The agenda for the meeting was posted in the Owasso City
Hall, 207 S. Cedar, on August 13, 1987.
Chairman Haynes called the meeting to order at 7:01 p. m.
and declared a quorum present.
The Commission reviewed the Minutes of July 16, 1987. Motion
was made by E. Henry and seconded by S. Butler to approve those
Minutes,as written. The vote on.the motion was 3 -0, all for, the
motion carried.
SUBDIVISION REVIEW
Lakeridee Third Addition C2014)- RSD Development Company,
property located at 90th St. North and 123rd East Ave.,
Final Plat
Chairman Haynes introduced the item. Richard Hall read the
list of Staff and T. A. C. recommendations to the Commission:
Utility easements shall meet the approval of the utility
companies. Coordination will be required, particularly if an
underground facility is planned. Show additional easements
as required.
Paving and drainage plans shall be approved by the City of
Owasso.
Drainage system study, including the boundaries of the 100
year flood calculated on the basis of 100% or full upstream
urbanization, shall be approved by the City of Owasso.
Water and sewer plans shall be approved by the City of
Owasso.
A Corporation Commission letter or certificate of non -
development shall be submitted Cor plugging records) for any
oil and /or gas wells before the final plat is released.
A
Access points (or access to the tract) shall be approved — by
the City of Owasso and shown on the plat accordingly.
Restrictive covenants and deed of dedication shall be
submitted for review prior to release of final plat (City
Attorney shall review).
Street names shall be approved by the City of Owasso.
AdJacent streets and /or widths thereof should be shown on
final plat.
Complete dimensions shall be shown on all lots, streets,
building lines, easements, etc.
Complete curve data shall be shown on final plat where
applicable.
Key or location may shall be complete.
Bearings or true north and south shall be shown -on perimeter
of land being included in the plat or other bearings as
directed.
Sewage disposal, the method and plans therefor, shall be
approved by the Tulsa City- County Health Department.
A topo map shall be submitted for review prior to review of
the final plat.
House numbers shall be shown on a copy of the final plat
prior to the recording of the plat.
All Subdivision Regulations shall be met, including
provisions of Appendix A and Ordinances 182 and 233, and all
other amendments prior to release of final plat.
Building pad elevations shall be placed on each lot on a
copy of the final plat prior to recording the plat. Said
copy shall be submitted to the City Engineer.
Show the location of all monuments.
Sidewalks shall be provided along both sides of all streets
in all zoning categories except industrial in accordance
with Ordinance number 182,'Article III, Section 3.
Plat filing fees shall be paid to the Owasso City Clerk.

Bill Lewis, the plat engineer, was present and protested the
requirement of the location of fire hydrants in addition to what
is presently inside the proposed subdivision. The Commission
discussed when 123rd East Avenue will be finished to the new
school, the engineering standards of the streets in the addition
and lot sizes in the addition. The City Manager summarized the
problems of the addition: inadequate lot sizes of lots one and
two of block two, erosion control in the steep topography of the
property and the location of fire hydrants. The Commission

directed the City Planner to set up a meeting with the
subdivision engineer and the Fire Marshal to solve the
disagreement concerning where the fire hydrants should be
located. Motion was made by S. Butler and seconded by E.
Henry to recommend approval of the Lakeridge Third Addition
subject to (1) a resolution of the fire hydrant location
disagreement, (2) the requirement that Lots one and two of Block
2 meet Zoning Code requirements, and (3) the requirement of
erosion control. The motion stipulated that if an agreement could
not be reached on fire hydrant placement that the subdivision
review again be placed on the Planning Commission agenda.
A vote on the motion was recorded as follows:

ANNEXATION REVIEW
Owasso Assembly of God Church (2114)- South of the southeast
corner of 96th St. North and 129th East Ave.
The item was introduced by Chairman Haynes. Richard Hall
explained the history of the project and showed the Commission on
a map where the water and sewer lines were in the vicinity.
Pastor Clarence Lambert and Del Davis were present representing
the church and spoke for the annexation request. There was
discussion of the development work done on the project with Tulsa
County Board of Adjustment and TMAPC. There was discussion
concerning the trenching or boring under 129th East Ave. to
supply water and sewer service to the tract. Richard Hall
explained that the Technical Advisory Committee had no
requirements concerning the annexation but that the project would
need to be approved by the Owasso Board of Adjustment and a plat
of the property would need to be approved by the City of Owasso
before the church could be constructed. Richard recommended that
the property be annexed.
Motion was made by E. Henry and seconded by S. Butler that
the property be annexed into the Owasso corporate limits with the
stipulation that utility problems would be addressed in the
platting process. The Commission discussed the Owasso Board of
Adjustment review of the project. A vote on the motion was as
follows:

Richard Hall informed the Commission that there was a
vacancy on the Commission because of the absence of Commissioner
Mike Day for three meetings. Richard asked that any replacement
recommendations from the Commissions be made to the Staff so that
those recommendations may be given to the the City Council for
its review. The Commission asked that the item be placed on its
next agenda.
City Manager, R. J. Ray spoke with the Commission about new
and more strict policies and standards for development in the
city.

MEMORANDUM
TO: Owasso Planning Commission

SUBJECT: OL -67 Mark Enterline (2014) - Lots 22 and 23 of Block 3
of the Lakeridge 1st Addition - Located at the northeast corner
of 89th St. N. and E. 89th Court North
DATE: November 12, 1987
In January of 1986 a building permit was approved by the
Owasso Building Inspector to build a home on lot 22 of block 3 of
the Lakeridge First Addition. The plot plan submitted by the
builder with the permit application was in error because it
showed what appears to be a five feet wide utility easement along
the south property line instead of an existing ten foot wide
easement. If the structure was constructed according to the plot
plan the house would not have been in the easement, but the house
footing was not only built across the ten foot easement but
across south property line as well. The city staff was not
informed of the problem, nor was any application for lot'split or
easement closing submitted by the builder, the subdivision
developer or their attorneys. In September of this year a home
was constructed on the lot to the south, lot 23 of block 3.
Permanent financing of that newer home cannot be completed
because the encroachment of the home to the north onto the
southern lot. The Technical Advisory Committee heard the proposal
at its November 10, 1987 meeting. There is evidently a electric
line in the easement which feeds a street light between the two
lots. Charles Hill, the Public Service Company representative,
asked that the applicant prepare a legal description for the
easement to be closed, and a legal description for a new easement
for an electric line to serve the street light. He also asked
that the easement be straight. An Oklahoma Natural Gas Company
representative was at the TAC meeting, but he had no objection to
the lot split. Tom Mason represented Mark Enterline, the
applicant at the TAC meeting. Since the closing of the involved
easement is an issue that the City Council must also address and
since that procedure involves a notice to franchised city
utilities, I have already sent the legal notice to the
appropriate companies that the City Council will hear the
easement closing at its December 1, 1987 meeting.
I recommend that the Planning Commission approve Lot Split
OL -67 subject to the following conditions:
(1) That the applicants submit a certified legal descriptions to
the staff describing the new lot line between lots 22 and 23, the
easement to be closed, and a new ten feet wide easement to be
dedicated,
(2) That the applicants submit to the staff new deeds for both
lots depicting the new lot line and
(3) That the applicants submit proper forms to the staff to
dedicate the new easement to the street light.

SUBJECT: Review of a proposal to amend the Owasso Major Street
and Highway Plan, which is a part of the Owasso Comprehensive
Plan, to show 116th St. N. as a 6 -lane Primary Arterial Street
between Memorial Dr. and Garnett Rd.
The Tulsa City- County Major Street and Highway Plan is
administered by INCOG and primarily regulates the dedication of
land for streets in the City of Tulsa and the unincorporated
areas of Tulsa County. Owasso has its own major street plan which
is a part of the Owasso Comprehensive Plan. The Tulsa City- County
plan, however, has not been amended for some time to reflect
those recent street plan changes of Owasso and other area
communities outside of Tulsa. INCOG has started a project to
prepare a new composite major street and highway plan to
accurately show the transportation plans of all area communities.
Such a composite map should be convenient for metropolitan
developers, businesses, planners and public officials and it
should show a logical street system among neighboring cities.
Several criteria should be used to classify streets on
street plans. First, a street should have continuity, that is, a
street's character should not change as it proceeds from one
community to another. Second, if a street terminates at an
intersection it should end at a cross street that has an equal or
higher capacity. In other words, a primary arterial may end at an
intersection with another primary or an expressway; a secondary
arterial should stop at another arterial or expressway but end at
a junction with a collector. Third, the street system should be
designed with regard to the ultimate load of the system. If the
ultimate adjacent land use is planned to be heavy, then closely
spaced primary arterials, expressways, and mass transit options
should be planned. Low intensity land use densities call for a
more modest, less expensive streets. Maintenance costs should
also be considered in the building of a street and highway
network.
With the above general guidelines in mind, the INCOG
transportation staff has requested that we examine the Owasso
Major Street and Highway Plan as it relates to the area -wide
composite plan. Specifically, we have been asked to look at
116th St. North between Memorial Dr. and Garnett to determine if
that segment should remain a 100 feet wide, four -lane, secondary
arterial or if it should be changed to a 120 feet wide, six -lane,
primary arterial street. The Tulsa City- County plan shows the
street to be a primary arterial from the Cherokee Expressway
(U.S. 75 Hwy.) to the Rogers County line. The Owasso
Comprehensive Plans of 1978 and 1985, however, have shown the
segment from Garnett to Memorial to be a secondary arterial. For
consistency, the street should be shown as either a primary or a
secondary arterial for its entire length.
I recommend that the Owasso Planning Commission and City
Council upgrade 116th Street North from a secondary arterial to a
primary arterial from Memorial Drive to Garnett Road. If it is
the pleasure of the Commission and City Council to leave the
segment as a secondary arterial, then the remaining portions of
the road from Garnett Road to the Rogers County line in Owasso
should be downgraded to a secondary arterial as well and we
should recommend that those portions of the street outside the
Owasso city limits be downgraded to the four -lane secondary
arterial classification.
Enclosed for your information is a memo from Carol Dickey of
the INCOG transportation planning staff further explaining the
street plan update project.

SUBJECT: OWASSO MAJOR STREET PLAN AMENDMENTS
In our meeting on September 28, 1987 with Richard Hall, we discussed
the update of the Tulsa City- County Major Street and Highway Plan map
and the changes made in the 1985 Owasso Comprehensive Plan that will
be reflected on the updated metropolitan map. Three of the four
changes that were listed in Richard Hall's memo of April 8, 1987, will
be shown. In addition, the streets shown on the Plan that are in
Rogers County will be shown.
There is one change to the Owasso Plan map that we agreed to amend,
namely changing the classification of the existing 116th Street North
from a secondary to a primary arterial between Memorial and Garnett.
This would provide a consistent primary arterial street along 116th
Street North from Rogers County to I -75.
Since you asked Richard to handle this matter, I requested that he
place this on his earliest agendas. The Planning Commission meeting
will be November 19, 1987, and the City Council on December 1, 1987.
Attached is a small map showing the change requested.
