MINUTES OF REGULAR MEETING
MONDAY, NOVEMBER 13, 2023
The Owasso Planning Commission met in regular session on Monday, November 13, 2023, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 9, 2022; and the agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street, at 5:30 pm on Tuesday, November 7, 2023.
1. Call to Order- Mr. Miller called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Miller led the flag salute.
3. Roll Call - A quorum was declared present.

Alexa Beemer presented the character trait for the month of November.
5. Consideration and appropriate action relating to the minutes of the October 9, 2023, Regular Meeting
Mr. Miller moved, seconded by Dr. Balthrop, to approve the minutes, as presented.

6. Consideration and appropriate action relating to a combined preliminary and final plat request for
Morrow Place Phase III, a proposed single - family residential subdivision on approximately 22.30
acres + / -, located east of the southeastern corner of East 1261h Street North and North 1291h East
Avenue, zoned Residential Single - Family (RS -3), under Planned Unit Development OPUD 05 -02A, and
is within the US -169 Overlay District
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved to approve the preliminary plat, seconded by Mr. Cook, subject to the
following Technical Advisory Committee comments:
• Revise addresses as provided by City staff on the final plat
• Show all driveway cuts adjacent to the property along East 126th Street North on the final plat
• Remove Tulsa Metropolitan Area Planning Commission signature block
• Provide conceptual entrance detail, prior to the issuance of building permits
• Add required landscape language to the Deeds of Dedication (DoD) page:
❖Following completion of planning, the property owner is responsible for long -term health and
maintenance of all plant material on site. Dead or dying plant material shall be replaced
❖All trees must be planted at least five feet (5') away from all underground utilities
• DoD, Section 6: change language to say it's Morrow Place Home Owners Association's (HOA)
responsibility to maintain the Reserve Areas after the developer turns over the subdivision to the HOA
• DoD, Section 6: add language regarding Reserve Area D (currently missing this language)
• Show five feet (5') fence easement along entire eastern boundary of the property
• Show on the plat that public sidewalks will be provided along all internal streets
• Preliminary & Final Plats' DoD pages need to match; replace the DoD page on the Preliminary Plat
with the DoD page from the Final Plat

7. Consideration and appropriate action relating to a final plat request for Keys Landing II, a proposed
single - family residential subdivision on approximately 38.63 acres + / -, located on the west side of
North 1291h East Avenue, approximately Y2 mile south of East 76th Street North, and is zoned Residential
Single - Family (RS -3)
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved, seconded by Mr. Cook, to recommend approval of the final plat to the
City Council, subject to the following Technical Advisory Committee comments:
• Revise addresses as provided by City staff on the final plat
• Update language on address table and address disclaimer box to state "City of Owasso" rather
than "City of Owasso Engineering Department"
• West side of location map - change "North Garnett Road" to "US Highway 169"
• Add width measurement of North 129th East Avenue to the final plat
• Add callout denoting the width of the right -of -way (ROW) along North 129th East Avenue to be
dedicated with this plat
• Label Limits of Access along North 129th East Avenue
• Provide conceptual landscape plan for entrance, prior to the issuance of building permits
• DoD, Section 1.7: add language regarding establishment, usage, and maintenance of Reserve Area
• Add required landscape language to the DoD page:
❖Following completion of planning, the property owner is responsible for long -term health and
maintenance of all plant material on site. Dead or dying plant material shall be replaced
❖AII trees must be planted at least five feet (5') away from all underground utilities
• Show location of previously used oil /gas well on the plat, per Oklahoma Corporation Commission

• Label floodplain elevations at regular intervals on the plat face

BACKGROUND:
The Community Development Department received a request for the annexation and rezoning of
property that is comprised of the West 150 feet of 12025 East 1 1 1 t" Street North. The subject property is
approximately 1. 16 acres in size and is currently zoned Agriculture (AG) within Tulsa County. Upon
annexation, the applicant is requesting the property be brought into Owasso City Limits as Residential
Single - Family Low Density (RS -1) via accompanying rezoning request (OZ 23 -08).

ANALYSIS:
• The subject property is contiguous with City limits on the western and southern boundaries of
the property.
• Typically, property is assigned a zoning of Agriculture (AG) by default upon annexation. The
applicant can also request the property retain the County's corresponding zoning designation
under the Owasso Zoning Code, or seek a concurrent rezoning based on what the GrOwasso
2035 Land Use Master Plan prescribes.
o In this case, the applicant is requesting that the subject property be annexed and
assigned a zoning of RS -1, via a concurrent rezoning request.
• The GrOwasso 2035 Land Use Master Plan identifies the subject property for future "Residential"
uses.
o As such, assigning a zoning of RS -1 to the subject property upon annexation is
consistent with the long -range vision for the property laid out in the Master Plan.
• The subject property is currently unplatted; the applicant does intend construct a single - family
residence on the property.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the
property. Washington County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property shall adhere to all development, zoning,
and engineering requirements of the City of Owasso.

TECHNICAL ADVISORY COMMITTEE:
The Technical Advisory Committee (TAC) reviewed this item at their regular meeting on November 15,
2023. Comments from that meeting are included in this Planning Commission agenda packet.
RECOMMENDATION:
In developing a recommendation, staff evaluated Oklahoma State Statue, Title 11, Chapter 1, Part 1,
Article XXI, Section 21 -101 and Section 1.4.3 of the Owasso Zoning Code. Following this evaluation, staff
concluded that the subject annexation and rezoning requests meet all of the legal requirements for
approval.
As such, staff recommends approval of annexation request OA 23 -02 and concurrent rezoning request
OZ 23 -08, annexing the subject property into Owasso City Limits with an assigned zoning of Residential
Single - Family Low Density ( R S - 1 ) , subject to TAC comments and subject to the dedication of twenty -
five (25) feet of adjacent right -of -way to the City of Owasso along East 1 1 1 t" Street North.

BACKGROUND:
The Community Development Department received an application for review and approval of a
combined preliminary and final plat for Kelly Acres. The subject property is located west of the
intersection of North 97th East Avenue and East 102nd Street North.

ANALYSIS:
• The subject property was annexed into Owasso City Limits with Ordinance 1053 in 2015.
• This is a two (2) lot, one (1) block combined preliminary /final plat for a single - family residential
development. Said development will be approximately 2.22 acres in size, yielding a gross
density of 0.90 dwelling units per acre (DU /Ac).
o All of the proposed lots as depicted on this Plat meet the bulk and area requirements
stipulated in the Owasso Zoning Code for RE -zoned property.
• Section 2.1.2 of the Owasso Subdivision Regulations states that, in certain situations, the
separate preliminary platting requirements can be waived by the Community Development
Department and the two plats can be taken for consideration at the same time.
o As such, this item represents a combined preliminary /final plat for the property.
• There will be two (2) point of access for this subdivision, both off of North 97th East Avenue.
o These two access points do meet the separation requirements outlined in the Owasso
Zoning Code.
• Detention and drainage will be provided for via two (2) overland drainage easements. These
easements are both situated along the southern property lines of Lot 1 and Lot 2, respectively.

adequate access to service the subdivision.

Community Development (CD), Public Works (PW), Fire, & Planning Commissioner Rep.:
• Submit civils to Public Works
• Show location of required bike rack on the site plan
• Add dumpster details to site plan; enclosure must be architecturally compatible with the main structure
• All mechanical /HVAC equipment should be fully screened, show and note on the site
• Elevation Sheet - per section 10.6.13 of the Owasso Zoning Code - the west fagade over 50' in length
must be visually broke up with either a change in material, color, bump -out, etc.
• Specific Use Permit is not required, as it's allowed by right in the approved OPUD 23 -02 document
• Provide photometric plan
• Show location of all proposed signage, ensuring compliance with OPUD 23 -02 guidelines; all signage
requires a separate permit application
• Sidewalks will be required along North 137th East Avenue - may escrow along frontage north of building
• Add note to site plan - no outdoor storage allowed, unless fully screened per Owasso Zoning Code
• Site plan package will not be approved until final plat is filed
• Place the required sidewalk 1' off of right -of -way (ROW), inside the ROW width
• North 137th East Avenue would have to be bored for utility crossings; open cuts of the roadway will not
be allowed
