Adjournment OWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING Thursday, June 21, 1990, 7:00 PM Owasso Community Center 301 S Cedar, Owasso, Oklahoma MEMBERS PRESENT Ray Haynes Pat Imbriano Rick Johnson Gary Wells MEMBERS ABSENT STAFF PRESENT Charles Willey Steve Compton Marcia Boutwell The agenda for the meeting was posted in the Owasso City Hall, 207 S Cedar, on June 15, 1990. 1. CALL TO ORDER AND ROLL CALL - Chairman Ray Haynes called the meeting to order at 7:02 p.m. and declared a quorum present. 2. CONSIDER APPROVAL OF THE MINUTES OF MAY 17, 1990 - The Commission reviewed the minutes of May 17, 1990. Under Item No. 6, seconding the motion to adjourn was Charles Willey. Pat Imbriano moved, seconded by Gary Wells, to approve the minutes as corrected. A vote on the motion was recorded as follows:- Pat Imbriano - Yes Gary Wells - Yes Rick Johnson - Yes Ray Haynes - Yes The motion carried 4 -0. 3. OLS -74 - PAM STRONKS /CAROL STROBEL (2014) - A request for a Lot -Split on Lots 3 & 4, Block 4 of Lakeridge First Addition, an Addition to the City of Owasso, Tulsa County, Oklahoma. Chairman Haynes introduced the case. Steve Compton explained that the two applicants are requesting a mutual exchange of land to clear title for mortgage purposes. The existing privacy fence was improperly located by the builder /developer and the applicants want to exchange the land instead of relocating the fence. The Technical Advisory Committee has reviewed the case and recommended approval of the lot - split. Staff has also reviewed the case and is recommending approval. There were questions concerning future owners and whether any confusion would occur because of the lot - split. Because all code requirements are being met and any future owners should be able to see what has happened from the legal description on their deed, it was a consensus that no problems should exist in granting the lot split. Gary Wells moved to approve the lot split. Motion seconded by Pat Imbriano. Final Plat - Copper Meadows II (2814) - A second review of a request for approval of the Final Plat, located North of the Northeast Corner of 129th East Avenue and East 76th Street North. This case first came before the Planning Commission on May 17th. At that time the Public Hearing was continued because of the incompleteness of the plat and data submitted. Staff presented a case report and recommendation addressing the plat, construction drawings and off -site drainage. The applicant, Bill Lewis, then provided a detailed explanation of the stormwater drainage plan and its impact on the Graceland Acres Addition adjacent to the East and South sides of the proposed subdivision and his proposed plan for off -site drainage. Two residents of the Graceland Acres Addition were present and presented their concerns and questions. After a lengthy discussion and hearing all sides of the issue, Rick Johnson moved approval of the Preliminary /Final Plat subject to staff's final sign-off of all items on the Subdivision Checklist, final review of the lotting changes caused by PSO's new requirement, staff approval of the construction drawings, and that two sets of corrected construction drawings be filed with the City prior to the execution of the Final Plat. Also, that the applicant be required to place $6113 in a special city escrow account earmarked for the improvement of the drainage structure under 129th East Avenue. Motion seconded by Pat Imbriano. A vote on the motion was recorded as follows: Rick Johnson - Yes Pat Imbriano - Yes Gary Wells - Yes Ray Haynes - Yes The motion carried 4-0. 5. Administrative Site Plan Review - Dorothy's Day Care (3014) - Staff Report on Site Plan Proposal of the South 70' of Lot 7 and West 50' of the South 70' of Lot 8, Block 18, Owasso Original Town, located at 19 South Main. Per Section 660.2 of the Zoning Code, Application for Site Plan Review, staff completed an Administrative Site Plan Review on the property. The applicant is requesting internal remodeling on an existing building for use as a children's day care. After Owasso Planning Commission Minutes of June 21, 1990 Page 3 reviewing the proposal and comparing it to the Zoning Code and Subdivision Regulations, staff found that it met the requirements of the codes, and approved the site plan. 6. New Business - A draft of the proposed Subdivision Regulations will be delivered to each Planning Commission member within the next few days. A working session is planned for the next regular meeting. 7. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Steve Compton reviewed current and proposed building activity. 8. ADJOURN - Rick Johnson moved, Gary Wells seconded, to adjourn the meeting. A vote on the motion was recorded as follows: Rick Johnson - Yes Gary Wells - Yes Pat Imbriano - Yes Ray Haynes - Yes The meeting was adjourned at 8:40 p.m. Chairman Secretary Date MEMORANDUM TO: Owasso Planning Commission FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Site Plan Review - Cleveland Restaurant DATE: July 12, 1990 BACKGROUND The subject tract is located approximately 600' East of the Southeast corner of 76th Street North and the Mingo Valley Expressway service road and is 1.54 acres in size. It is zoned Commercial High Intensity (CH) and contains the old Nazarene Church and Fellowship Hall buildings. It is abutted on the North by the La Petite Daycare Center and vacant land zoned Commercial Shopping (CS), on the East by the Masonic Lodge zoned (CS), and on the South and West by vacant land zoned Industrial Light (IL). The applicant is requesting a Site Plan Review on the tract for a restaurant use. (See enclosed maps) The Technical Advisory Committee (TAC) reviewed this case at their July 11th meeting and staff has field checked the site and reviewed the Site Plan requirements from the Code. The findings are as follows; 1) That the sign is proposed to be located too close to PSO's power lines. 2) That the applicant will need to use existing easements and rights -of- way to gain access to the sanitary sewer located across 76th Street and along the North property lines of La Petite and Braum's. Also it will be necessary for the applicant to locate an individual lift station at the restaurant because the elevations of the existing buildings are below the flow line elevation of the sanitary sewer. 3) That the parking lot, as shown, needs to be revised to provide for better circulation and access. 4) That all other Site Plan requirements and TAC concerns have been satisfied. RECOMMENDATION I recommend approval of the proposed Site Plan subject to the sign being located approximately 15' South of the location shown on the plan and the parking lot being revised per staff's drawing. (See enclosure) Also, the sanitary sewer service line and lift station must be approved by the City Engineer and Sewer Superintendent. MEMORANDUM TO: Owasso Planning Commission FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Plat Waiver - National Guard Armory (31-21-14) DATE: July 12, 1990 BACKGROUND Per Section 260 - Platting Requirement of the Owasso Zoning Code, "the City Council, pursuant to their exclusive jurisdiction over subdivision plats, may remove the platting requirement upon a determination that the........ purposes have been achieved......" The purposes for platting are stated in the same section as being to provide for, "proper arrangement of streets and assuring the adequacy of open spaces for traffic, utilities, and access of emergency vehicles, commensurate with the intensification of land use.... ". The request that will be presented to the City Council will be that the Platting Requirement for the proposed National Guard Armory site be waived. The subject tract is located in the 500 Block of South Cedar Street, 6.53 acres in size, zoned a combination of RM -1 and AG, and is mostly vacant. It is abutted on the West and South by city -owned land zoned AG and generally located in the floodplain, on the East by vacant land zoned RM -1 and AG with the southern portion being in the floodplain, and on the North by single - family dwellings zoned RS -3. The Technical Advisory Committee (TAC) reviewed this case at their July 11th meeting and recommended approval subject to the filing of record at the County Clerk's Office, 1) a 17.5' perimeter easement, 2) a 20' easement for a force main sanitary sewer running across the southern portion of the tract, and 3) a second 20' easement for a 8" gravity flow sanitary line running across the southern portion of the tract (see enclosed maps). RECOMMENDATION This tract of land is on the southern end of Owasso's development. At this location any further development to the south would have to be into the Bird Creek floodplain. Staff sees no real purpose to be gained by requiring a plat of this tract if it can be assured that all services have the necessary easements to meet the purposes for platting identified in the code. I recommend approval of the Plat Wavier subject to all necessary utility easements as identified by the TAC being filed of record in the Office of the County Clerk. MEMDRANDUM TO: Owasso Planning Commission. FROM: Steve Compton Assistant City Manager for Community Development SUBJECT: Subdivision Regulations Update DATE: July 12, 1990 At your last meeting, I informed you that I had all the chapters of the proposed Subdivision Regulations together with most of the requested changes; however, since I reviewed some of the chapters and Richard Hall reviewed the other chapters, I was not certain all the requested revisions had been made. Because of this and the fact that documents such as these often seem to read differently when you see the whole document together, it appeared appropriate to give you several weeks to look through the total document before we started our final review process. It is quite possible that some very important changes have not been included in this copy, so please check for those changes that you remember as being the most important to you. Also check the overall format of the document and how each chapter works together.
