would be approximately 4.610 acres in size. The approximate location of the subject
property is a 'A mile south of E 116th St N on the west side of N 135th E Ave. The property is
zoned OPUD 02-02 with underlying zoning of CS (Commercial Shopping).
7. Final Plat - Charleston Place - Consideration and appropriate action relating to the request
for the review of a final plat proposing seventeen (17) lots in two (2) blocks on
approximately 5.03 acres. The property is located at E 93rd PI N and N 141St E Ave and is
zoned RS-3 (Residential Single-family High Density).

Monday, March 11, 2019
The Owasso Planning Commission met in regular session on Monday, March 11, 2019 at
Old Central per the Notice of Public Meeting and Agenda posted at City Hall, 200 S.
Main (west side) at 4:00 pm on March 6, 2019.

The Commission reviewed the minutes.
Mr. Miller moved, seconded by Mr. Balthrop, to approve the minutes from the February
11, 2019 Regular Meeting.
A vote on the motion was recorded as follows:

ITEM 6. OA 19-01 /OZ 19-01 Annexation/Rezoping_:- Hawles Landing -
Consideration and appropriate action relating to a request for the review
of an annexation and rezoning request. The approximate location of the
subject property is E 76th Sf N and N 1531d E Ave and is approximately 20

Page No. 2 acres in size. If approved the subject property will be brought into the
City Limits of Owasso as RS-3 (Residential Single-family High Density).
Morgan Pemberton presented the staff report. The location was described. The property
is currently zoned RS-20 under a PUD in Rogers county. if approved, the PUD that was
authorized in Rogers County would become null and void. Staff recommends approval
of the annexation and rezoning requests with an assigned zoning of RS-3 (Residential
Single-Family High Density).
A brief discussion regarding utilities provided to the property. The applicant was present
and stated that he felt that all of the wafer issues have been resolved with Rogers County
Rural Water District #3.
Mr. Miller moved, seconded by Mr. Vines, to approve the annexation /rezoning request
subject to Staff and TAC recommendations.
A vote on the motion was recorded as follows:
YEA: Loving, Vines, Miller, Balthrop

ITEM 7. Final Plat ® AAin o Crossina - Consideration and appropriate action
relating to the request for the review of a final plat proposing fifty-seven
(57) lots in three (3) blocks on approximately 21.35 acres. The property is
located at E 102 Sr N and N Mingo Rd and is zoned PUD 17-02/RS-3
(Residential Single-family High Density).
Morgan Pemberton presented the staff report. The location was described. Staff
recommends approval of the Final Plat for Mingo Crossing, A representative for the
applicant was present to answer any questions.
Mr. Vines moved, seconded by Mr. Miller, to approve the Final Plat for Mingo Crossing
subject to the any Staff and TAC recommendations,

action relating to the request for the review of a final plat proposing one

located at 14696 E 88 PI N and is zoned PUD 15A/RM (Residential Multi-
family).
Morgan Pemberton presented the staff report. The location was described. Staff
recommends approval of the Final Plat for Centennial Park Apartments, A
representative for the applicant was present to answer any questions.

ANALYSIS:
The original GomaM Creek Center Phase 11 was platted 2006 and contained 3 lots in \ block. A
Reusor`s currently anchors o shopping cenharinLot|'B|ocklofGonettCneekCen|exPhcoeO.|n
2018' Lot of Block l was re-platted into new lots. Because of the way the property was m-
p|otfed' the legal description for those 3 new lots now reads os Lots ). 2' and of the Re-Plat of
Lot 2, Block lof Garrett Creek Center Phase U. While not typical, the description reflects an
accurate legal description of the property given the way the property was re-platted,
The proposed lot split in this case divides Lot 3 of the Re-Plot of Lot 2, Block l of Garrett Creek
Phase U into two <2\ separate lots. Lot 4 will become q new lot, while Lot /the parent |o1\ will be
reduced insize.
The Owasso Subdivision Regulations allow the Planning Commission to approve lot splits within o
platted subdivision so long on they meet the underlying zoning requirements, are not land
|ocked, and can be adequately served with public utilities. However, per Chapter 7' Section
titled "Lot Splits", of the Subdivision Regulations, the Planning Commission can only approve a lot
split that has frontage on a dedicated street. In this particular case the lot that is being created
(Lot 4) will not have frontage on o public street, rather itwill have frontage on m recorded
access easement that connects to a public street. Due to the public street frontage requirement
nf the Subdivision Regulations, this lot split will also mqoins approval from the City Council.
Outside of the frontage issue for Lot 4, each lot meets the minimum dimensional standards of the
CS (Commercial Shopping) zoning district. Because the property is already platted, right-of-way
and necessary utility easements have already been established and dedicated to the City.
Any development that occurs on the subject |ofo must adhere to all zoning and design
requirements of the City ofOwasso.
TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee /T4C) reviewed this item o1 their regularly scheduled meeting
on March 2O' 2Ol9. Comments from that meeting are attached fo this memo.
Staff recommends approval cf OLSl9-0l for Lot Jof the Re-Plat ofLot 2, Block lcf Garrett Creek

The final plat for Charleston Place proposes 17 lots in blocks on property zoned ��The lots
shown on the final plat meet the standards for RS-3 zoning district as xhztrd in the Owasso Zoning
Code. The subject property is north of Camelot Estates and will extend the public street beyond
where the cul-de-sac at the north end of East 91 It Street North currently stops. The one public street
that will serve the Charleston Place development will become North 141 st East Avenue as it runs in a
north-sou|h orientation. The final plat shows fifty feet /50`\ of required right-of-way along North 14111
East Avenue being dedicated with the filing of this plat, ifapproved,
The main access to the development will be taken from where East 9 1 It Street North turns into North
l4la East Avenue. Public access k) the development will not be allowed from East 93,d Place North,
as it is a private drive and not a public road. However, emergency access will be allowed into the
Charleston Place development at the end of East 93rd Place North, as two access points are
required by the Fire Code.
There bo recorded fifty foot (50') easement (Book 5682, Page 0005) shown on the north end of the
subject property that will remain to allow the property to the north continued access to East 931d
Place North. The hammerhead shown on the north end of North 14111 East Avenue will serve as o
turnaround point for local traffic, emergency vehicles, and refuse trucks.
The City of Owasso would provide water, sanitary sewer, Fire, Police, and EMS services to the
proposed residential development. Any development on the subject property shall adhere to all
subdivision, zoning, and engineering requirements of f he City of Owasso.
Staff recommends approval of the Final Plat for Charleston Place.
