The Owasso Planning Commission met in regular session on Monday, May 8, 2023, in the Council Chambers at
Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December
9, 2022; and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at
11:30 am on Thursday, May 4, 2023.
1. Call to Order -Tim Miller called the meeting to order at 6:00 pm.
2. Flag Salute -Tim Miller led the flag salute.
3. Roll Call - A quorum was declared present.

Consideration and appropriate action relating to a preliminary plat and final plat request for Garnett
Business Plaza, approximately 1.185 acres + / -, located north of the northwest corner of East 103rd Street
North and North Garnett Road, zoned Commercial General (CG), under planned unit developments
(OPUD 06 -04 and OPUD 01 -02)
Wendy Kramer presented the item, recommending approval of the preliminary plat and the final plat.
There were no comments from the audience. After discussion, Mr. Miller moved, seconded by Mr. Vines to
recommend approval of the preliminary plat, subject to the following Technical Advisory Committee
comments:
• Provide conduit to Right -of -Way, so AT&T can provide service
• Show drainage easement discussed with staff during meeting on April 13, 2023
• Add language to Deed of Dedication (DoD) page referencing the property owner's association and
their maintenance responsibilities
• Clarify who will maintain the storm water infrastructure on the DoD
• Add "Zoned CG" to the title block on the final plat
• Provide staff with conceptual utility plan
• Denote all perimeter utility easements on the plat face and coordinate with staff on sizing- minimum 17.5'
• Add document numbers for all offsite easements
• Add OPUD 06 -04 to zoning callouts on adjacent property
• Show and denote the document number for the Mutual Access Easement to the south of the property,
where you will be deriving access
• Denote "Reserve area A - Preliminary Plat Bailey Commercial" just north of the subject property, offsite

BACKGROUND
The Community Development Department received an application for review and approval of
a Preliminary Plat for The Reserve at Owasso, a proposed mixed -use development. The subject
property is located just south of the Tulsa Tech campus. The property is approximately 51 .65
acres in size and is zoned Residential Multi - Family (RM), Commercial Shopping (CS) and Office
(0) under OPUD 23 -02 and is within the US -169 Overlay District.

ANALYSIS
The proposed Preliminary Plat for The Reserve at Owasso consists of thirteen (13) Lots on
two (2) Blocks on approximately 51.65 acres.
o All of the proposed lots as depicted on this Plat meet the bulk, area, lot size, and
frontage requirements outlined in the Owasso Zoning Code and the OPUD 23 -02
document.
• The plat features 1 reserve area, denoted as Reserve Area A, which will serve as a
detention facility for all lots within the development, except Lot 1 Block 1.
o Detention for Lot 1 Block 1 will be provided for onsite of said lot, separately from
Reserve Area A.

• The plat proposes eight (8) total points of access: three (3) points of access off of North
137th East Avenue, four (4) points of access off of East l 06th Street North, and (1) point of
access off of North 145th East Avenue.
o All points of access meet the separation requirements for driveways outlined in
the Owasso Zoning Code.
Perimeter and interior utility easements are shown on the Preliminary Plat allowing utility
companies adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Washington County Rural Water District 3 will provide water services to the
property. Any development that occurs on the subject property shall adhere to all
development, zoning, site design, and engineering requirements of the City of Owasso.

The Technical Advisory Committee (TAC) reviewed the Preliminary Plat for The Reserve at
Owasso at their regularly scheduled meeting on May 17, 2023. Comments from that meeting are
attached to this memo.
RECOMMENDATION
In developing a recommendation, staff evaluated the preliminary plat on the criteria outlined in
Section 2.3 of the Owasso Subdivision Regulations. Following this evaluation, staff concluded that
the subject plat meets all of the legal requirements for approval.
As such, staff recommends approval of the Preliminary Plat for The Reserve at Owasso, subject to
TAC comments.

SUBJECT: Preliminary Plat - Hawthorne at Stone Canyon Phase II
DATE: June 9, 2023
BACKGROUND
The Community Development Department received an application for review and approval of
a Preliminary Plat for Hawthorne at Stone Canyon Phase II, a proposed single - family residential
subdivision. The subject property is located south and west of the intersection of East 76th Street
North and North 193rd East Avenue in the Stone Canyon Development and is approximately
31.88 acres in size. The property is zoned Residential (RS -20) under the Stone Canyon Planned
Unit Development (PUD).

ANALYSIS
• The Stone Canyon PUD was originally approved in Rogers County in 2006. Subsequently,
the developer applied for annexation into the City of Owasso for the undeveloped
portion of the Stone Canyon PUD.
The undeveloped land involved in the annexation request encompassed a
majority of the land under the PUD, minus the already - developed residential
subdivisions in Rogers County, located in the southeast quarter of the
development.
• The undeveloped land in Stone Canyon was brought into Owasso City limits with
Ordinance 934 in 2008, giving that area access to Owasso City services, including Police,
Fire, EMS, and sanitary sewer.

• Hawthorne at Stone Canyon Phase II would become the second residential subdivision
within the Stone Canyon PUD to be developed inside Owasso City limits, as it is the
second phase of the existing Hawthorne neighborhood.
• Section 2.3.6 of the Owasso Subdivision Regulations states that any preliminary plat not
receiving subsequent final plat approval within one (1) year shall be considered null and
void.
o The preliminary plat for the subject property was originally approved in February
of 2022. However, the applicant did not secure final plat approval for the subject
property within one (1) year; because of this, the approval for the preliminary plat
for this development lapsed.
o As such, the applicant is now requesting the preliminary plat be re- considered by
the Owasso Planning Commission, so they may begin work on the final plat of the
subject property.
• The proposed Preliminary Plat for Hawthorne at Stone Canyon Phase II consists of
seventy -eight (78) Lots on five (5) Blocks on approximately 31.88 acres, yielding a gross
density of 2.44 dwelling units per acre (DU /AC).
o All of the proposed lots as depicted on this Plat meet the bulk and area
requirements stipulated in the Owasso Zoning Code and the Stone Canyon PUD
document.
• There will be two (2) points of access for this subdivision, both off of East 72nd Street North.
o The plat also depicts a stub road that runs north between Blocks 3 and 5, which
will eventually connect this phase of the neighborhood with a future phase,
expected to be constructed just north of the subject property.
• Detention will be provided for via Reserve Areas "B ". This reserve area is situated along
the northern boundary of the subject property.
• Reserve Area "A" is located at the entrance of the subdivision, and will serve as a
landscape feature.
• Perimeter and interior utility easements are shown on the Plat, and will allow utility
companies adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Rogers County Rural Water District #3 will provide water services. Any
development that occurs on the subject property shall adhere to all development,
zoning, and engineering requirements of the City of Owasso.

• Remove aerial image from the plat face
• Add "Zoned CS, O, and RM under OPUD 23 -02" to the title block
• Label the width of the Right of Way (ROW) to be dedicated per this plat, from the centerline, along
East 106th Street North and North 145th East Avenue - city requires at least 60' width
• The ROW pieces to be dedicated by this plat currently are not included in the boundaries of the
plat; adjust the boundaries to reflect these pieces of ROW to be dedicated
• Show adjacent property owners' names, zoning designations, and lot lines on the plat face
• Consider placing the two main entrances in individual Reserve Areas - clarify who will maintain these
entrances /drives in the DoD page - a property owner's association, or the owner of Lot 12, Block 2
• Remove callout on the lot to the east of the property that says "not a part ", and replace with
property owners' name
• Label width of easements on eastern and northern property boundaries - IF these easements have
been dedicated by separate instrument(s), label document number
• Make the boundary lines of the plat a darker, thicker black; adjacent property lines can be
denoted with a lighter gray
• Show specific limits of access for entire plat; note PUD limits the number access points on each street
frontage
• Clean up all overlapping labels on the plat face - hard to discern between utility easements and
topo lines
• Add "and in accordance with Owasso Zoning Code" to the second note regarding landscaping on
plat face
• Add language to the Deed of Dedication (DoD) page regarding the establishment of a Property
Owner's Association
• Add language to the DoD page regarding the maintenance of any shared facilities (detention
pond, entrances, etc.) - there is currently no language regarding the proposed detention
• Clarify if reserve Area A will service the entire subdivision, or just Lot 12, Block 2 - adjust the DoD page
accordingly
• Add language to the DoD saying all lots will have cross access between them (see example,
attached)
• Left justify all sections of the DoD page
• Add language to DoD referencing dedication of ROW
• Section 1 of DoD - fix formatting on section numbers
• Section 1. H - add language regarding Limits of Access on North 145th East Avenue
• Remove names from city signature block -just "Mayor" and "City Clerk" is required
• Sidewalks will be required along all frontages and will be required to be shown on all site /civil plans
for each lot
■ Label what the rectangle easement (access easement ?) is in the northeastern corner

2. Preliminary Plat - Hawthorne at Stone Canyon Phase II -
Community Development, Planning Commissioner Rep., Public Works (PW):
• Revise addressing with new addresses, as provided by City Staff
• Label adjacent zoning and property owners' names on the plat face
• Show street name(s) for adjacent subdivisions
• Add Limits of Access for the new North 190th East Avenue access point
• Need to erect barriers at the stub on the end of East 73rd Street North
