HomeMy WebLinkAbout2023.12.11_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING MONDAY, DECEMBER 11, 2023 The Owasso Planning Commission met in regular session on Monday, December 11, 2023, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 9, 2022; and the agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 2:30 pm on Thursday, December 7, 2023. 1. Call to Order - Mr. Miller called the meeting to order at 6:00 p.m. 2. Flag Salute -Mr. Miller led the flag salute. 3. Roll Call - A quorum was declared present. PRESENT: ABSENT: STAFF: Tim Miller - Chair None Brian Dempster, Community Development Director Dr. Chad Balthrop - Vice Chair Alexa Beemer, Planning Manager Brian Cook Wendy Kramer, City Planner David Vines Cyndi Townsend, Recording Secretary David Smith Julie Lombardi, City Attorney 4. Presentation of the Character Trait of Compassion Wendy Kramer presented the character trait for the month of December. S. Consideration and appropriate action relating to the minutes of the November 13, 2023, Regular Meeting Mr. Miller moved, seconded by Mr. Cook, to approve the minutes, as presented. YEA: Vines, Smith, Balthrop, Cook, Miller NAY: None Motion carried: 5 -0 Consideration and appropriate action relating to an annexation (OA 23 -02) and rezoning (OZ 23 -08) of approximately 1.16 acres + / -, location described as the west 150 feet of 12025 East 11lth Street North, from Tulsa County zoning of Agriculture (AG) to Residential Single - Family Low Density (RS -1) Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Mr. Vines moved to recommend approval of the annexation and rezoning to the City Council, seconded by Mr. Miller, subject to the following Technical Advisory Committee comments: 25' of right -of -way is required to be dedicated to the City of Owasso along East 1 I l th Street North, on the south side of the subject property Coordinate with Public Works on the location of any required utility easements needed to service the proposed house, and /or any required stormwater plans YEA: Vines, Smith, Balthrop, Cook, Miller NAY: None Motion carried: 5 -0 Consideration and appropriate action relating to a combined preliminary and final plat request, proposing a single - family residential subdivision, on approximately 2.22 acres + / -, located west of the intersection of North 97th East Avenue and East 102nd Street North for Kelly Acres. The property is zoned Residential Estate (RE) Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mr. Miller moved to approve the preliminary plat, seconded by Mr. Cook, subject to the following Technical Advisory Committee comments: • Add "City of Owasso" to title block on the plat face • Change zoning designation on the plat face from "AG" to "RE" • Label Point of Beginning and Point of Commencement on plat face • Bold all property lines to make them more visible • Add date of preparation on plat face • Add total acreage figure at the top of the plat face • Show required perimeter utility easements on plat face Owasso Planning Commission December 11, 2023 Page 2 • Label all limits of access and limits of no access on plat face • Remove "Owasso Minimum Yard Requirements" chart on plat face • Remove note 5 on "General Notes" from the plat face • On the Dead of Dedication (DoD) page, Section F- remove mention of City of Owasso enforcement • Show drainage easement on plat face, it's currently only referenced on the DoD page • DoD page- numbering is out of ordering starting with "Enforcement" subsection • Show Reserve Areas you intend to create on plat face; reference maintenance /location /use in DoD • Remove Tulsa County Clerk and Tulsa County Planning Commission signature lines from DoD page • Submit required Oil and Gas letter from the Oklahoma Corporation Commission (OCC) to City staff • Addressing will be provided by City staff, label on plat face • Show location and label depth of any sanitary sewer on the site or adjacent to the site on the plat face • Note, sanitary sewer feasibility could determine if additional easements are needed, specifically if the plan is to connect to sewer from the west side of the site YEA: Smith, Vines, Balthrop, Cook, Miller NAY: None Motion carried: 5-0 Mr. Miller then moved, seconded by Dr. Balthrop, to recommend approval of the final plat to the City Council, subject to the aforementioned Technical Advisory Committee comments. YEA: Vines, Miller, Balthrop, Smith, Cook NAY: None Motion carried: 5 -0 8. Community Development Report - Brian Dempster reported on the Monthly Building Report and Permit Activity for November 2023. Report on items from the November 15, 2023 Technical Advisory Committee (TAC) Meeting - Brian Dempster reported on Site Plans for Some Day Auto located at 10604 North 137th East Avenue and North Garnett Road Block 9 located at 9411 North Garnett Road. 10. Report from Planning Commissioners -None 11. New Business - None 12. Adjournment - Mr. Miller moved, seconded by Mr. Smith, to adjourn the meeting.
