MINUTES OF REGULAR MEETING

The Owasso Public Golf Authority met; in regular session on Tuesday,
August 28, 1990 at 7:00 p-m. in the Owasso City Hall Conference
Room per the Notice of Public Meeting posted on the City Hall
bulletin board at 11:00 a- m. on Friday, August 24, 1990.

In the absence of the Chair and Vice Chair, the meeting was called
to order at 7:00 p.m- by Authority member Brian Skelton, who
declared a quorum present.

Ed Sokolosky moved to approve the minutes of July 24, 1990 as
written; seconded by Brian Skelton. Motion carried nVQ, with
Glenna Anderson abstaining..

Mr- Ray and Mr- Winders of Coopers & Lybrand presented the final,
Market Demand Analysis to the Authority. The only change from the
preliminary study
is a note added to Page 10
stating
that the
number
of holes at
La Fortune Park includes an
18-hole
Par Three
public
course, Mr-
Winders stated that the survey shows there is
a need
for 3-5 new
golf courses in the area and
that a
potential
demand
exists for an
18-bole facility in Owasso.
He further stated
that
this is a conservative analysis done
from a
business
viewpoint.

Glenna Anderson moved, seconded by Ed Sokolosky, that the Market
Demand Analysis be approved and accepted- Motion carried 3-0-
The Acting Chair called for a recess at 7:08 p - m - , reconvening the
meeting at 7:12 p.m

Mr. Winders presented the Coopers & Lybrand proposal to complete
Phase 11 of the Feasibility Study- Mr. Ray stated that the final

phase will determine forecast of revenues & costs, risks involved,
arid what a bond buyer can expect the golf facility to do.
Discussion centered on how to fund the studIn Doe Sokolosky moved,
seconded by Glenna Anderson, to direct staff to see if CCA would
fund the feasibility study- As this was a discussion item only,
the motion was withdrawn and staff was directed by the Acting Chair
to contact CCA concerning their funding of the study.
Other discussion concerned -the $35,000 cost, for completing -the
feasibility study, Consensus of the Authority was that the fee is
too costly, Mr. Winders will see if his firm would be able to do
the study for any less,,

Negotiations scheduled for August 28 were canceled; -therefore,
there was nothing new to be reported.

The Acting Chair called a Special Meeting of the Authority for
September 5 at 7:00 p.mr for the purpose of taking action on the
Coopers & Lybrand proposal for Phase 11 of the Feasibility Study.,

Glenna Anderson moved, seconded by Ed Sokolosky to adjourn the
meeting. Meeting adjourned at 8:10 p-m.
