The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on June
20, 1991.
1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7 :0 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF MAY 16, 1991 - The Commission
reviewed the minutes of May 16, 1991. Pat Imbriano moved, seconded by Charles Willey, to
approve the minutes as written. A vote on the motion was recorded as follows:

Ray Haynes - Yes
The motion carried 3-0.
SITE PLAN REVIEW
3. TEXACO FUEL MART (3114) - A Request for a Review of the Site Plan for a Subway
Sandwich Shop as a Part of the Facility Located on Lot 2, Block 2, Owasso Business Park, an
Addition to the City of Owasso, Tulsa County, Oklahoma.
The Chair introduced the case and staff reviewed the background. The subject tract is located
at the Southeast corner of 76th Street North and Dogwood Street. It is zoned CS and contains
an existing Texaco service station with food mart, car wash, and quick -lube facilities. The
applicant is requesting a Site Plan Review for the addition of a Subway Sandwich business to
the facility, with 150 square feet of floor area being enclosed along the North side of the existing
structure.
The Technical Advisory Committee reviewed this case at their June 12, 1991 meeting and
recommended approval, subject to a list of conditions. Following discussion and questions, Pat
Imbriano moved to approve the site plan for a Subway sandwich shop at the existing Texaco
facility, subject to the following conditions:

1. That plans be submitted to an approved by the City- County Health Department
prior to the issuance of a building permit;
2. That all applicable building and fire code requirements be met prior to the
issuance of a building permit;
3. That the existing signage display surface area not be increased. A sign for the
sandwich shop can be erected as shown on the last page of the applicant's
drawings; however, an equal amount of display surface area would have to be
removed from the existing sign.
Motion seconded by Charles Willey. A vote on the motion was recorded as follows:

FINAL PLAT
4. OKLAHOMA BAPTIST RETIREMENT CENTER III (3214) - A Request for a Review
of the Final Plat for Oklahoma Baptist Retirement Center III, Generally Located South of the
Comer of 122nd East Avenue and 122nd East Place.
The Chair introduced the case and staff reviewed the background. The subject tract is located
South of the intersection of 122nd East Avenue and 122nd East Place. The applicant is
requesting a Final Plat approval for a one block, two lots subdivision. The Planning
Commission previously approved the Preliminary Plat and the Technical Advisory Committee
reviewed the Final Plat for this addition at their June 12, 1991 meeting and recommended
approval, subject to conditions.
Following discussion and questions, Charles Willey moved to recommend approval of the Final
Plat, subject to the following conditions:
1. That the 20' utility easement shown along the West property line be extended to
the South side of the East/West drainage and utility easement that is shown to be
15' either side of the South property line;
2. That the City of Tulsa standards and specifications be referenced;

3. That during and following construction, all disturbed areas be protected from
erosion until vegetation is reestablished;
4. That all State Health Department approvals are completed and the City has
received notification of those approvals prior to acceptance of any water or sewer
line into the City's systems;
5. That the proposed detention facility be constructed prior to construction of any
structures on Lots 1 & 2;
6. That erosion protection be installed from the outlet of the storm sewer pipe to the
Southwest corner of Lot 2 for all fill or disturbed soil areas. Of specific concern
is the protection of the detention facility berm adjacent to the outflow ditch. If
Mortared Rip -Rap is used, a specification should be included;
7. That sewer and water is available to both Lots 1 & 2 prior to the issuance of a
building permit.
Motion seconded by Pat Imbriano. A vote on the motion was recorded as follows:

5. OLS -75 - MINGO VALLEY SHOPPING CENTER - Review of Redesigned Water and
Sewer Lines That Were Previously Adopted by the Planning Commission as a Part of the
Approved Lot Split Case OLS -75.
At the April 18, 1991 Planning Commission meeting, action on the approval of this lot -split was
taken. As a part of that approval, water and sewer plans were submitted, reviewed, and
approved. Since that approval, the applicant has requested amendment of the water and sewer
plans to better conform to the anticipated future use of the lots created by the approved lot- split.
The amended plans have been approved by the appropriated City officials, and staff recommends
approval.
Following review of the amended plans, Pat Imbriano moved, seconded by Charles Willey, to
approve the Amended Water and Sewer Plans for OLS -75. A vote on the motion was recorded
as follows:

6. NEW BUSINESS - Steve Compton updated the Commission on the status of recent
County Referral cases.
7. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed current
development and construction.
8. ADJOURNMENT - Ray Haynes moved, Charles Willey seconded, to adjourn the
meeting. A vote on the motion was recorded as follows:

ZONING BACKGROUND:
There is no city zoning history in the vicinity of the subject tract since the area
is outside of the city limits. In May of this year, however, the Owasso Planning
Commission reviewed Tulsa County zoning case number 190. The applicant of that case
petitioned to rezone a ten acre property from IL (Industrial Light District) and RE
(Residential Single- Family Estate District) to IL and IM (Industrial Moderate District).
The property fronts on the Mingo Valley Expressway service road midway between 66th
and 76th Streets North. The Owasso Planning Commission recommended approval of the
IL and IM zoning classifications on property. The Tulsa Metropolitan Area Planning
Commission heard the case at its May 22, 1991 public hearing and voted to
recommended denial of IM zoning and approval of IL on that portion of the property that
had been zoned RE. There were protests to the zoning at the TMAPC hearing. That case
will be heard by the County Commission on Monday July 15, 1991.
STAFF ANALYSIS:
The property of this zoning case is in an area of mixed land uses. Homes and
mobile homes are located east of the property along 68th and 69th Streets north. It
appears that a trailer rental business is located on the north half of this property and
extends further north. A manufacturing business is located north of the rental business.
A railroad is located south of the tract and a county equipment yard is being prepared
south of the railroad. The service road onto which the tract fronts is under renovation.

STAFF RECOMMENDATION:
I recommend approval of IL zoning on the subject tract. The light industrial
zoning exists both north and south of the subject property and the light industrial zoning
classicication is in accordance with the Owasso Comprehensive Plan. The plan shows the
property to be a portion of "Special District 4 that has
"... special physical, locational, and environmental characteristics. Additional
detailed planning and engineering will be necessary to develop these areas in uses
compatible with land characteristics. Specific problems relate to the flooding of
these highly assessible sites."
