor of the zoning request and to answer auestions from the Planning Commission and the public. Several citizens from the neighborhood were present and spoke against the zoning change. They expressed concern about drainage, types of services, and increased traffic. Following a lengthy discussion on the question of increased traffic, Commissioner Gary Wells questioned the citizens about their "real" concerns. Several of the citizens then stated that they were concerned about the type of services the church would be offering, also stating that they didn't want their families exposed to "that type" of people. D.M. Sokolosky expressed favor for the zoning change and commended the church for wanting to provide counseling and other "caring" services to the community_ Following further discussion, Rick Johnson moved to recommend to the City Council approval of the requested OM (Medium- Intensity Office) zoning on Lots 1 -4, and OL (Low- Intensity Office) zoning on Lots 5 & 6, Block 1, Elm Creek Condominiums Amended_ Motion was seconded by Gary Wells. A vote on the motion was recorded as follows: Rick Johnson - Yes Gary Wells - Yes Pat Imbriano - Yes Charles Willey - No The motion carried 3-1. 4. New Business - None. 5. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Discussion centered around the 86th Street North and North Cedar project, including traffic control and eventual signalization. Chairman Secretary Date MEMORANDUM TO: Owasso Planning Commission FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Site Plan Review - HMC- Owasso Medical Clinic DATE: January 11, 1991 BACKGROUND The subject tract is located East of the Southeast corner of 86th Street North and 117th East Avenue. It is generally flat, contains an existing structure (Billie's Drug) , and is zoned Commercial Shopping (CS) . It is abutted on the North by the Price -Rite parking lot zoned CS, on the East by several office buildings zoned OM, on the Southeast by a park and small pond, on the South by additional office buildings zoned OM, and on the West by the new Texaco Service Station zoned CS. The applicant is requesting a Site Plan Review for a medical clinic use to be located in the existing structure. The structure was previously used for a retail shopping use, which has a less strict parking requirement than the proposed medical clinic use. Since there is no proposal to expand or enlarge the existing structure, the review will focus primarily on the parking lot size and lay -out, providing for proper drainage and the potential need for additional easements. The Technical Advisory Committee reviewed this case at their January 9th meeting and it was determined that no additional easements were needed. The applicant explained that the parking requirements can be met by using the existing parking lot and it would be their intent to seal and restripe this lot. The applicant also provided elevations showing that the tract drains North into 86th Street. No change is proposed for the drainage, it will continue to flow into the 86th Street gutter through the existing driveway opening and drainage flume located adjacent to the street. RECOMMENDATION Based upon both the staff and TAC review, it has been shown that all requirements of the Code have been met and I would recommend approval of the Site Plan for HMC- Owasso Medical Clinic.
