The Owasso Public Golf Authority met in a special session on Thursday, January 16, 1992 at
5: 30 p.m. in the Owasso City Hall Conference Room per the Notice of Public Meeting posted
on the City Hall bulletin board at 2:00 p.m. on Tuesday, January 14, 1992.

Chairperson Tom Rikkola called the meeting to order at 5:40 p.m. and declared a quorum
present.
ITEM 2: REQUEST APPROVAL OF THE MINUTES OF JANUARY 6, 1992 AND
Bob Oldefest moved to approve the minutes as written. Motion was seconded by Glenna
Anderson and carried 4-0, with Tom Rikkola abstaining.
Since the next item required input from Mr. Pittman, who had not yet arrived, Ed Sokolosky
moved for a ten minute recess. Bob Oldefest seconded the motion and it carried 5-0. The Chair
recessed the meeting at 5 e 45 p.m. and reconvened at 5:55 p.m.
Trustees had received, prior to this meeting, an analysis of the two apparent low bidders for the
golf course construction contract. This analysis was prepared by Pittman -Poe & Associates.
Mr. Pittman was requesting that the Trustees accept a bid recommendation and notify bidders
of that action so that the bidder selected could begin making plans for the work and the bidders
not selected would know that they did not receive the bid. However, the acceptance of this
recommendation would not be an actual formal award of the contract as the contract cannot be
awarded until such time as the bonds are sold and the money is in the bank. Following a
lengthy discussion, the Chair deferred action on this item until such time as the contract can
legally be awarded.

ITEM 4: DISCUSSION OF QUALIFICATIONS OF CLUB OPERATORS & PROPERTY
MANAGEMENT INC (TALLAHASSEE, FLORIDA) RELATING TO THE
MANAGEMENT AND OPERATION OF A PUBLIC GOLF FACILITY
Mr. Pittman introduced Ms. S. Adele Jones, Vice President of Business Development for Club
Operations and Property Management, Inc. Ms. Jones gave an overview of the company and
answered questions put to her by the Trustees. COPA is a management firm offering
professional development and management services for private clubs. They are currently
managing over forty properties in the United States. They offer expertise in every phase of golf
courses, private and semi -private clubs, from pre -opening planning and development to ongoing
operations, with services covering the full scope of golf course and club development. Clubs
are managed through an on -site General Manager. A detailed proposal will be sent to OPGA
within a few weeks.

Bob Oldefest moved, seconded by Brian Skelton to adjourn. Motion carried and the meeting
was adjourned at 7:40 p.m.
