The Owasso Planning Commission met in regular session on Monday, December 12, 2022, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 10, 2021; and the Agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street, at 10:30 am on Wednesday, December 7, 2022.
1. Call to Order -Tim Miller called the meeting to order at 6:00 pm.

6. Consideration and appropriate action relating to the preliminary plat of Bailey Ranch Commercial Phase
I, approximately 28.45 acres + / -, located at the southwestern corner of the intersection of East 106th Street
North & North Garnett Road
Alexa Beemer presented the item, recommending approval. Mr. Miller moved, seconded by Dr. Loving to
recommend approval of the preliminary plat, as recommended, subject to the following Technical
Advisory Committee (TAC) comments:
Public Works - Work with staff to ensure all needed drainage easements are reflected on the plat
Community Development:
• Identify how the detention & stormwater will be conveyed on this site (i.e. identify and label any
needed detention and /or drainage easements on the plat) If proposing to not move the Corp -
regulated creek on the property, will need to include the creek in a drainage easement, plus any
detention ponds needed to serve the site
• Add language to the Deed of Dedication (DoD) page about the establishment /responsibilities of
property owner's associations
• Add language to the DoD page concerning the maintenance of private streets and other reserve
areas
• Label the Limits of No Access (LNAs) along 106th Street
• Show all existing curb cuts along Garnett on the plats and Correct LNAs depicted on plat in conflict:
• The middle drive off of Garnett is shown to be within an LNA
• The northern -most access point off of Garnett is not shown at all
• Denote all access points as 60' wide, rather than 50'
• Add a note to the final plat that points of access along 103rd Street and 110th E Ave will be
determined at the site plan stage. All points of access will adhere to all applicable zoning code
regulations.
• Add a Mutual Access Easement (MAE) to the two corners around the Exchange Bank lot.
• Ensure that a 20' wide trail easement along the creek is shown on the plat face and ensure the
DoD page reflects language about the trail easement

Alexa Beemer presented the item, recommending approval. Dr. Loving moved, seconded by Mr. Miller
to recommend approval of the final plat to the City Council, as recommended, subject to the following
TAC comments:

Alexa Beemer presented the item, recommending approval. Dr. Balthrop moved, seconded by Mr. Smith
to recommend approval of the final plat of the re -plat to the City Council, as recommended, subject to
the following TAC comments:
Community Development:
• In the title block, rename the plat to "the Replat of Lots 1 and 2, Block 1, Tyann Plaza VII"
• Change title block to read "2 lots on 1 block ", since the 3rd lot is not being replatted
• Label address on plat, City staff will provide
• Show the limits of access to be 60' wide, rather than 40' (entire width does not have to be paved)
• Show curb cuts adjacent to the property to ensure the limits of access are in alignment
• Make the LNAs more visible (darker line) and Label them as "Limits of No Access" placed along the
perimeter of the site
• Show the 40' access easements as MUTUAL access easements
• Use a cross -hatch pattern (particularly the original MAE)to clearly show which area is being
vacated
• Ensure there is an MAE connecting this property from the adjacent property to the service road
• A drainage easement is required between lots 1 and 2 to convey water from lot 1 to the detention
pond to the south

Alexa Beemer presented the item, recommending approval. Mr. Miller moved, seconded by Mr. Smith to
recommend approval of the of the final plat of the re -plat to the City Council, as recommended, subject
to the following TAC comments:
PSO /AEP - Pay bill to relocate utilities
AT &T - Requests the applicant provide a point of contact
Community Development and Public Works:
• Rename the plat to "The Replat of Lots 7 and 8, Block 4, Graceland Acres." Can leave the 76th" in
the title block, but make it smaller
• Limits of Access on 76th Street must be 150' from the corner of the intersections
• North limits of access on 129th E Ave must be 150' from the southern access point on 129th E Ave

10. Consideration and appropriate action relating to a planned unit development (PUD) for Villas at
Stonebridge II, approximately 4.994 acres + / -, located at 12924 East 76th Street North
Alexa Beemer presented the item, recommending approval. Mr. Miller moved, seconded by Dr. Loving
to recommend approval of the planned unit development to the City Council, as recommended, subject
to the following TAC comments:
VVEC - Contact Donnie Hutchinson at Verdigris Valley Electric regarding utility poles to be moved.
PSO /AEP & AT &T - Requests the applicant provide a point of contact
Fire - Ensure fire hydrants are on site before construction
Community Development:
• Add 6' privacy fence to the south property line and add language to Section 9.5 requiring the
fence
• Change Setback wording in Section 7.1.2 to "from property line" instead of "ROW line"
• In Section 9.3, add language stating that landscaping can't be in ROW (sidewalk can be in ROW)
• Provide City staff with higher- resolution PDFs of all exhibits

Crossing from Commercial General (CG) and Office (0) zoning to Residential Multi - Family (RM) zoning
with a PUD overlay; approximately 19.4 acres + / -, located on the northeast corner of East 99th Street North
and North Owasso Expressway
Dr. Chad Balthrop recused from discussion and consideration and left the chambers at 6:19 pm. Alexa
Beemer presented the item, recommending approval. Two citizens addressed the Commission. After
discussion, Mr. Vines moved to recommend approval of the planned unit development to the City Council,
subject to the following TAC comments and the requirement of a 6 ft. fence along the western property
boundary. This motion was seconded by Dr. Loving.

BACKGROUND:
The Community Development Department is submitting a rezoning request for City Council
consideration for property located near the southeastern corner of North 97th East Avenue and
East 116th Street North. The subject property is approximately 63.677 acres in size, and is zoned
Residential Single - Family (RS -3). The property is currently unplatted. The City is requesting a
rezoning to Public Facilities (PF) for the entirety of the property.

ANALYSIS:
• The City desires to rezone the subject property to PF, in order to accommodate the
construction of a new Public Works and Support Services maintenance facility.
The Land Use Master Plan identifies the subject property for future Public /Institutional uses.
o Considering the above, assigning the subject property a zoning designation of PF
would be in accordance with vision laid out in the GrOwasso 2035 Land Use
Master Plan for the subject property.
• Per the Owasso Zoning Code, there are no lot width or lot area minimum requirements
for property zoned PF.
o As such, the subject property is therefore considered conforming with regards to
the bulk and area standards specified in the Owasso Zoning Code for PF -zoned
property.
• The City of Owasso will provide police, fire, ambulance, water and sanitary sewer
services to the subject property. Any development that occurs on the subject property

SUBJECT: Specific Use Permit (SUP 22 -03) - Take 5 Oil Change

BACKGROUND:
The Community Development Department received an application for review and approval of
a Specific Use Permit for an automotive repair and maintenance facility located near the
southeastern corner of East 96th Street North and North 129th East Avenue. The property is
approximately 0.8136 acres in size and zoned Commercial Shopping (CS). The property is platted
as a portion of Lot 3, Block 1, 13000 Center.

ANALYSIS:
• An SUP is required in certain zoning districts for uses or structures that may be considered
more intense than what is allowed by right, through the City of Owasso's Zoning Code.
• An oil change facility falls under the "automotive repair and maintenance" use outlined
in Table 6.1 of the Owasso Zoning Code. In the CS zoning district, any "automotive repair
and maintenance" facility is allowed with an SUP.
o Thus, an SUP is needed for an oil change facility on this property, as it is zoned CS.
• The subject property is identified for future commercial land uses on the GrOwasso 2035
Land Use Master Plan.
• The applicant has worked with staff to design the site and new structure in an
appropriate manner that conforms to the design requirements of the Zoning Code and
minimizes the impacts on the neighborhood to the east of the site.
o According to the conceptual site plan, the applicant is requesting to construct a
drive -thru oil change facility that will be approximately one thousand four

hundred and twenty -one (1,421) square feet in size. The fagade will be
constructed mainly of EFIS material, thus meeting the design standards outlined in
Chapter 11 of the Zoning Code.
• The subject property is buffered from the single - family neighborhood to the east
by an additional vacant commercial lot, approximately 0.80 acres in size. There
are existing privacy fences along the western property lines of the adjacent
single - family homes in this neighborhood, as well.
• Further, the proposed structure is to be set back approximately one hundred and
seventy (170) feet from the eastern property line. This means that the structure will
be approximately three hundred and fifty (350) feet from the back fenceline of
the adjacent single - family neighborhood. This separation offers a generous
boundary between the proposed maintenance facility and existing homes to the
east.
• The applicant proposes a dense landscaped edge, which includes a number of
screening bushes and trees, along the eastern edge of the property. This
landscaping will further buffer the residential neighborhood to the east.
• The applicant is also proposing additional plantings along 129th East Avenue, to
shield the roadway from any potential light pollution from headlights.
The main purpose of the SUP requirement is to ensure the development does not impose
any negative direct impacts to the neighboring residential area and works in harmony
within the context of the area.
• Considering this, the applicant has indicated via their conceptual site plan that
they intend to install adequate buffering between their site and the neighboring
single - family homes. The design of the site will serve to reduce and minimize any
negative impacts on the single - family neighborhood to the east.
• The subject property is located within one of the busier commercial corridors in
the City. Therefore, a use such as an oil change facility would be in harmony with
the existing commercial uses surrounding the property.
• Any future development that occurs on the subject property must adhere to all Owasso
subdivision, zoning, and engineering requirements.
