HomeMy WebLinkAbout1966.01.27_Planning Commission Minutes3 January 27, 1966 The Owasso Planning Commission met in a regular meeting, Thursday Evening January 27, 1966 at 7:30 P. M. at the Town Hall I Present: Vernon Lewis, Chairman Bernice Dunaway, Sectetary- Treasurer A. B. Roop, Member John Groth, Member Ed Hayea, Member Al Keskee, Community Planning Associates Robert J. Hartsfield, Community Planning Associates Absent: John Kornegay, Vice Chairman Minutes of the previous meeting were read and aproved with the following amendment "the Council will file with the County Clerk's Office, the towns' plans ", deleting. the word Court Clerk. The meeting was turned to Mr. Keskee, who introduced Mr. Robert J. Hartsfield, and turned the meeting over to hide. Mr. Hartsfield stated the object of this meeting is to review the beginning of the Planning Commission, and discuss each step of the program. He stated that we would submit a set of by laws for approval at the end of the color slides which he would show. The color slides shown were: 1. Circulation Slide .... relative to traffic problems of the city of ardmore, Okla. Object: develope good entrances to business areas. 2. Analysis,.land use... planning of business districts, set up inlet of regional retail section, and review degenerated neighborhoods. 3. Circulation Plan.... Reviews streets, creek beds, automobile and park strips. 4. Land use Plan ......Future desirable commercial and heavy commercial areas. Review best future pattern for use of land. 5. Community Structure... Movements of communities, where good businesses are, location of schools, parks, etc. 6. Community Growth..... Residential Areas, drainage, utilities, which are the causes of the direction of growth. 7. Recommended Planning Studies... Recommends action to be taken, and project problems. S. Capital Design...... Basing of services, correct zoning, and placing of schools, parks, etc., 9. Typical street sections... Loop or culdesac streets, safety and access. 10. Master Street Plan.... Specific location of streets, planned with city engineers. 11. Community facilities... Park areas, flood areas, schools, fire stations, ets. V 12. Comprehensive Plan.... Excellent guide for the general growth of your community. Mr. Hartsfield presented a graphic representation of steps in preparing a plan. Contract developement and project scheduling phase. 1. Letter of intent 2. Developing a detailed program. 3. Review with local planning commission 4. Prepare and submit application (City to make financial contribution, after application is a,- proved). 5. Negotiate contracts (Community Planning Associates, State Agency, and City Planning Commission Working together.) 6. Fee Service to begin with compilation and drafting of Plan Base Map, data mapping, (research and review). 7. Guiding principles and growth of Owasso, "vhat we want to achieve through Planning." 8. Land use, circulation, community facilites, utilities. 9. Series of Conferences with planning commission. A resolution requesting planning studies of the City of Owasso, and requesting Oklahoma Industrial Development and Parks Department to provide assistance in obtaining Federal Assistance for such planning studies under the provision of Title VII section 791, of the Housing Act of 1954, was read. Motion made by Albert Roop to accept resolution. Seconded by Ed Mayes. Ayes: Vernon Lewis Bernice Dunaway John Groth Ed Hayes A. ". Roop Nays: None Motion made by Ed hays to accept the by -laws, attached herein, as written by Mr. Keskee. Motion seconded by John Groth. Motion Carried. Ayes: Vernon Lewis Bernice Dunaway John Groth Ed Hayes A. B. Roop Nays: None Motion made to adjourn by Mr. Ed Hayes, seconded by John Groth.
