CALL TO ORDER AND ROLL CALL - Chairman Ray Haynes called the meeting to order at 7:05 p.m. and declared a quorum present. 2. CONSIDER APPROVAL OF THE MINUTES OF MARCH 22, 1990 - The Commission reviewed the minutes of March 22, 1990. Pat Imbriano moved, seconded by Rick Johnson, to approve the minutes as written. A vote on the motion was recorded as follows: Pat Imbriano - Yes Rick Johnson - Yes Gary Wells - Yes Charles Willey - Yes Ray Haynes - Yes The motion carried 5 -0. 3. OZ -81 - Oklahoma Utility Construction Cc (2814) - A request to Rezone a Tract of Land from CS (Commercial Shopping Center) to RS -3 (Residential Single - Family High Density), Generally Located North of the Northeast Corner of 129th East Avenue and 76th Street North, City of Owasso, Tulsa County, Oklahoma. Chairman Haynes introduced the case. This tract is within the proposed Cooper Meadows II subdivision and the Zoning Code does not allow single family dwellings in a commercially zoned area. Steve Compton reviewed the case background, also referring the Commission to the case map and staff case report. Bill Lewis, the engineer on the tract, was present to answer questions. Staff recommended approval of the zoning request_ Charles Willey moved, seconded by Gary Wells, to approve the zoning request. OLS-73 - Mingo Manufacturing Inc (2914) - A Request for a Lot - Split on Lot 15, Block 1 of Three Lakes Industrial Park Phase II, an Addition to the City of Owasso, Tulsa County, Oklahoma. Chairman Haynes introduced the case. The applicant is requesting to be allowed to split the East ten (10) feet off of Lot 15 and attach it to Lot 14. The remainder of Lot 15 will be attached to Lots 16 and 17. The question of meeting frontage requirements was brought up, and the Commission was assured that all frontage requirements will be met. Pat Imbriano moved that the lot -split be approved, subject to the guy wires and stakes being protected from damage and no major problem be identified concerning the telephone cable. Also, the 10' strip of land split from Lot 15 should be "tied" permanently to Lot 14 by filing a special instrument at the County Clerk's office. Motion was seconded by Gary Wells. A vote on the motion was recorded as follows: Pat Imbriano - Yes Gary Wells - Yes Rick Johnson - Yes Charles Willey - Yes Ray Haynes - Yes The motion carried 5 -0. 5_ Site Plan Review - Vine's Mini - Storage (714) - A Request for a Site Plan Review and Approval, Lots 4 -7, Block 1, Hale Acres Second, an Addition to the City of Owasso, Tulsa County, Oklahoma_ The applicant is requesting a Site Plan Review for a proposed mini - storage use on a vacant CG zoned tract of land located West of the Northwest corner of 114th Street North and Garnett Road. The applicant, Wayne Vines, was present to answer questions. Staff recommends approval of the submitted Site Plan, subject to the conditions in the staff case report. Rick Johnson moved, seconded by Charles Willey, that the site plan be approved, subject to the following conditions: 1. That spacing between buildings be adjusted to provide for the required 10" setback from the RMH zoning district abutting the subject tract on the West. For fire control purposes a minimum of 25' separation is recommended. 2. That a screening fence be erected from the front and back corners of the westerly most building to the north and south property lines to provide for the required screening from a residential zoning district. That no building have a north /south length greater than 79 ", which will allow it to be placed on the tract without encroachment into either the platted easement along the north property line or the building setback along the south property line. 4. That a finished curb will be constructed along 114th Street North (all existing cuts in the curb be replaced with new curb where appropriate) with concrete aprons constructed to the property for each approved drive. Replat - Copper Meadows I (2814) - A Request for Approval of a Replat of Lots 3 to 6, Block 5 of Copper Meadows Addition to the City of Owasso, Tulsa County, Oklahoma. The applicant is requesting approval of the replat to make corrections to property lines at the Southeast corner of Phase I. The property line needs to be moved to the West to allow a fence, which was on the property when it was platted, to remain in place. Bill Lewis, project engineer, was present to answer questions_ Pat Imbriano moved, seconded by Charles Willey, to recommend approval of the replat, subject to the following conditions: 1. That all bearings and dimensions on the plat map match all bearings and dimensions in the Deed of Dedication and Restrictive Covenants. 2. That lot ownership be shown on the plat map 3. That the land North of the Graceland addition be shown as unplatted. 4. The 10" easement along the West side of the Graceland addition be shown. 5. That the existing easement along the East side of Lot 2, Block 5 be shown_ 6. That a width be shown for North 132nd East Avenue. 7. That a date, seal, and signature be shown. The meeting was adjourned at 8:35 p.m. Chairman Secretary Date MEMORANDUM TO: Owasso Planning Commission FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Copper Meadows II - Preliminary /Final Plat Staff Case Report DATE: May 9, 1990 BACKGROUND The subject tract is 31.79 acres in size and located North of the Northeast corner of 76th Street North and 129th East Ave. It is zoned RS -3 and abutted on the East by an existing single - family addition (Graceland Acres) that is platted and zoned RE, on the South by an existing single - family addition (Graceland Acres) that is platted and zoned RE, on the West by vacant unpl.atted land zoned RS -3, and on the North by an existing single - family addition (Copper Meadows I) that is platted and zoned RS -3. The applicant is requesting Preliminary /Final Plat approval. The Technical Advisory Committee (TAC) reviewed this item at their regular scheduled meeting on April 11th. An additional review of the construction drawing was conducted May 3rd. The attached Subdivision Checklist contains a listing of those concerns that the TAC recommends be satisfactorily answered and that two sets of prints of the corrected construction drawings for the proposed improvements be filed with the City of Owasso, prior to the execution of the Final Plat. STAFF COMMENTS Staff has been working with the applicant to insure a swift but quality review of the proposed plat, and we are satisfied that all matters at issue will be resolved. The conditions of approval recommended by the TAC can be placed into three general categories: 1) ancillary concerns addressing the Plat Map and Certificate Of Dedication And Covenants, 2) ancillary concerns addressing the Construction Drawings, and 3) fundamental concerns addressing the Construction Drawings. Categories 1 & 2 are mostly "house cleaning" concerns that can easily be corrected and are generally not substantive in nature. Category 3 concerns are substantive in nature and address drainage questions. There are four of these concerns and they are as follows: I . That the gutter and street flow capacity be reviewed upgrade from structures 5 and 8 and that data be provided showing crown elevations will not be exceeded prior to reaching the structures. 2. That an interim stormwater erosion control plan be provided addressing drainage from the addition to off -site properties during development. 3. That data (maps and calculations) be provided showing the amount or intensity of runoff onto abutting properties in the Southeast corner and along the South and East sides of the addition will be equal or less than what is presently flowing onto those properties. 4. That an off -site stormwater drainage system plan be provided that is designed to pass the runoff from a 100 -year frequency rainstorm with no increase in the frequency or severity of flooding from the proposed development to the existing off -site detention facility. The applicant will present additional information at the public hearing addressing all concerns, but most of the presentation will be directed towards the four concerns identified above. However, unless staff has been provided the appropriate information far enough in advance of the hearing to allow for proper review, a recommendation stating that these concerns have been satisfied will have to be reserved for a later Planning Commission meeting or the City Council meeting. STAFF RECOMMENDATION As noted in the Staff Comments section above, most of the concerns or questions addressing the Copper Meadows II plat and construction drawings are easily corrected and most likely will not require additional review by the Planning Commission beyond this meeting. The four questions concerning drainage will be discussed in more detail at the Planning Commission meeting for your benefit and to allow you and the general public to have all your questions satisfactorily answered. If you are not satisfied with the answers, I would recommend that you continue the public hearing to your June meeting for additional review and instruct the applicant and /or the staff to provide the information you believe is needed to answer your questions. If you are satisfied with the answers you have received during the public hearing I would recommend that you approve the plat as a Final Plat, subject to 1) staff's review that all the concerns identified by the TAC and any additional concerns identified by you as a result of the public hearing are satisfactorily addressed, and 2) two sets of prints of the corrected construction drawings for the proposed improvements be filed with the City of Owasso prior to the execution of the Final Plat. That all lots maintain the minimum frontage requirement of 30' (Lot 24, Block 2 and Lots 14 & 15, Block 1). 3. MEMORANDUM TO: Owasso Planning Commission FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Amendment to Subdivision Regulations - Article III, Section 3 and Article V, Section 5 DATE: May 11, 1990 BACKGROUND The Community Development Department has been working with INCOG for the last several months to develop computer maps covering fourteen square miles of Owasso and the surrounding area. The time, effort and dollars that have gone into this project will all be lost if the maps are not maintained and updated. The most efficient way to keep these maps current will be to require developers and consultants to provide the City with a computerized copy of their projects. Staff is requesting changes to the existing Subdivision Regulations, even though we are in the process of completing a major update of these regulations, because we do not want to lose the opportunity to acquire digitized copies of developments presently being platted or constructed (Wal -Mart & Copper Meadows). We do not expect these digitized plats or construction drawings to be perfect and fit exactly into our maps. Actually, we expect the opposite to occur, but we see this as a benefit. We hope to use these first digitized drawings to determine the specific requirements that should be requested in the future. STAFF RECOMMENDATION I recommend that the following be added to Article III, Section 3 & Article V, Section 5 of Ordinance 310 - A Code of Subdivision Regulations:
