The subject property is located near the southwestern corner of the intersection of East 102nd Street North and North 97t" East Avenue, and is addressed as 10094 North 97t" East Avenue. SUBJECT PROPERTY/PROJECT DATA: Property Size 2.50 acres +/- Current Zoning Residential Neighborhood Mixed (RNX) Present Use Vacant Proposed Use Quadplexes Lots/Blocks 1 Lot/1 Block Land Use Master Plan Residential Within a Planned Unit Development (PUD)? Yes; OPUD 23-06 Within an Overlay District? No Water Provider City of Owasso Applicable Paybacks (Assessed at Platting) Ranch Creek Sewer Assessment Area ($610.33 per acre) Storm Siren Fee ($50.00 per acre) ANALYSIS: • The subject property was annexed into Owasso City Limits with Ordinance 1053 in 2015. This is a one (1) lot, one (1) block combined preliminary/final plat for a multi -family residential development, to contain three proposed quadplex buildings, yielding a gross density of 4.80 dwelling units per acre (DU/Ac). o The proposed lot as depicted on this plat meet the bulk and area requirements stipulated in both the Owasso Zoning Code for RNX-zoned property and the OPUD 23- 06 document. • Section 2.1.2 of the Owasso Subdivision Regulations states that, in certain situations, the separate preliminary platting requirements can be waived by the Community Development Department and the both the preliminary and final plats can be taken for consideration at the same time. o As such, this item represents a combined preliminary/final plat for the property. • There will be two (2) point of access for this subdivision, both off of North 97t" East Avenue. o These two access points do meet the separation requirements outlined in the Owasso Zoning Code. Preliminary/Final Plat -Corrigan Glen Page 2 • Detention and drainage will be provided for via two detention easements located in the southeastern and southwestern corners of the subject property. • Perimeter and interior utility easements are shown on the plat, allowing utility companies adequate access to service the subdivision. • The City of Owasso will provide police, fire, ambulance, water, and sanitary sewer services to the property. • Any development that occurs on the subject property must adhere to all subdivision, zoning, and engineering requirements. OA 24-03/OZ 24-03 - Annexation/Rezoning - 9727 E. 116th St. N. - Community Development (CD), Planning Commissioner Rep., & Public Works (PW): ■ The Mortgage Inspection report inaccurately represents the City's right-of-way (ROW), utility easement, and drainage easement along East 1 16th Street North; additionally, there's a significant gas pipeline easement controlled by Magellan that crosses the property County Engineer: ■ Annexation incorporates a section of North 97th East Avenue (North Mingo Road) into the City of Owasso, as depicted below: There were no comments from VVEC, AEP/PSO, AT&T, Fire, or RWD#3. 2. Preliminary/Final Plat - Corrigan Glen - Community Development (CD), Planning Commissioner Rep., & Public Works (PW): Preliminary and Final Plat Faces: ■ Remove "proposed" from "Kelly Acres" name north of the subject property ■ Add Kelly Acres plat to the location map ■ Show full widths of all existing adjacent streets ■ Consider relocating the southern access point due to a conflict with an existing utility pole, shown below: i V) LLA TAC Meeting Notes - July 17, 2024 Page 1 1 ■ Keep topography on preliminary plat face; remove from final plat face ■ Change notations "W/E" and "SS/E" to "U/E" ■ Clearly mark detention easement location on plat using visual indicators ■ Clarify notes 11 & 12 on plat ■ Bold property lines for emphasis ■ Enlarge the plat drawing to clearly show all dashed lines easements, setbacks, etc. ■ Remove building and setback lines from the plat for clarity ■ Change "CL" notation to "Section Line" along North 97t" East Avenue ■ Remove pavement boundaries along North 97t" East Avenue ■ The site has two separate drainage basins - the detention easement shown on the plat only covers one basin, and any detention design must prevent increased runoff in both basins; additional easements may be needed based on the civil site design Linear Open Drainage Easements (OD/Es) along northern and southern boundaries may not be needed, depending on the detention design Deed of Dedication (DoD): ■ Remove "overland" from drainage easement sections and clarify maintenance responsibilities explicitly ■ Include specified landscaping language from final plat checklist ■ Correct 'Section IVto 'Section III' ■ Replace all references of "Palmer 4-Plex" to "Corrigan Glen" ■ Clarify single or multiple ownership structure; remove plural references if single ownership is confirmed ■ Add language specifying the dedication and maintenance requirements for the fence and landscape easements (FL/E) ■ Remove "Homeowners Association" and "Reserve Area" refences since they are not on the plat face ■ Paragraph 1 C title mentions "Storm Sewer", but does not include corresponding section ■ Paragraph 1 E should clarify that the singular owner of the lot is responsible for maintaining stormwater facilities handling development runoff, while stormwater facilities managing offsite runoff should be publicly maintained ■ Paragraph 1 F incorrectly implies involvement of different homebuilders in roof drain requirements; the owner/developer and Engineer are responsible for designing and constructing a runoff collection system to direct water to the detention pond Other Requirements: ■ Submit civil plans to Public Works if they have not been submitted yet ■ The "Ranch Creek Interceptor Sewer Payback Area" fee of $610.33 per acre and the "Storm Siren Payback Fee" of $50.00 per acre are both due before filing the approved final plat There were no comments from VVEC, AEP/PSO, AT&T, Fire, or RWD#3. 3. Site Plan - Worth Audiology Clinic - Community Development (CD), Planning Commissioner Rep., & Public Works (PW): Site Plan: ■ Label property address provided by City Staff on site and landscape plans ■ Add "Clarity Holdings" subdivision to the location map ■ Add site data table as per the site plan checklist ■ Show sight triangles on site and landscape plans ■ Label zoning, land uses, and Planned Unit Developments (PUDs) for subject and adjacent properties ■ Specify building details including dimensions, square footage, height, materials, and distances from property lines ■ Label required building lines per adopted Planned Unit Development (PUD) ■ Label required sidewalks ■ Label driveway and parking stall widths ■ Show queuing area lengths per Owasso Zoning Code 12.3.7 ■ Ensure access points are 150 feet apart; adjust locations to meet Owasso Zoning Code Section 1 1.5.7 separation requirements ■ Dedicate eastern access point as a Mutual Access Easement (MAE) through separate instrument for future attachment by adjacent property ■ Add signage and notate on the site plan that the access drives are designated as "Right In, Right Out Only" ■ Show the location and dimensions of all driveways and curb -cuts within 150 feet, including those across East 103rd Street North ■ Label existing right-of-way (ROW) width along East 103rd Street North TAC Meeting Notes - July 17, 2024 Page 1 2 ■ Add FEMA floodplain notation on site plan, indicating boundaries and referencing the FEMA FIRM map if applicable; or note if property is not in floodplain ■ Provide detailed dumpster specifications and screening details ■ Detail stormwater management techniques and show proposed infrastructure on the site plan ■ Clarify if there is a drive-thru window on the east side of the building • Fully screen all mechanical/HVAC equipment and note details on the site plan • Add required bike rack, show location, and label it on the site plan Other Requirements: ■ Submit a comprehensive lighting plan ■ Submit a comprehensive landscape plan per site plan checklist ■ Submit elevation details of proposed building ■ Label height, size, and type of proposed signage; note that approval requires a separate permit There were no comments from VVEC, AEP/PSO, AT&T, Fire, or RWD#3.
