To request on accommodation due to a disability, contact the City Clerk of least 48 hours prior to the scheduled meeting by phone 918- 376 -1502 or by email to istevens@citvofowasso.com OWASSO ECONOMIC DEVELOPMENT AUTHORITY MINUTES OF REGULAR MEETING THURSDAY, APRIL 13, 2023 The Owasso Economic Development Authority met in regular session on Thursday, April 13, 2023, at City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 9, 2022, and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street at 5:00 pm on Monday, April 10, 2023. 1. Call to Order -Chair Bryan Spriggs called the meeting to order at 10:00 am. Present: A quorum was declared present Chair- Bryan Spriggs Vice Chair- Dee Sokolosky Secretary - Chelsea Feary Trustee - Dirk Thomas Trustee - Alvin Fruga Trustee - Skip Mefford Absent Trustee - David Charney 2. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Sales Tax Report and Revenue Outlook Chris Garrett introduced Brian Dempster to present item A, Roger Stevens to present item B, and Carly Novozinsky to present item C. Discussion was held. 5. Economic Development Strategic Plan Quarterly Report and Owasso Chamber of Commerce Initiatives and Opportunities Chamber President Chelsea Feary presented the item and discussion was held. Ms. Feary reported on Inaugural Redbud Days starting May 4th, 2023 through May 6, 2023; Committee has been formed for marketing Owasso; chooseowasso.com website going through updates; and the 15th Annual Economic Summit will be held on April 18, 2023. Discussion was held. 6. Report from City Manager Warren Lehr reported on Dr. Loving moving into a city council seat in May, replacing Bill Bush; Brian Cook will be joining the Planning Commission; the city has Boards and Committee openings; Economic Development Strategic Plan was renewed; the city is in the Budget process, as well as Union negotiations with Police and Fire; and the 55 /100ths "Paving the Way" work continues. 7. Report from Trustees Trustee Sokolosky asked a question about housing fees; and commented on KXOJ future event at Redbud Festival Park. Trustee Mefford commented on the Character Council Scholarship interviews that took place. Discussion was held. 8. New Business - None OEDA Minutes April 13, 2023 Page 2 Adjournment Dr. Thomas moved, seconded by Mr. Mefford to adjourn the meeting. However, contractor is waiting on AT&T to bury one last cable before the fencing can be complete. In addition, the channel is near completion with a minimal amount of grading to be accomplished within the next 14 days, weather permitting. • Mingo and E 116 St N Intersection E 116 St N from Minao to Garnett Road Improvements - On February 21, 2023, City Council approved construction contract with Crossland Heavy Construction. - Construction is scheduled to commence on May 15, 2023, with completion by August 2024. • E 116 St N from Garnett to N 129 E Ave Improvements On April 19, 2022, City Council approved the roadway improvement contract with Crossland Heavy Construction. - Construction commenced in July 2022, with completion by September 2023. - Contractor is scheduled to switch traffic to the new concrete lanes by mid - April. At that time, the contractor will begin with the removal of the existing westbound lanes and repeat the roadway construction process. - Contractor continues with the installation of sidewalk, bike lanes, and driveway approaches adjacent to the eastbound lanes. Contractor anticipates opening the remainder of the new eastbound lanes by May 15, 2023. In addition, the contractor is currently removing the existing westbound lanes, with base work in preparation for concrete placement. • E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements - Engineering design is approximately 95% complete. - Utility Relocation is expected to be complete by February 2024; followed by roadway construction. • Wastewater Treatment Plant Expansion - In December 2020, OPWA approved the construction contract with Crossland Heavy Construction. - Construction commenced in March 2021, with completion scheduled for June 2023. - The project is 90% complete. - Blowers are operational and headworks testing is underway. In addition, contractor is in the process of filling the new aeration basin to begin testing of the new diffusers as well as in the process of draining one of the existing digesters to clean and replace the diffusers. - Staff anticipates the new aeration basin to be fully operation during the first week of May 2023. E 106 St N and N 129 E Ave Intersection Improvements - Engineering design is approximately 80% complete. - Right -of -way negotiations continue with 6 out of the 17 property owners. • Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N - In October 2019, Owasso Public Works Authority approved an engineering agreement with Greely and Hansen, LLC. - Engineering design is approximately 95% complete. - Easement acquisition commenced in April 2021, with completion anticipated by July 2023; followed by construction. • 2022 Street Rehabilitation Proiect The street rehab project is separated into two phases as shown below: • First Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N - Cooperative effort between Tulsa County and City of Owasso to do full depth reclamation of the asphalt roadway. Construction is scheduled to commence in the summer of 2023. • Second Phase - Various street improvements in Baptist Retirement Center, Elm Creek Estates, Three Lakes II and Coffee Creek subdivisions. • In August 2022, City Council approved a construction contract with Stronghand, LLC. • Contractor is now focused in Elm Creek Estates to complete base, curb and gutter repair work that is associated with the project. • Sub - contractor will begin milling and overlay of the specified roads in Baptist Village, Three Lakes II and III, with completion in the Elm Creek Estates subdivision. All milling and overlay work is anticipated to be complete by June 28, 2023. • E 96 St N and N 145 E Ave Intersection Improvements - In November 2021, City Council approved an engineering agreement with Garver LLC. - Engineering design is approximately 70% complete. - Land acquisition is scheduled to commence in May 2023; followed by utility relocation. • E 76 St N and US 169 Bridge Improvements - In February 2022, ODOT approved a construction contract with Becco Construction. - Construction commenced in June 2022, with completion by November 2023. - Traffic signal work continues as well as bridge improvements and subgrade stabilization along US 169. • E 96 St N from N 134 E Ave to N 145 E Ave Improvements - In July 2022, City Council approved an engineering agreement with Garver Engineering. - In July 2022, engineering design commenced, with completion scheduled to occur in August 2023; followed by land acquisition. • 2023 Street Rehabilitation Project (Main Street Improvements) - In August 2022, City Council approved an engineering agreement with Poe & Associates, Inc. - In July 2022, engineering design commenced, with construction anticipated to begin in November 2023. - Engineering design is approximately 907o complete. • Public Works and Vehicle Maintenance Facility - In October 2022, OPWA approved an architectural /engineering agreement with Beck Design. - Architectural and engineering design continues, with Beck Design submitting the schematic design for staff review. • Recycle Center Expansion - In March 2023, OPWA approved construction contract with Daris Contractors, LLC of Catoosa, Oklahoma. - Construction commenced in late April 2023, with completion expected by September 2023. TO: Honorable Chair and Trustees Owasso Economic Development Authority FROM: Carly Novozinsky Finance Director SUBJECT: Hotel Tax Fund, 3% Expenditures DATE: May 5, 2023 BACKGROUND: In 2002, Owasso voters approved a 3% hotel tax with the funds to be "set aside and used exclusively to encourage, promote and foster economic development and cultural enhancement, tourism and pursue regional promotion for the City of Owasso..." In August 2008, Owasso citizens voted to increase the hotel tax rate to 5 %. The 2% increase was designated by the City Council to fund the Strong Neighborhood Initiative. 3% ECONOMIC DEVELOPMENT HOTEL TAX FUND EXPENDITURES: The Hotel Tax fund (City of Owasso) is used to account for the revenues received from the hotel tax and to account for the use of those restricted funds. Recognizing the OEDA Trustees' interest in the appropriation of funding for economic development, the proposed budget for fiscal year 2023 -2024 for the 3% Hotel Tax fund is presented to the OEDA for review. The fiscal year 2023 -2024 budget for the City of Owasso will be presented on Tuesday, June 20, 2023 for Council consideration and appropriate action. For fiscal year 2023 -2024, the estimated revenue from the Economic Development 3% hotel tax is $366,559, which is a 37. decrease from fiscal year 2022 -2023 estimated revenues. The proposed Economic Development Hotel Tax fiscal year 2023 -2024 expenditure budget is $98,000. The proposed budget is flat compared to the adopted fiscal year 2022 -2023 Economic Development Hotel Tax budget. RECOMMENDATION: Staff will present the proposed fiscal year 2023 -2024 Economic Development 3% Hotel Tax Budget for OEDA consideration and recommendation to the City Council. NOW THEREFORE, BE IT RESOLVED BY THE TRUSTEES OF THE OWASSO ECONOMIC DEVELOPMENT AUTHORITY: THAT: Total resources available in the amount of $9,636 and total appropriations in the amount of $5,000 are hereby established. THAT: The effective date of this Resolution shall be July 1, 2023. APPROVED AND ADOPTED this I Ith day of May, 2023, by the Trustees of the Owasso Economic Development Authority.
