The current asphalt shingle roof is almost 25 years old and has deteriorated over time. The roof has been repaired and patched in multiple locations. Due to the age and condition, staff recommends replacement. BID PREPARATION: During bid preparations, specifications for the base bid were to replace the existing roof with standard asphalt shingles. An alternate #1 bid specification asked for a higher quality, more impact and weather - resistant shingle, to help staff determine the best return on investment between the standard and upgraded shingle over the anticipated life of each system. Alternate #2 bid specification included a new rainwater gutter system to replace the existing 25 -year rainwater system. The current system is undersized at the standard 4 -inch gutter, therefore, 64nch gutters were specified. Bid requests were posted and advertised as per the City of Owasso ordinance. A mandatory pre -bid meeting was held on November 18, 2022, with five vendors attending. BID ANALYSIS: Two bids were received and opened on November 30, 2022. Following an inquiry of Ridgeback's pricing for Alternate #1, it was determined an error was made in their bid and Lifestyle Commercial Roofing's pricing for Alternate #1 exceeds the current available funding. Alternate #1 bids were over budget and determined not to be cost - effective. Alternate #2 bids were comparable and within budget. FUNDING: The FY 2023 OPGA Budget includes $55,000.00 for roof replacement and gutter installation. RECOMMENDATION: Staff recommends awarding the Base Bid and Alternate #2 to Ridgeback Roofing, of Owasso, Oklahoma, in the amount of $55,000.00 and authorization to execute the necessary documents.
