The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on

1. CALL TO ORDER AND ROLL CALL - Chairperson Ray Haynes called the meeting
to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF SEPTEMBER 19, 1991 - The
Commission reviewed the minutes of September 19, 1991. Gary Wells moved, seconded by Pat
Imbriano, to approve the minutes as written. A vote on the motion was recorded as follows:

3. SITE PLAN REVIEW - NATIVES OAK HOMES (2914) - A REQUEST FOR A
REVIEW OF THE SITE PLAN FOR A REAL ESTATE /HOME BUILDERS OFFICE
LOCATED ON LOT 68A, BLOCK 2, THREE LAKES, AN ADDITION TO THE CITY OF
OWASSO, TULSA COUNTY, OKLAHOMA - The Chair introduced the case and the staff
review was given by Steve Compton. The subject tract is located at the southwest corner of
120th E Ave and 86th St N. It is vacant and zoned OM (Office Medium Intensity District).
The applicant is requesting a site plan review for a proposed real estate /home builders office.
The Technical Advisory Committee reviewed the application at their October 9, 1991 meeting
and recommended approval subject to (1) the applicant filing a separate 5' PSO service easement
and (2) the possible field relocation of the driveway entrance because of a potential sight hazard
with the bridge railing adjacent to the northeast corner of the tract.
Following discussion, Gary Wells moved, seconded by Pat Imbriano, to approve the site plan
subject to the following conditions:

4. SITE PLAN REVIEW - RICK ALBIN (3014) - A REQUEST FOR A REVIEW OF THE
SITE PLAN FOR A RESTAURANT LOCATED AT 106 SOUTH ATLANTA, OWASSO,
OKLAHOMA - The Chair introduced the case and the staff review was given by Steve
Compton. The applicant is requesting a site plan review of a proposal to remodel an old
retail /office building into a restaurant. The tract is located at the northwest corner of 76th St
N and Atlanta St.
The Technical Advisory Committee reviewed this proposal at their October 9, 1991 meeting and
recommended approval subject to the edge of the proposed parking lot and sign not conflicting
with the 76th St right -of -way.
Following discussion, Pat Imbriano moved, seconded by Dewey Brown, to approve the site plan
subject to the following:
1. The edge of the proposed parking lot and sign not conflict with the 76th St right -
of -way.
All applicable building, fire, and health code requirements be met.
3. A sign permit be obtained showing that the location and design of any proposed
signs meet all regulations.

5. TULSA COUNTY REFERRAL TCPUD -475 - HELSCEL INDUSTRIAL CENTER -
A REQUEST TO REVIEW A PROPOSED PLANNED UNIT DEVELOPMENT PERMITTING
INDUSTRIAL STRUCTURES AND USES AND ACCESSORY FACILITIES, GENERALLY
LOCATED NORTH OF 69TH STREET NORTH ON THE EAST SIDE OF HIGHWAY 169,
MORE PARTICULARLY DESCRIBED AS THE SOUTH HALF OF THE SOUTHWEST
QUARTER OF THE NORTHWEST QUARTER (S /2 SWA NW /4) LESS THE EAST 431'
AND LESS 2.66 ACRES FOR HIGHWAY, SECTION 32, TOWNSHIP 21 NORTH, RANGE
14 EAST, TULSA COUNTY, OK. - The Chair introduced the case and the staff review was
given by Steve Compton. The subject tract is approximately 11 acres in size, vacant, and
currently zoned a combination of Light Industrial (IL) and Residential Estates (RE). There is
a pending rezoning case (CZ -190) requesting a combination of IL and IM. The tract is abutted
on the north by vacant land zoned IL and RE, on the east by large -lot residential dwellings
zoned RE, on the south by large -lot residential dwellings and industrial uses zoned RE and IL,
and on the west by the Mingo Valley Expressway service road. The applicant is requesting
PUD zoning on the tract to develop an industrial park complex consisting of two different use -
intensity areas.
Roy Johnson, attorney for the applicant, was present and stated the applicant's case. A large
contingent of residents of the area were present. Jan Gaylord acted as spokesperson for the
group and read a prepared statement in which the property owners were requesting a delay of
any recommendations to TMAPC on the PUD and a delay of any recommendations regarding
all zoning requests that may arise in the area southeast of Owasso until the Comprehensive Plan
review is completed and changes made. The statement also requested the following if continued
industrial use is allowed:
All uses be conducted only inside enclosed buildings.
The entire area of the property be paved.
3. All outdoor speakers face the west.
4. All screening fences be 8' tall and made of concrete or equal density.
5. All trees be a minimum of 7' tall when they are planted. The trees to be one or
more of the following species: Ash, Sycamore, or Locust. No Silver Maples,

Cottonwood or Poplars as they require more care and are less hardy or present other
problems.
Another resident, Mr Paul Young, stated that his property abuts the 11 acres and that he has no
objection to the PUD. He feels that we should not make it impossible for industry to locate in
Owasso.
Following a lengthy discussion, Ray Haynes moved, seconded by Pat Imbriano, to recommend
approval of TCPUD -475 to the Tulsa Metropolitan Area Planning Commission subject to the
following conditions:
1. That the applicant's Development Text, Development Area Map, and illustrative
Site Plan be incorporated as a condition of approval.
2. That the underlying zoning be IL, and that unless specifically set out in the PUD
Text and /or conditions of approval, development on the subject tract meet the
requirements of a typical IL district per the zoning code.
3. That Section IV. Frontal Landscaping be modified to read as follows: To the
extent permitted by Tulsa County, unsurfaced service road right -of -way shall be
maintained as a grass /lawn area.
4. That Section VII. Screening be modified to read as follows: Prior to the
occupancy of any buildings or the commencement of any open air storage or other open
air industrial activity within Development Area B, a screening fence and a series of
deciduous shade trees spaced 35 feet apart shall be erected, planted and maintained along
the south and east boundary of Development Area B. Screening along the east 200 feet
of the north boundary of Development Area B will not be required until the area north
of this boundary is developed as residential.
5. That Section VIII. Sign Standards, Subsection Ground Signs be modified to read
as follows: Within Development Area A and Development Area B, ground signs shall
be limited to one sign identifying and located on the west side of each principal building,
not exceeding 25' in height and not exceeding a display surface area of 128 square feet
for each principal building user, provided however, the aggregate display surface area
shall not exceed 330 square feet.
6. That Section VIII. Sign Standards, Subsection Wall or Canopy Signs be modified
to read as follows: Wall or canopy signs shall be limited to one sign for each principal
building user and shall not exceed a display surface area of 2 square feet for each lineal
foot of the wall or canopy to which affixed, and shall be limited to the west and north
walls of each building.

7. That all outdoor speakers be positioned facing west.
8. That all screening trees be a minimum of 7' tall when planted.
9. That a landscape plan be submitted prior to the occupancy of any building.

6. NEW BUSINESS - Mike Augustine was introduced to the Commission as the new
Owasso City Planner. He will be starting on October 28, 1991.
7. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Staff discussed current
development and construction in the Owasso area. Mentioned were Hardee's, Med -X, and the
golf course.
8. ADJOURNMENT - Pat Imbriano moved, Dewey Brown seconded, to adjourn the

SUBJECT: Site Plan Review - Owasso Mini- Storage
DATE: November 14, 1991
BACKGROUND
The subject tract is located west of the intersection of 128th East Avenue and 85th Street North
(see attached site map). The tract is presently zoned CG (General Commercial) and is vacant.
The tract is abutted on the north and east by CG zoning and on the south and west by RS -3
zoning. The area immediately to the south has a few residences and the area north and east has
developed commercial property.
The Technical Advisory Committee reviewed this request at the their November 13, 1991
meeting and determined that the general concept of the site was reasonable.
RECOMMENDATION
Staff has reviewed the applicant's submitted Site Plan and compared it to the Zoning Code
requirements and find that the applicant has met the majority of these requirements. Therefore,
staff recommends approval of the submitted Site Plan, subject to the following conditions or
changes:
1. That Oklahoma Natural Gas Company be notified prior to the placement of pavement to
correct the location of a gas line. Also, the southwest corner of Lot 12, Block 2 of the
above Addition needs to be marked by a lath to permit the above correction.
2. Placement of a screening fence along the south and west sides of the subject tract (per
Zoning Code).
3. Move paving approximately 7 feet west and 5 feet south to keep any pavement from
being placed over the existing sewer line which runs along the north and east side of the
tract.

4. The area of entrance will have a minimum of 6" of concrete with reinforcement to
provide protection of the diagonal running sewer line.
5. The project will be constructed in phases and, during the first phase, grading of the site
will be done to direct runoff water to the southeast to an existing 18" storm drain. The
area around the storm drain will be graded to a gentle slope. During phase 2, a concrete
apron shall be constructed of suitable size to collect the runoff and direct the water into
the storm drain.
6. An updated site plan will be required to be submitted with the phase 2 building permit
application to provide the staff with an opportunity for final review of the required
concrete drainage apron, prior to additional construction.

SUBJECT: Amending Plat - Lot 2, Block 1, Burlingame
Center Addition
DATE: November 14, 1991
BACKGROUND
The subject tract is located south of the southeast corner of 116th Street North and Garnett Road
(German Comers area) and is presently zoned CG (General Commercial) with a vacant building.
The tract is abutted on the east and south by AG zoning, on the north by CG zoning and on the
west by CS zoning.
The applicant is seeking relief from the 20' building line from the south lot line that was
established and recorded with the above referenced Addition (see attached survey). The building
that was constructed was situated 9.4' north of the south lot line, which meets the setback
requirement for a CG (General Commercial) zoning district, but is not in compliance with the
plat. The final relief would have to be an amendment to the existing and recorded Burlingame
Center plat granted by the Planning Commission and City Council.
The Technical Advisory Committee at their November 13, 1991 meeting reviewed this case and
did not object to the requested amendment.
RECOMMENDATION
I recommend approval of the request to amend the Burlingame Center plat, specifically that the
south building line of the above referenced Lot 2 be reduced from 20' to 6'. There may be a
need for the applicant to carry out separate actions through the court system to completely clear
the title of any private encumbrances on the plat.

BACKGROUND
The subject tract is located south of the southeast comer of 116th Street North and Garnett Road
(German Corners area) and is presently zoned CG (General Commercial) with a vacant building.
The tract is abutted on the east and south by AG zoning, on the north by CG zoning and on the
west by CS zoning.
The applicant is requesting to vacate /close approximately the north 6 feet of an existing utility
easement located on the south 15 feet of Lot 2, Block 1, Burlingame Center Addition (see
attached survey). The reason for the request is that a building was constructed over a portion
of the easement a few years ago. The easement presently contains a gas service line serving the
building. If the easement is closed, the applicant will have to carry out legal action to foreclose
on the City's right to reopen the easement; otherwise a cloud will remain on their title. This
action is necessary and is handled as a "friendly" case.
The Technical Advisory Committee at their November 13, 1991 meeting reviewed this case and
did not have any objections to the vacating /closing of the subject easement.
RECOMMENDATION
I recommend approval of this request for closing the north 6' of a public utility easement
generally located on the south 15 feet of Lot 2, Block 1, Burlingame Center Addition, with the
condition that the vacation be handled through the proper legal process of District Court.

BACKGROUND
The subject tract is located South of the Southeast corner of 116th Street North and Garnett Road
(German Comers area) and is presently zoned CG (General Commercial) with a vacant building.
The tract is abutted on the east and south by AG zoning, on the north by CG zoning and on the
west by CS zoning.
The applicant is requesting that a 35' driveway be located 15' south of the NW /c of the above
referenced Lot 2 to permit direct access to Garnett Road (old U.S. Highway 169). There is a
mutual access that was platted on Lot 3 that was to serve both Lots 2 and 3 (see attached
survey). When this was platted, the property was under one ownership and now there will be
different owners. The applicant's attorney feels that the plat is silent concerning the mutual
access area. The limits of access that were placed on Burlingame Center Addition was
probability set due to Garnett Road (U.S. Highway 69) being classified as a primary arterial -
state highway.
The Technical Advisory Committee at their November 13, 1991 meeting reviewed this case and
did not object to the change of access. Ralph Griffin, Director of the Street Department, has
signed and agreed to the requested change.
RECOMMENDATION
I recommend approval of the requested Change -of- Access, but with a condition that the proper
legal steps be taken to ensure that the Change -of- Access becomes a part of Burlingame Center
Addition and that at the time of the driveway construction, adequate protection of the existing
sewer line be provided.

SUBJECT: BY -LAWS AMENDMENTS

BACKGROUND
Over the years, there have been several changes that have been instituted concerning the
Planning Commission's meeting time and location. It appears that some of these have never
formally been amended in the By -Laws. The staff would request that these changes, plus
moving the meeting date from the third Thursday each month to the fourth Thursday of each
month be considered, reviewed, and acted upon at the November meeting (see attached sheet
showing existing and proposed wording and some background notes).
The proposed meeting date change would allow the staff to schedule more time between
Technical Advisory Committee meetings and Planning Commission meetings. This would
provide additional time for the staff to prepare more thorough Case Reports, and applicants to
make TAC's recommended changes prior to transmitting this information to the Planning
Commission. In addition, it would allow the staff to schedule "cut -off' dates early in the same
month that a hearing would be scheduled. At the present, "cut -off' dates often occur in the
month previous to a hearing date; i.e., the zoning "cut -off' for the November meeting was
October 25th. This means that if an applicant comes in after October 25th with a zoning case,
staff has to inform them that they cannot be heard until the December meeting.
I will explain these items in more detail at the meeting.
RECOMMENDATION
I am recommending approval of these changes.
PROPOSED AMENDMENTS TO THE BY -LAWS
ARTICLE XI. AMENDMENT OF BY -LAWS
Any proposed amendment to these by -laws shall be presented in writing to the members of the
Commission at a meeting and shall require an affirmative vote of three members.

ARTICLE VII. MEETINGS
Section 1. Time and Place
The meetings of the Commission shall be held in the City Council meeting room at the
Owasso City Hall, unless otherwise provided by the Commission for particular meetings.
The meetings shall be held at 7:30 p.m. on the third Thursday of each month unless
otherwise set by the Commission. Special meetings may be held on call of the chairman
at such time and place as may be designated.
Proposed Amendment
The meetings of the Commission shall be held in the City Council meeting room at the
Owasso Community Center, unless otherwise provided by the Commission for
particular meetings. The meetings shall be held at 7:00 p.m. on the fourth Thursday of
each month unless otherwise set by the Commission. Special meetings may be held on
call of the Chairperson at such time and place as may be designated.
NOTE: At the November 20, 1986 meeting, the Commission voted to change the meeting
time from 7:30 p.m. to 7:00 p.m., but it does not appear that an amendment was
made to the By -Laws to reflect that change.
The Planning Commission moved from City Hall to the Community Center
beginning with the October 1989 meeting. It appears that no formal action was
taken to make that change or to amend the By -Laws to reflect the change.
