CONSIDER APPROVAL OF THE MINUTES OF NOVEMBER 15, 1990 - The Commission reviewed the minutes of November 15, 1990. Pat Imbriano moved, seconded by Rick Johnson, to approve the minutes as written. FIRST CHRISTIAN CHURCH (29- 21 -14) - A Request to Rezone a Tract of Land from RD (Residential Duplex) District to OM (Office Medium Intensity) District, Generally Located South of the Southwest Corner of 123rd East Avenue and 86th Street North, City of Owasso, Tulsa County, Oklahoma. The Chair introduced the case and staff reviewed the background_ The subject tract is abutted on the North by a medical office zoned CG, on the West by a nursing home zoned RM -1, on the South by a residential neighborhood zoned RS -3, and on the West by a large drainage ditch and the First Christian Church zoned RS -3. The applicant is requesting OM zoning on the tract presently zoned RD, with three buildings eventually being located on the site. There would be a driveway access to 123rd East Avenue and a bridge over the drainage ditch to the existing church parking lot. The Planning Commission approved the site plan at their September 20, 1990 meeting. Since commercial zoning has been allowed on the tracts North of the j subject tract, office zoning on the subject tract is appropriate and would provide a buffer zone between the existing commercial and residential zoning. To allow a transitional zoning pattern, staff recommends approval of the requested OM zoning on Lots 1 -4 (northerly four lots) and denial of OM zoning on Lots 5 & 6 (southerly two lots), Block 1, Elm Creek Condominiums Amended. Because the Code allows the Planning Commission to consider a less intense office zoning classification than what was requested, staff recommends approval of OL zoning on Lots 5 & 6. The applicant was present to speak in favor of the zoning request and to answer questions from the Planning Commission and the public_ Several citizens from the neighborhood were present and spoke against the zoning change. They expressed concern about drainage, types of services, and increased traffic. Following a lengthy discussion on the question of increased traffic, Commissioner Gary Wells questioned the citizens about their "real" concerns. Several of the citizens then stated that they were concerned about the type of services the church would be offering, also stating that they didn't want their families exposed to "that type" of people. D.M. Sokolosky expressed favor for the zoning change and commended the church for wanting to provide counseling and other "caring" services to the community_ Following further discussion, Rick Johnson moved to recommend to the City Council approval of the requested OM (Medium- Intensity Office) zoning on Lots 1 -4, and OL (Low- Intensity Office) zoning on Lots 5 & 6, Block 1, Elm Creek Condominiums Amended. Motion was seconded by Gary Wells. A vote on the motion was recorded as follows: Rick Johnson - Yes Gary Wells - Yes Pat Imbriano - Yes Charles Willey - No The motion carried 3 -1. 4. New Business - None. 5. DISCUSSION OF DEVELOPMENT IN AND NEAR OWASSO - Discussion centered around the 86th Street North and North Cedar project, including traffic control and eventual signalization.
