HomeMy WebLinkAbout1973.02.15_Planning Commission MinutesFEBRUARY 15, 1973 105 The regularly scheduled meeting of the Owasso Planning Commission was called to order by the Chairman at 7 :30 P.M. in the City Hall February 15, 1973. PRESENT: Alan Anderson, Chairman John Groth Tom Rikkola Sharonell Stevens GUESTS: Noble Campbell, City Manager Mike Elms, TMAPC Representative Diana Pendergraft Minutes of the previous meeting were read and approved. The Chairman turned the meeting to Mike Elms who began a discussion of proposed amendments to the Zoning Code. It is his recommen-- dation that we add a Residential Multifamily District, a Resi- dential Duplex District; and a Residential Estate District. Our present codes call for 19 -25 units per acre density. The new zoning would permit variety and controls. There would be some bulk and area requirement changes. Alan pointed out that with present zoning, an RM permit could veeult in someone build- ing an apartment when the intent oT tfe Commission would be for a duplex, we would have tighter control with the new plan. At present there is no provision for Townhouse development. There was some discussion as to the definition of a Townhouse. A definition will be included in the final recommendation; however, our building code should spell out whether the units of four dwellings will be separated by a "party wall" or "fire wall" John Groth suggested we go ahead and work out the format for what we want with Mike. Tom would like to have some of our corrections charted, i.e., lower density preferred, retain lot and land area requirements, leaving RM as-it is, etc. The Commission agreed that in order to stay on top of the trend in building we must set controls before applications come in. Limit- ing townhouse development to 14 units per acre (same as Multifamily with 2 or more bedrooms); adding RE as presented and adding the Residential Duplex District were discussed. It was-recommended that Mike revise and present at our nextmeeting the corrections discussed. We will set a date for the public hearing at that time. John Groth moved the following amendment to the Subdivision Re- gulations: "A final plat that is approved by the City Council shall be filed for record in the office of the County Clerk not later than the last day of the sixth(6th) month following the month in which approval was given, or within such extended time period as may be provided by action of the City Council. If the final plat is not filed for record within the prescribed amount of time, then the developer will be required to go through the Planning Commission and City Council for final approval again', The motion was seconded and carried. Noble Campbell and Mike Elms suggested we consider fence line zon- ing. This is an area with no residents, therefore no city services are required. The advantage to fence line zoning is to keep another municipality from encroaching in your trade area and also keeps others from creating another city just outside the five mile peri- meter. A realistic boundary on the south would be 66th St. N.; 126th on the North; not much past M Morial on the West and as much 106 as six miles (in a rather jagged line) to the East. Alan asked the TMAPC representative to proceed with aerials, etc. to further study at our next meeting. Mike gave us each the new calendars. Our next meeting will be March 22, 1973. The secretary was instructed to have her minutes typed and returned to City Hall at the earliest convenience so that copies may be made and transmitted to the Councilmen before their meeting.
