HomeMy WebLinkAbout2024.05.13_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING MONDAY, May 13, 2024 The Owasso Planning Commission met in regular session on Monday, May 13, 2024, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 2:30 pm on Thursday, May 9, 2024. 1. Call to Order- Mr. Miller called the meeting to order at 6:00 p.m. 2. Flag Salute -Mr. Miller led the flag salute. 3. Roll Call - A quorum was declared present. PRESENT: ABSENT: STAFF: Tim Miller - Chair None Brian Dempster, Community Development Director Dr. Chad Balthrop - Vice Chair Alexa Beemer, Planning Manager Brian Cook Wendy Kramer, City Planner David Vines Cyndi Townsend, Recording Secretary David Smith Julie Lombardi, City Attorney Dwayne Henderson, City Engineer 4. Presentation of the Character Trait of Availability Alexa Beemer presented the character trait for the month of May. 5. Consideration and appropriate action relating to the minutes of the April 8, 2024 Regular Meeting Mr. Miller moved, seconded by Mr. Smith, to approve the minutes as presented. YEA: Vines, Smith, Balthrop, Cook, Miller NAY: None Motion carried: 5 -0 6. Consideration and appropriate action relating to a combined preliminary and final plat request for JDH Properties, a proposed mixed -use commercial subdivision on approximately 4.588 acres + / -, located at 11105 East 116th Street North and 11111 East 116th Street North, zoned Commercial General (CG), under Planned Unit Development OPUD 23 -07 Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mr. Miller moved to approve the preliminary plat, seconded by Dr. Balthrop, subject to the following Technical Advisory Committee comments: Preliminary Plat Face: • Show all landscape and fence easements with maintenance responsibilities, including a 10 -foot landscape easement abutting residential areas Preliminary/Final Plat Face: • Label lot addresses as provided by City staff • Add OPUD 23 -07 to the current zoning on the plat • Ensure total acreage matches legal description • Label widths of adjacent streets • Show road medians planned for East 1 16th Street North from City widening project • Label document number of previous right -of -way dedication along East 1 16{h Street North Deed of Dedication (DoD): • Add owner /operator information for storm sewers • Section I.B. 2 & 4 - revise language to show City of Owasso as water provider, not Washington Rural Water District #3 • Section 1.E.1 -correct 'car' to 'care' Public Works: • Discuss proposed west side utility easement, overlapping existing storm drainage easement YEA: Cook, Vines, Balthrop, Smith, Miller NAY: None Motion carried: 5-0 Owasso Planning Commission May 131h, 2024 Page 2 Dr. Balthrop then moved, seconded by Mr. Cook, to recommend approval of the final plat to the City Council, subject to the aforementioned Technical Advisory Committee comments. YEA: Vines, Smith, Miller, Balthrop, Cook NAY: None Motion carried: 5 -0 7. Consideration and appropriate action relating to a final plat request for Fairway Villas, a proposed single - family residential subdivision on approximately 7.76 acres + / -, located at the southeast corner of the intersection of North 97th East Avenue (North Mingo Road) and East 891h Street North (Larkin Bailey Boulevard), zoned Residential Neighborhood Mixed (RNX), under Planned Unit Development OPUD -9 Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Mr. Miller moved, seconded by Mr. Cook, to recommend approval of the final plat to the City Council, subject to the following Technical Advisory Committee comments: Preliminary/Final Plat Face: • Label house numbers for each lot as provided by City Staff • Repeat Section, Township, Range, City, County, and State information on second page of plat • Add names and addresses of the owner(s) of record and the subdivider(s) of the plat • Add date of preparation of the plat • On the location map, show all subdivisions within the mile section and revise "left main street" to "North 971h East Avenue (North Mingo Road)" • Add total acreage and total number of lots /blocks within the subdivision near the location map • Show names of all subdivisions and the names, locations, and widths of all existing streets, easements, drainage ways, and other public ways adjacent to the property • Label surrounding roads as'North 97th East Avenue (North Mingo Road)' and'East 89th Street North (Larkin Bailey Boulevard)' • Add limits of access and limits of no access from nearest street intersection • Show the location of all items in the right -of -way that are within the limits of access widths, as well as opposite drives, that may conflict with limits of access (specifically the existing medians along East 89th Street North) • Depict internal roads within a reserve area, as these are private streets and remove 'R /W' label • Per discussions at the Preliminary Platting Phase, depict dead -end as agreed upon at the western end of East 88th Place North • Show location of floodplain boundaries and notation of FEMA Flood Insurance Rate Map with which the site is associated; label property as outside floodplain if applicable • Correct both typo instances of 'North 88th Street North' to'East 88th Street North' • Label widths of adjacent streets and clarify street right -of -way dedication • Include landscape easement(s) and /or Reserve Area(s) at main entrances for neighborhood signs Deed of Dedication (DoD): • l .A - add right -of -way dedication language • Section l .E.I - revise language to show City of Owasso as water provider • Add sidewalk construction and maintenance language • Add language concerning maintaining the private streets to city standards • Add seal /stamp for the surveyor and /or engineer who prepared the plat to the signature block(s) Landscape Plan: • Submit conceptual plan with proposed street trees, entryways, and fence easements • Section I.M. I - revise to match standard landscaping language from the final plat checklist Other Requirements: • Provide Oklahoma Corporation Commission letter regarding oil, gas, or dry hole wells on the property YEA: Vines, Miller, Smith, Balthrop, Cook NAY: None Motion carried: 5 -0 8. Community Development Report - Brian Dempster reported on the Monthly Building Report and Permit Activity for April 2024.
