MINUTES OF REGULAR MEETING
MONDAY, April 8, 2024
The Owasso Planning Commission met in regular session on Monday, April 8, 2024, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday,
December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200 South
Main Street, at 11:30 am on Thursday, April 4, 2024.
1. Call to Order -- Mr. Miller called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Miller led the flag salute.
3. Roll Cali - A quorum was declared present.

4. Presentation of the Character Trait of Cooperation
Wendy Kramer presented the character trait for the month of April.
5. Consideration and appropriate action relating to the minutes of the February 12, 2024 Regular Meeting
Mr. Miller moved, seconded by Mr. Smith, to approve the minutes as presented.

6. Consideration and appropriate action relating to a combined preliminary and final plat request for
Owasso Public Works and Vehicle Maintenance Facilities on approximately 63.68 acres + /., located
a quarter mile east of the southeastern corner of East 116th Street North and North 971h East Avenue,
and is zoned Public Facilities (PF)
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved to approve the preliminary plat, seconded by Dr. Balthrop, subject to the
following Technical Advisory Committee comments:
Preliminary/Final Plat Face:
• Remove address block from plat face
• Remove `Contact: Warren Lehr' from the owner listed in the title block
• Revise major road name to N. 97th E. Ave. (N. Mingo Rd.) on plat and in the location map box
• Show adjacent subdivision name(s) (Hillside Estates) on the west side of plat
■ Show full widths of streets and railroad right -of -way (ROW) adjacent to the property
Show building setbacks
Show opposite driveway cuts near limits of access areas on the north and west sides
Ensure access onto E. 116th St. N. aligns with N. 101St E. Ave. and future median break
• Clarify "legal description is deficient" on Sanitary Sewer Easement shown in the southeastern corner
Consider adding additional limits of access for potential future use
Deed of Dedication (DoD):
• Add standard landscaping language, as outlined in the final plat checklist
• Section I.F.4.A and LF_4.D - replace maintenance frequency language with "according to City
standards"
• Section ILA - remove enforcement paragraph
Other Requirements:
• Provide Oklahoma Corporation Commission letter regarding oil, gas, or dry hole wells on the
property
• Elevation Certificate(s) required at building permitting stage

Mr. Miller then moved, seconded by Mr. Smith, to recommend approval of the final plat to the City
Council, subject to the aforementioned Technical Advisory Committee comments.

Community Development Report - Brian Dempster reported on the Monthly Building Report and Permit
Activity for March 2024.
