-- The Owasso Planning Commission met in regular session, Thursday, March 17, 1966,
7:30 P. Ni at Town Hall.

Minutes of the last regular meeting were read and approved as read. Let the minutes
reflect that the February meeting was cancelled due to lack of business to conduct.
It was pointed out that John Kornegay, Vice Chairman, is ineligible to serve on the
Commission due to his not living within the city limits of Owasso. Re is declared
ineligible by the Planning Commission.
Mr. Groth states the Mr. Keske -asks that the Commission study zoning for the Town.
By using map, the commission should study what it wants as to residential, commercial,
heavy commercial, Mobile homes, etc.
Mr. Groth states that the Methodist Church is contemplating an expansion program.
The Church Board asks permission to build across the alley that runs north and south
between their properties, located between 2nd and 3rd streets.
The City Attorney advised that where an alley exists by dedication for the public use,,
it may be vacated and relocated. The adjoining property owners must approve of action.
Mr. Groth stated the Joe Steed, developer, has plans to present to the Commission,
comprising 230 acres north of Owasso that he wished to sub- divide providing the Commission
and town officials will go along with plan. Mr. Steed, present, presented a plat
consisting of 422 lots or more if it should go curb and gutter. The property is
located 2Z miles from the water standpipe, and three miles from the city limits. An
existing 1 acre sewer lagoon and a proposed 12 acre lagoon have been approved by the
State Health Department. Mr. Steed states that there are presently 95 houses on sewer
and the:system is designed to take care of 400 plus with the pretreatment plant. Sewers,
street, and water lines to be dedicated to city if taken into city limits. Mr. Steed
stated the average valuation of houses was $16,500.00. To run from $16,000 to $25,000.
Also it would take from 5 to 7 years to completely develop addition. The addition to be
called Steed's Fourth Addition. The water system and schools were discussed. Would
delete sidewalks on frontages 100 feet or greater. Streets to be curbed and guttered.
Will pay back 75% of water lines cost by 113 of water revenue.
Mr. Steed says he needs a letter from the town council for FHA before their approval.
