HomeMy WebLinkAbout1972.11.16_Planning Commission MinutesNOVEMBER 16, 1972 The Owasso Planning Commission met November 10, 1972 at City Hall for their regularly scheduled meeting. PRESENT: Alan Anderson, Chairman Tom Rikkola Sharonell Stevens Mike Elms and Gene Adams, TMAPC The Chairman called the meeting to order, minutes of the previous meeting were not read. In reviewing the Conditional Final Plat for the Honor Heights Apartment Complex it was noted that letters of approval from all Utilities concerned would have to be received by City Hall before final approval. Easements have been approved and water and sewer plans have been approved by the City - County Health Department; however, letters of approval have not been received; It was also noted that the East-West street abutting this plat is 14th St. and should be shown on the map . Gene Adams recommended the Final Plats be approved subject to receipt of these letters of approval and all conditions met as set forth in the attached recommendation. Tom Rikkola moved for approval, seconded by Sharonell Stevens. Motion carried. A discussion concerning updating the zoning maps covered McCarty Park (Councilmen should act on re- annexation and publish action, since there is no record of this ever having been done), also a portion of school land north of Barnes Elementary school. The desirability of having the water tower and sewer plant within the city limits was discussed. Sharonell moved we recommend an amendment to Article 31 Sections 3.021 and 3.032 of Subdivision Regulations, to require 15 copies of plats to be furnished as suggested by the TMAPC advisors. Tom Rikkola seconded the motion. Approved. Tom moved we approve and accept the forms presented by TMAPC ad- visors last month. Sharonell seconded. Approved. Mike Elms gave us each calendars showing cut -off dates for zoning, council meetings, Planning C ommission meetings, mail agenda and case reports. There being no further business to come before the Commission, the Chairman declared the meeting adjourned. For Anderson's appointment see Page 33-- ---For Manning's appointment see Page 59. On May 1, 1972 the City Council voted to extend the terms of Sharonell Stevens and Tom Rikkola until Beceuhber 31, 1974. There was no mention of other members then serving on the Board. See Council Minutes dated May 1, 1972. John Grath was officially appointed to the Planning Commission as of July 1% 1971. His term expires either January or July of 1974. Utility easements shall be approved by the utility companies and letters of approval shall be obtained prior to release of final plat. 1`12. That paving and drainage plans should be submitted to and approved by the City of Owasso. v'3. That water and sewer plans be submitted to and approved by the City of Owasso and the City- County Health Department. That a letter of approval be obtained from the City - County Health Department. "4�.' That portion of 86th Street North being dedicated to the public should be included in the Certificate of Dedication, and identified (dimensioned) on the plat. e--5'. If the proposed private streets are to be named and street names should be coordinated with the City of Owasso. 6. Building seback lines should be shown with dimensions. 7. If the adjacent East -West street abutting this plat has a name it should be shown on the plat. �. Tax certificates from both the City of Owasso and Tulsa County shall be submitted stating that all taxes and encumbrances have been satisfied of record on the land to be dedicated as streets or alleys or for other public uses. &1'. That the requirements of Appendix A of the Subdivision Regulations be met. �. That all Subdivision Regulations be met prior to release of the final plat.
