HomeMy WebLinkAbout1970.06.22_Planning Commission Minutes[e June 22, 1970 The Owasso Planning Commission met in a special called meeting June 22, 1970 at 5:30 p.m. Present: Absent: Tom Rikkola; Jr. Vice- Chairman John Groth Bob Peel Guy Manning Sharonell Stevens Alan Anderson Vice - Chairman Tom Rikkola, Jr. called the meeting to order. Guy Manning moved the minutes of the previous meeting not be read. Motion seconded by Sharonell Stevens. Approved. Chairman Alan Anderson received copies of a re- zoning application from Tulsa Metropolitan Area Planning Commission late last week and requested the Commission meet to study the proposal and for- ward comments to them by Wednesday, June 24th. The application concerned the proposed re- zoning of approximately 67.5 acres of land which lies between Last 106th St. N. and North 135th Ave. (SE4, NW4 and S2. NE4 and S2 NE4, NE4, NW4 and SE4, NW41 NE4, NW4 all in Section 16- 21 -14). The application was submitted to TMAPC by the owner 11. D. Hale on May 22, 1970 and seeks to re -zone the area from agriculture to residential mobile home. John Groth reminded the Commission that rural water is not to promote development but to supply already developed areas. It is a tax burden to the public since low cost government loans were used to build these water districts and the taxpayer has to pick up the deficit. The area in question is supplied by the Washingio n County Rural Water District No. 3 which is inadequate at present. If the Town of Owasso decided to take the area into their city limits the system would be sub - standard and the expense involved in bringing it up to our standards would be almost prohibitive. Tom Rikkola mention that any water system in a development of this type must be of a size to provide fire protection and the pressure and lines (4" at 129th and 106th) in that area are inadequate. After checking the rasps it was discovered that the closest line of reasonable capacity for sufficient volume is a 6" line a mile away from the proposed development and this would only provide marginal satisfaction. It was suggested that this line would have to be looped to provide proper operating pressure. The Commission discussed the several mobile home parks already approved, additions being made and those being developed and discovered they were talking about eight to nine '_undred units in this immediate vicinity. It was agreed that, e,Dnomically, there was no need for additional mobile homes. Bob Peel questioned the sewage disposal plans. It is a lagoon system which would add effulents to the stock ponds in the area and would create pollution problems. It was agreed the only acceptable sewa-'e disposal would be connection to the TOGin of Owasso and John said this would be terribly expensive and not feasible at this time. The overcrowded condition of the schools was discussed and it was agreed that the proposed development would not be of any benefit to the school system. It was mcntioned that the plans for the actual mobile home park provide inadequate egress and ingress and further, that a mobile home park is not compatible with the future planned. zoning; of that :'rep.
