HomeMy WebLinkAbout1973.03.21_Planning Commission MinutesMARCH 219 1973 The regularly scheduled meeting of the Owasso Planning Commission was held in City Hall March 21, 1973 at 7:30 P.M. PRESENT: ALAN ANDERSON, CHAIRMAN TOM RIKKOLA SHARONELL STEVENS WARREN BURDINE GUESTS: MIKE ELMS, TMAPC REPRESENTATIVE NOBLE CAMPBELL, CITY MANAGER The meeting was called to order by the Chairman and minutes of the previous meeting were read and approved. Alan introduced the newly appointed Commissioner, Mr. Warren Burdine. Mr. Burdine I as been appointed for a three year term to expire 30_, 1976. H. D. Hale came before the Commission to discuss what might be done with the property at 7th & Main, recently partially destroyed by fire. Mr. Hale admitted he didn't know what he wanted to do, but would like to review the possibilities. Presented copies of one of three proposals showing the incorporation of the adjacent Church property which is available to him to purchase which re- presented the maximum arrangement he might want to suggest. He also showed a diagram of the parking if the adjacent property is acquired. Mr. Hale asked the proper procedure involved if he should elect to pursue this course. Mike Elms, TMAPC representative reminded Mr. Hale that the Mid -Town Shopping Center zoning is "Legal - Non- Conforming" and even if he wishes to re -build exactly as it was he would still have to go before the Board of Adjustment, according to our Ordinances. He instructed Mr. Hale that if he filed his application for zoning by March 26th the Commission could hear it on April 19th since 15 full days of publication are required for the public hearing. The Council could hear i-j."(if approved) on Tuesday, May 1st. The alternative, if he decides to enlarge, is to come through the Planning Commission. Mr. Hale re- iterated his opening question "When did the Ordinances go into effect ?" The answer -- -July, 1969. 107 Mike Elms presented corrected amendments to the zoning code as requested Feb. 15, 1973. After quite a bit of discussion, Alan asked Mike to complete our figures for RM zoning and then make a study or ask',someone in his office if one RM zoning is too restrictive. Warren thought 10 units per acre best for Townhouse. Mike will work it up and present corrections to the Commission. Mike presented a general sketch of the fence line zoning. Aerials were not available. His sketch showed a town called "Valley Park" east of Owasso, this is to be aplanned city. Alan had received word that the Rogers County Planning Commission will oppose our fence line to the East. Their objections concern an arm which extends past the ridge line. This area might be extremely difficult to serve. We agreed that if we lop off the arm at 177th straight north it would square off the western boundary and then we would extend our northern boundary to include the area served now by the Owasso Utilitiy Authority. Mr. Campbell suggested that if Collinsville extends their zoning to 126th, Owasso should abut that; thereby avoiding a "no man's land ". Mike will draw up final area and present aerials at our April 19th meeting. There being no further business to come before the Commission, the Chairman declared the meeting adjourned.. 1of SCANNED
