The agenda for the meeting was posted in the Owasso City Hall,
207 S Cedar, on July 13, 1990.
1. CALL TO ORDER AND ROLL CALL - Chairman Ray Haynes called the
meeting to order at 7:00 p.m. and declared a quorum present.
2. CONSIDER APPROVAL OF THE MINUTES OF JUNE 21, 1990 - The
Commission reviewed the minutes of June 21, 1990. Rick Johnson
moved, seconded by Pat Imbriano, to approve the minutes as written.
A vote on the motion was recorded as follows:

The motion carried 4-0.
3. Election of Officers. Term of Office Expires June 30, 1992.
The By -Laws of the Owasso Planning Commission states that the
Commission shall have a chairperson, vice - chairperson and
secretary, and that election of said officers shall be held
biennially at the first meeting of the Commission after July 1 of
each of the even - numbered years. The term of each office shall be
for two years beginning immediately upon the election of each
officer.
The Chair opened the floor for nominations for Chairperson. Ray
Haynes was nominated by Charles Willey. Hearing no further
nominations, the nominations were declared closed and Ray Haynes
was elected Chairperson by acclamation.
The Chair opened the floor for nominations for Vice Chairperson.
Ray Haynes nominated Charles Willey. Hearing no further
nominations, the nominations were declared closed and Charles
Willey was elected Vice Chairperson by acclamation.
The Chair opened the floor for nominations for Secretary. Ray
Haynes nominated Rick Johnson. Hearing no further nominations, the

nominations were declared closed and Rick Johnson was elected
Secretary by acclamation.
4. PERRY CLEVELAND (3214) - A request for a Site Plan Review for
a Restaurant, located at 11604 East 76th Street North.
Chairman Haynes introduced the case. Steve Compton explained the
Case background. The Technical Advisory Committee has reviewed the
case and recommended approval of the site plan subject to a change
in the placement of the sign, revision of the parking lot, and
approval of the sanitary sewer service line and lift station by the
City Engineer. Staff has also reviewed the case and is
recommending approval.
Charles Willey moved to approve the site plan subject to the sign
being located approximately fifteen feet South of the location
shown on the plan, and the parking lot being revised per staff's
drawing to provide better circulation and access. Also subject to
approval of the sanitary sewer service line and lift station by the
City Engineer and Sewer Superintendent. Motion seconded by Pat
Imbriano. A vote on the motion was recorded as follows:

5. National Guard Armory (3114) - Recommendation on a Request for
a Waiver of the Platting Requirement (Section 260 of the Owasso
Zoning Code) for an Armory to be Located in the 500 Block of South
Cedar Street.
Chairman Haynes introduced the case and staff presented the
background. The tract is on the southern end of Owasso's
development and any further development to the South would be into
the Bird Creek floodplain. The Technical Advisory Committee has
reviewed this case and recommended approval subject to the filing
of record at the County Clerk's Office of a 17.5' perimeter
easement, a 20' easement for a force main sanitary sewer running
across the southern portion of the trace, and a second 20' easement
for an 8" gravity flow sanitary line running across the southern
portion of the tract. Staff also recommended approval of the Plat
Waiver subject to all necessary utility easements as identified by
the TAC being filed of record in the Office of the County Clerk.
Pat Imbriano moved, seconded by Charles Willey, to recommend to the
City Council approval of the Plat Waiver subject to all necessary

utility easements as identified by the TAC and listed above being
filed of record in the Office of the County Clerk. and further
subject to the Board of Adjustment approval of a site plan.

6. GENERAL DISCUSSION OF AND WORK SESSION ON OWASSO SUBDIVISION
REGULATIONS - Members of the Commission received copies of the
Proposed Subdivision Regulations in advance of the meeting and were
asked to make sure that all of the requested changes had been
included. Also present was Wayne Vincent with some suggestions in
regard to disability requirements.
It was the consensus that the Commission needed more time to review
the proposed changes and another discussion and work session was
scheduled for the regular August meeting. Staff requested that Mr.
Vincent submit his suggestions in writing so they can be included
in the Agenda Packet.
7. New Business - A draft of a proposed sign ordinance was handed
to the Commission for their review. It will be placed on a future
meeting agenda as a discussion item.
8. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Steve Compton
and Ron Munn reviewed current and proposed building activity.
9. ADJOURN - Charles Willey moved, Pat Imbriano seconded, to
adjourn the meeting. A vote on the motion was recorded as follows:

MEMORANDUM

SUBJECT: Site Plan Review - Tulsa County Head Start (31-21-14)
DATE: August 9, 1990
The subject tract consists of two city lots located at the
Southeast corner of Main and Third Streets. It is zoned CS and
contains the old Owasso Sports Center building and gravel parking
lot. It is abutted on the West and across Main Street by two
single family dwellings zoned CS, on the North and across Third
Street by Dale & Lee's - Heating and Air Conditioning Services
zoned CS, on the East by a single family dwelling and a church
playground zoned RS-3, and on the South by a church building zoned
CS.
The applicant is requesting a Site Plan Review for a proposal to
remodel the existing structure and parking lot for a Head Start
Program. Staff has reviewed the submitted Site Plan and finds that
it meets the requirements of the Zoning Code and Subdivision
Regulations and that it will be compatible with the surrounding
uses and neighborhood. A new paved parking lot is a part of the
proposal with the drainage from this lot directed into an existing
ditch located within the right -of -way of Third Street.
The Technical Advisory Committee (TAC), at their August Bth
meeting, recommended approval of the proposal. As a part of their
review, the City-County Health Department noted that if any flood
preparation or handling is to be done on site, all health
requirements must be met, and the Building Inspector and Fire Chief
noted that substantial remodeling of the existing structure will be
required to meet building and fire codes.
RECOMMENDATION:
After completing my review and considering all factors, I recommend
approval of the Site Plan for the Head Start Program proposal. As
a part of this recommendation, I would note that all code
requirements (building, zoning, fire, health, etc.) must be met;
however, consideration of a time limit can be given to the zoning
requirement for paving the parking lot.

SUBJECT: Site Plan Review - First Christian Church (29-21-14)
DATE: August 8, 1990
BACKGROUND
The subject tract is 7.86 acres in size and zoned RS -3. It contains the existing
First Christian Church building, parking lot, and children's playground. It is
abutted on the South and East by a drainage ditch and residential uses; on the
West by single-family dwellings zoned RS -3; and on the North and across 86th
Street by a PSO sub - station and unimproved city park zoned a combination of RS -3
and RS -2.
The applicant is requesting a review of the Site Plan for the expansion of their
church building and facilities. He has submitted a plan map that indicates
several stages of future development. We have reviewed the plan in detail for
the current new expansion and in general for the proposed future expansions. In
both cases staff has review the Zoning Code and Subdivision Regulations and
compared them to the submitted Site Plan Application and Plan Map and find that
it meets the requirements of the code as it pertains to parking, setbacks,
building height, handicapped provisions, screening , circulation, and other bulk
and area requirements reviewed. The applicant has also addressed the site
drainage and proposes to drain the front part of the tract into the new curb -and-
gutter drainage system along 86th Street. The stormwater drainage for the back
portion of the site will be directed into the existing ditch along the East and
South sides of the tract. There is a need to indicate on the Site Plan where
handicapped parking and the church's identification sign will be located. It
is also important that the applicant be aware of the fact that determining the
exact location of the easements and their relationship to the proposed buildings
is imperative in order to avoid any encroachments.
This case has been reviewed by the members of the Technical Advisory Committee
and no significant problems were identified.
RECOMMENDATION
After conducting the above review, I recommend approval of the submitted Site
Plan for the First Christian Church, subject to the handicapped parking and
identification sign locations being shown on the Plan Map. Please note that a
condition for a building permit will be a requirement that a survey by a
Registered Land Surveyor be completed at the stemwall stage of construction to
ensure that encroachment into any easements will not occur.

SUBJECT: Handicapped accessibility requirements in the
Subdivision Regulations.
DATE: August 9, 1990
At the July Planning Commission meeting we started the process
again of updating the Subdivision Regulations. Several weeks prior
to that meeting I had sent you a complete draft of the updated
Subdivision Regulations including those changes (to the best of my
knowledge) that had been made when your were reviewing each chapter
separately. Mr. Wayne Vincent was at that meeting and took
exception to this statement and stated that several references to
the American National Standards Institute Inc. (ANSI) A117.1 A
Standard for Building and Facilities — Providing Accessibility and
Usability for Physically Handicapped People were not included in
the draft. A lengthy discussion then occurred and ended with you
requesting that Mr. Vincent submit his corrections, additions,
and /or deletions to me one week prior to the next meeting. These
would then be mailed out with the agenda packets and be reviewed at
this meeting. Mr. Vincent has recently contacted me and because of
illness is requesting that his part of the discussion be continued
to the next appropriate meeting.
I had anticipated the discussion at this meeting to center around
Mr. Vincent's written comments and have not prepared comments on
other suggested changes talked about at the last meeting.
Therefore, I expect the discussion on this item to be limited.
However, if any of the commission has comments or questions based
upon your individual reviews of the draft, I am prepared to discuss
and answer any concerns.

Section IV. DESIGN REQUIREMENTS.
Proiection Deemed Nuisances. All canopies, ropes,
networks, banners, holiday decorations, posts, radio
aerials, placed in or projecting over or across any
street, avenue, alley or sidewalk, shall be deemed
nuisances unless constructed and maintained under
the conditions of this article. Provided, that per-
mission may be granted by the majeElty Yete of all
Geunell Board of Adjustment to maintain a banner or
holiday decoration across a street for a limited
period of time upon the following terms and condi-
tions:
Section V. CONSTRUCTION REQUIREMENTS.
A. Area Marker.
Approval Required. Design, material, location,
size, height and placement of area markers
shall require the approval of the
Planning Commission as a part of either the
Plat review for single - family development or
the site plan for other types of development.
Construction shall be carried out in a manner

Projecting from Wall over Public Property. No
temporary sign, except one approved by the
CeuneAl Board of Adiustment, shall extend over
or into any street, alley, sidewalk or other
public thoroughfare a distance greater than
four (4) inches from the wall upon which it is
erected, and shall not be place or project over
any wall opening.
K. Work of Art.
Hereafter no work of art shall be applied to,
erected or placed upon the exterior walls of any
building within the City of Owasso without first
being submitted to and approved by the

allow a work of art shall be accompanied by plans
and specifications which describe the proposed work
of art, also location, appearance, color, texture,
general design, use of material, orientation to

surroundings. The City Council may, when it deems
proper, also require a complete model of work of art
to be submitted. In determining the merits of the
work of art, consideration should be given to insure
that the work of art maintains the high character
of community development and would not be
detrimental to the stability of value and the
welfare of surrounding property, structures, and
residents, and to the general welfare and happiness
of the community.
Section VI. DISTRICT SIGN REGULATIONS.

D. SECTION 1021 USE UNIT 21 BUSINESS SIGNS AND OUTDOOR
ADVERTISING
1021.8 Advertising signs allowed by special
permit:
Advertising signs as defined in Section II(j)
of this article, (billboards or poster boards)
may not be constructed or erected in the City
of Owasso, Oklahoma without the
Planning Commission of the City of Owasso,
Oklahoma first granting a special permit for
such sign.
4. All advertising signs for which a special
permit is granted by the Gity Geuneell Planning
Commission of the City of Owasso, Oklahoma,
shall comply with the following standards:
d. The ground area immediately around and
upon which such advertising signs are
located shall be landscaped in accordance
with a sketch plan to be approved by the
City - Ceanell Planning Commission of the
City of Owasso, Oklahoma, and such land-
scaping shall be maintained and replaced
as necessary to comply with such sketch
plan.
Section Two: That from and after the effective date hereof,
Sections VII and IX of the sign regulations as adopted pursuant to
Ordinance 309, as amended by Ordinance 352, as codified under Part
12-- Planning, Zoning and Development, Chapter 2 - -Sign Regulations,
be and same hereby are repealed.
Section Three: That Sections 1 through 5, and 6 as set forth
by Ordinance Number 309 as amended by Ordinance Number 352 as well
as the foregoing shall be codified as Appendix F to the Owasso
Zoning Code. Section 6 of Ordinance Number 309 as amended by
Ordinance Number 352 as well as amended above shall be codifed in
the pertinent sections of the Owasso Zoning Code as indicated.
Section Four: This ordinance shall, upon passage, take effect
thirty (30) days from the date of first publication as provided by
state law.
