The Owasso Planning Commission met in City Hall September 6, 1973
at 7:30 P.M.
PRESENT: Alan G. Anderson, Chairman
John Groth
Warren Burdine
Tom Rikkola
Sharonell Stevens
Mike Elms, TMAPC Rep.
Acting Chairman, Tom Rikkola presided until the Chairman arrived.
The meeting was called to order and the minutes of the previous
meeting were read and approved.
The first item on the agenda was a TMAPC Zoning Referral, Z -4518
described as follows:
Approx. 69th Street North and 115th East Avenue (East of Mingc
Valley Expressway) request to rezone from AG to IL
John Groth stated that the area had originally been established as
residential. After the discussion he moved the application be
denied because it doesn't fit into the Comprehensive Overall Plan.
Warren seconded. Carried.
Consideration of approval of Conditional Final Approval for Elm
Creek Estates was the second agenda item. Tom Rikkola reminded
the Commission that the original drawings have been altered and
changes in the overall plan have not been approved. The overall
plan affects the first phase and he requested we see the total
development. Mike explained this often happens.
John felt the plat totally lacking in compliance with the Ordinance.
He mentioned that future street plan and dedications must be made,
also dedication of the park, easements, roads, etc. There were no
drainage easements shown. Mike stated the City wonit accept drain-
age easements because they can't maintain them.

John explained the Ordinance states they must be shown; double front
lots "shall be avoided "; street width shall be 60' (Plat shows 50');
hi- density development with 36' paving; show excessive block length
in violation of the ordinance; must include pedestrian ways. Accord-
ing to the Ordinance (2.023) commercial areas will include alleyways,
monuments shall be shown, named, position shown. 2eo park development
must be shown at this time. Name of the surveyor must be shown and
the certification was missing.
The park will be a Home Owner's Park Association and although the
public may use it, it will be basically for the use of the residents
of the development.
D. M. Sokolosky mentioned the City prefers not to maintain the park
due to the lake.
Tom was concerned that the park be designated "park" and pinned down
as such.
Mike state': the developer must meet the following sub - division regu-
lations:
A. It is hi- density so the streets need to be shown
B. Commercial areas need Lot & Block Numbers
C. All curve data to be shown
D. One street is not named (Was lat6r)'
E. Needs tie - dimensions
F. 80' right -of -way in commercial area (2nd Phase) be merged
in with 60' in residential instead of jogged
G. Copies have been sent to utilities for final easements,
they will send Mike letters of final approval
H. Needs letter from state highway department with curve data
and right --of -ways
John mentioned that the Ordinance requires 60' streets. Original
intent was for collector type streets. The Commission cannot
recommend approval contrary to Ordinance; however, the council
can waive the Ordinance to overcome this deficiency.
Home Owner's Associations were discussed and explained.
John moved the final plat be approved as submitted with the follow-
ing conditions:

Subdivision regulations Sec. 2.044 - Drainage easements re-
quirements must be met
2.029 - Compliance with listed street widths
2.011 - Excessive block length - no pedestrian walkways
2.023 - Future streets to be shown (whole tract) along with
final plat submissions
3.0'143 - Monuments shown
3.0344 - Parks shown
3.03410 - Name of surveyor
3.03412 & 3.03413 - Statements of dedication
3.0351 & 3.0352 & 3.0353 - Certifications
3.036 through 3.0363 - Documents
and fire hydrant layout approved by the Owasso Volunteer
Fire Department.
Second by Sharonell. Motion carried.
Tom moved the Public Hearing for amendments to the Multi- Family
Zoning District (430.1 - Bulk & Area Requirements) be scheduled
for October 4, 1973. Second by Warren.. Motion carried.
Mike distributed the "Purple Book ", a Citizens Handbook for
Neighborhood Planning.
There being no further business to come before the Commission,
the meeting was adjourned.
