HomeMy WebLinkAbout2023.02.07_City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING TUESDAY, FEBRUARY 7, 2023 The Owasso City Council met in regular session on Tuesday, February 7, 2023, in the Council Chambers at Old Central, 109 North Birch, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 9, 2022; and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 1:00 pm on Friday, February 3, 2023. 1. Call to Order Mayor Kelly Lewis called the meeting to order at 6:30pm. 2. Invocation The Invocation was offered by Pastor Jonathan Cook of Destiny Life Church. 3. Flag Salute Councilor Bush led the flag salute. 4. Roll Call - A quorum was declared present. Present Absent Mayor- Kelly Lewis None Vice Mayor -Alvin Fruga Councilor- Doug Bonebrake Councilor- Bill Bush Councilor- Lyndell Dunn Staff: City Manager - Warren Lehr / City Attorney - Julie Lombardi 5. Presentation of Character Trait of Tolerance Larry Langford, Recreation and Culture Director, presented the character trait for the month of February. 6. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the City Council to be routine and will be enacted by one motion. Any Councilor may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non - debatable.) A. Approve minutes - January 17, 2023, Regular Meeting B. Approve claims C. Accept public infrastructure of a driveway approach and sidewalk, sanitary sewer infrastructure, concrete bridge and headwalls located approximately 2,300 linear feet south of East 116th Street North, off of North 1351h East Avenue (Garrett Creek Mutual Access Easements) D. Accept public infrastructure of a sidewalk and curb ramps located at 11396 North 135th East Avenue (Wendy's at Garrett Creek) Mr. Bonebrake moved, seconded by Mr. Dunn to approve the Consent Agenda as presented, with claims totaling $901,085.78. YEA: Bonebrake, Bush, Dunn, Fruga, Lewis NAY: None Motion carried: 5 -0 7. Consideration and appropriate action relating to items removed from the Consent Agenda - None 8. Presentation of the Owasso Strong Neighborhood Initiative Annual Report Jerry Fowler presented the item and discussion was held. Owasso City Council February 7, 2023 Page 2 9. Consideration and appropriate action relating to bids received for construction of the Police Multi - Purpose Building and the Alternate Shoot House Mike Barnes presented the item, recommending awarding the base bid and alternate #1 to Bravo Builders LLC, of Coweta, Oklahoma, in the amount of $1,403,000.00, and authorization to execute the necessary documents. There were no comments from the audience. After discussion, Mr. Bonebrake moved, seconded by Mr. Bush to award the bid and authorize execution of the necessary documents, as recommended. YEA: Bonebrake, Bush, Dunn, Fruga, Lewis NAY: None Motion carried: 5 -0 10. Consideration and appropriate action relating to an agreement for the lease of approximately 0.18 acres of excess right -of -way located immediately east of 9202 North Garnett Road Brian Dempster presented the item, recommending approval of the Memorandum of Lease Agreement and the Lease Agreement between the City of Owasso, and the Redbud Group, LLC, and authorization to execute the necessary documents. There were no comments from the audience. After discussion, Mr. Bush moved, seconded by Mr. Dunn to approve the agreements and authorize execution of the necessary documents, as recommended. YEA: Bonebrake, Bush, Dunn, Fruga, Lewis NAY: None Motion carried: 5-0 11. Report from City Manager Warren Lehr introduced Roger Stevens to give the Monthly Public Works Project Status Report. Mr. Lehr announced that Josh Quigley was elected to serve as Vice President of the 2023 Oklahoma State Parks and Recreation Board, and commented on the Neighborhood Leadership Conference held January 28, 2023. 12. Report from City Attorney - None 13. Report from City Councilors Councilor Bonebrake acknowledged the efforts of the Public Works Department during the recent inclement weather. 14. Official Notices - The Mayor acknowledged receipt of the following: • Payroll Payment Reports - Pay Period Ending Dates January 14, 2023 and January 28, 2023 • Health Care Self- Insurance Claims - dated as of January 31, 2023 • Oklahoma Department of Environmental Quality Permit No. SL000072220888 Sanitary Sewer Line, 51h Avenue Business Park • Oklahoma Department of Environmental Quality Permit No. WL000072220887 Potable Water Line Extension, 5th Avenue Business Park • Change Orders executed by the City Manager or designee for the Wastewater Treatment Plant and Main Plant Lift station Expansion Project 15. New Business - None 16. Adjournment Mr. Dunn moved, seconded by Mr. Bush to adjourn the meeting.
