OWASSO PLANNING COMMISSION PAGE ONE JUNE 18, 1987 On Thursday, June 18, 1987 the Owasso Planning Commission met in a regular session in the Conference Room at City Hall per the Notice of Public Meeting and Agenda posted on the City Hall bulletin board at 4:00 p.m. on Thursday, June 18, 1987. ITEM 1: CALL TO ORDER. The meeting was called to order at 7:00 p.m. with Chairman Haynes presiding. ITEM 2: ROLL CALL. PRESENT: Ray Haynes, Chairman Elwood Henry, Member Scott Butler, Member Rodney Ray, City Manager John McElhenney, INCOG Jane Buchanan, Secretary ABSENT: Mike Day, Member Charles Willey, Member A Quorum was declared present. ITEM 3: CONSIDERATION AND VOTE TO APPROVE THE MINUTES OF APRIL 16, 1987. A motion was made by E. Henry, seconded by S. Butler, to approve the minutes of April 16, 1987 by reference made a part hereto. AYE: Henry, Butler, Haynes NAY: None MOTION: Carried 3 -0 ITEM 4: SITE PLAN REVIEW Westport Mennonite Brethren Church (1914) - Northwest Corner of 116th Street North and Hiahwav 169. (Addition) The applicants were not present. Chairman Haynes reviewed the case. The Staff stated the TAC has no requirements on this item. After discussion, a motion was made by E. Henry, seconded by S. Butler, to approve the above mentioned Sit Plan as requested. AYE: Henry, Butler, Haynes NAY: Ncne MOTION: Carried 3 -0 OWASSO PLANNING COMMISSION PAGE TWO JUNE 18,1987 ITEM 5: Landmark Properties (2914) - Brumley Construction Co., i part of Lot 68, Block 2, Three Lakes Addition. (New Office) The applicant was not present. Chairman Haynes reviewed the case. The Staff gave the following report: This item was presented to the Technical Advisory Committee meeting on June 10, 1987. The Committee had the following comments on this site plan. 1. The building on the property west of this site may encroach on this site. This encroachment should be shown on the site plan to be sure there is adequate driveway to the back of the new building, particularly for trash pick up. 2. The concrete drive, northwest of the new building, should be widened to allow for a straighter approach to the parking lot exit for vehicles coming from the back of the building. 3. An erosion protection detail for the stormwater draining off the property should be included. After discussion, a motion was made by S. Butler, seconded by E. Henry, to table this item until the above mentioned comments were addressed and the following items are addressed and returned to the TAC for further review: 1. Show the existing 100 year flood plain plus existing contour lines. 2. Present a complete drainage plan. 3. Vertify encroachment to the west. 4. A registered surveyor to stake footings is required. AYE: Butler, Henry, Haynes NAY: None MOTION: Carried 3 -0 OWASSO PLANNING COMMISSION PAGE THREE JUNE 18, 1987 LCT SPLIT ITEM 6: OLS -66 (814) - L.L. MatteringlV - Lots 3, 4, & 5, Block 1, German Acres. The general location is the north side of Garnett Road at 113th Street North. Mr. Ray Wille, owner of the German Corners Mobile Home Village, was present. Chairman Haynes reviewed the case. Staff gave the following comments: This item was presented to the Technical Advisory Committee meeting on June 10, 1967. The Committee recommends this item be approved based on the following conditions: 1. The owners of Lots 3 and 4, Century Bank of Tulsa, approve of this lot split. 2. The existing easement along the west side of Lot 5 remain, and that all utilities are within that easement. 3. A ten foot utility easement be dedicated along the west side of the new west property line of Lot 5. After discussion, a motion was made by E. Henry, seconded by S. Butler, to approve the lot split as requested subject to the TAC recommendations. See attached survey for detailed easements. Exhibit "A ". AYE: Henry, Butler, Haynes NAY: None MOTION: Carried 3 -0 SUBDIVISION REVIEW ITEM 7: Elm Creek Estates First Addition - Blocks 32 & 33 (2914) - Elm Creek, Incorporated. The general location is north of 77th Place North on North 126th East Ave. (Preliminary/ Conditional Final) The applicant was not present. Chairman Haynes reviewed the case. Staff gave the following report: This item was presented to The Technical Advisory Committee meeting OWASSO PLANNING COMMISSION PAGE FOUR JUNE 18, 1987 on June 10, 1987. The Committe had the following comments on the plat: 1. PSO would need an easement across the unplatted area next to this plat to bring service to this plat. 2. The two utility easements need to be wider, 10 feet on the south and 5 feet on the north of the property line. 3. The committee has not received and reviewed the construction plans for this plat. The Committee recommends approval of this Preliminary /Conditional Final Plat, conditional upon receiving and approving the construction plans. After discussion, a motion was made by S. Butler, seconded by E. Henry, to approve the request as submitted subject to the three (3) TAC comments plus a barrier at the North end of 126th East Ave to restrict traffic turnaround. AYE: Butler, Henry, Haynes NAY: None MOTION: Carried 3 -0 Note: Clarification of TAC No. 2 is as follows: Lot 4 & 5 of Block 32 will be 10' on Lot 4 and 5' on Lot 5. Lot 2 & 3 of Block 33 will be 10' on Lot 2 and 5' on Lot 3. ITEM 8: NEW & GENERAL BUSINESS. Chairman Haynes and the Commissioners thanked Mr. Ray for his interest and input in the meeting. Mr. Ray stated he would be attending all meetings in the future. ITEM 9: ADJOURN. With there being no futher business coming before the Commission, Chairman Haynes asked for a motion to adjourn. A motion was made by E. Henry, seconded by S. Butler, to adjourn. TAC EVALUATION Site Plan (Golden Corral) July 9, 1987 the Owasso Technical Advisory Committee met at 2:00 p.m. on July 8, 1987 and had the following comments on Golden Corral's site plan located North of 76th Street North on the east side of Mingo Valley Expressway: 1. Provide Fire Hydrants as per Fire Marshal's Requirements. 2. Handicapped Parking must meet City of Owasso standards. 3. Survey Required. 4. Pad for trash pickup will be 8 inches thick and trash enclosure will be 12 feet wide. S. Sign location must be approved by PSO. June 29, 1987 Mr. Jim Dunlap City Planner City of Owasso Dear Sir: This is a request to grant a close of easement (partial vacation of easement) for a new, partially constructed structure (detached garage) which encroaches approximately 18 inches into a 17'6" wide utility easement as illustrated in the enclosed survey. This request is for only that portion of the easement upon which the building encroaches. This request is based on the following considerations: (1) The easement had been flagged wherein lies a sewer line parallel to and approximately 13`6" from the west side of the building in question. No other utilities were flagged directly west of the building; and (2) It is our desire to not change the location of the building for both esthetic as well as financial reasons. It is the responsibility of the subdivider /developer that all Owasso subdividion regulations are complied with and that the subject plat is properly processed and reviewed by Owasso City Staff.
