MINUTES OF SPECIAL MEETING
Tuesday, September 11, 2007
The Owasso City Council met in a special meeting on Tuesday, September 11, 2007 in the
Council Chambers at Old Central, 109 N. Birch Street, per the Notice of Public Meeting and
Agenda posted on the City Hall bulletin board at 5:00 PM on Friday, September 7, 2007.
ITEM 1: CALL TO ORDER.
Mayor Cataudella called the meeting to order at 6:10 PM.
PRESENT ABSENT
Steve Cataudella, Mayor None
DJ Gall, Vice Mayor
Susan Kimball, Councilor
Jon Sinex, Councilor
Doug Bonebrake, Councilor (arrived at 6:15pm)
A quorum was declared present.
ITEM 2: DISCUSSION RELATING TO COMMUNITY DEVELOPMENT DEPARTMENT
ITEMS
A. ANNEXATION (1)
B. REZONING (1)
Mr. Wiles reviewed the above items (Annexation OA 07-OS and Rezoning OZ 07-06) and
acknowledged staff's intent to place each item on the September 18, 2007 City Council agenda
for action.
ITEM 3: DISCUSSION RELATING TO FIRE DEPARTMENT ITEMS
A. GRANT APPLICATION (SAFER)
B. PROPOSED AMBULANCE PURCHASE
Mr. Clark presented the above items and discussion was held regarding each item.
ITEM 4: DISCUSSION RELATING PARKS DEPARTMENT ITEMS.
A. BIDS RECENED FOR THE CONSTRUCTION OF A BASEBALL FIELD
B. BIDS RECEIVED FOR THE INSTALLATION OF FIELD LIGHTING
Mr. Warren presented each item and acknowledged staff's intent to place each item on the
September 18, 2007 City Council agenda for action.

ITEM 5: DISCUSSION RELATING TO CITY MANAGER ITEMS
A. APPOINTMENTS TO VARIOUS BOARDS AND COMMISSIONS
B. PELIVAN TRANSIT PILOT PROGRAM
C. PROPSED LEASE AGREEMENT BETWEEN THE CITY OF OWASSO AND
KOURTIS REALTY
D. PROPOSED ORDINANCE RELATING TO THE N GARNETT ROAD
DETENTION FACILITY
E. CITY MANAGER REPORT
The above items were reviewed by Mr. Ray and Council discussion was held. Topics of
discussion in Item E included a status report on the current renovations of the greens at Bailey
Ranch, a staff report on the annexation request submitted for Crown Colony, a reminder that
staff will be presenting a resolution in the coming weeks regarding the city's intent to apply for
an OWRB loan for the Wastewater Treatment Plant improvements; and, a review of the Sales
Tax Report for August 2007.
ITEM 6: REPORT FROM CITY COUNCILORS
Councilor Kimball inquired about city staff preparations for the upcoming high school band
competition.
ITEM 7: GENERAL DISCUSSION OF THE ANNUAL EVALUATION PROCESS FOR
THE CITY MANAGER POSITION
Councilors had an opportunity to visit with a consultant regarding effective processes and
methods for evaluating the position of City Manager
ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A REQUEST
FOR AN EXECUTIVE SESSION FOR THE PURPOSE OF DISCUSSING
PERSONNEL MATTERS RELATING TO THE OFFICE OF THE CITY
MANAGER SUCH EXECUTIVE SESSION PROVIDED FOR IN O.S. 25,
SECTION 307(B)(12
Councilor Gall moved, seconded by Councilor Kimball, to enter into executive session. All were
in favor and the Council entered into executive session at 9:09PM.
YEA: Gall, Kimball, Cataudella, Sinex, Bonebrake
NAY: None
Motion carried 5-0.
The Council returned from executive session at 10:18 PM.

September 11, 2007
Councilor Kimball moved, seconded by Councilor Sinex, to adjourn. All were in favor and the
meeting was adjourned at 10:23 PM.
