MINUTES OF REGULAR MEETING
MONDAY, July 8, 2024
The Owasso Planning Commission met in regular session on Monday, July 8, 2024, in the Council Chambers
at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday,
December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200 South
Main Street, at 5:30 pm on Monday, July 1, 2024.
1. Call to Order- Mr. Miller called the meeting to order at 6:00 p.m.
2. Flag Salute - Mr. Miller led the flag salute.
3. Roll Call -A quorum was declared present.

4. Presentation of the Character Trait of Loyalty
Wendy Kramer presented the character trait for the month of July.
5. Consideration and appropriate action relating to the minutes of the June 10, 2024, Regular Meeting
Mr. Miller moved, seconded by Dr. Balthrop, to approve the minutes as presented.

6. Consideration and appropriate action relating to an annexation (OA 24-01) and rezoning (OZ 24-01) of
approximately 4.55 acres +/-, located at 10636 North Garnett Road, from Tulsa County zoning of
Agriculture (AG) to Commercial Shopping (CS)
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved, seconded by Mr. Cook, to recommend approval of the annexation and
rezoning to the City Council.

NAY: None.

Consideration and appropriate action relating to an annexation (OA 24-02) and rezoning (OZ 24-02) of
approximately 2.59 acres +/-, located at 11328 East 106+h Street North, from Tulsa County zoning of
Residential Single -Family, Estate District (RE) to Commercial Shopping (CS)
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Dr. Balthrop moved, seconded by Mr. Miller, to recommend approval of the annexation
and rezoning to the City Council.

8. Consideration and appropriate action relating to a preliminary plat request for Redbud Village,
proposing a mixed -use subdivision on approximately 51.41 acres +/-, located north of 10800 North
1371h East Avenue, zoned Residential Multi -Family (RM) and Commercial Shopping (CS), under
Owasso Planned Unit Development OPUD 21-01, and within the US-169 overlay district
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved, seconded by Mr. Cook, to approve the preliminary plat, subject to the
following Technical Advisory Committee comments:

Preliminary Plat Face:
• Confirm plat name: "Red Bud Village" or "Redbud Village"
• Label private streets with city -provided street names
• Update location map to include newly platted 'Reserve at Owasso' in southeast section
• Show and label limits of access (LoA) and limits of no -access (LNA) along internal private streets
• Show and label existing access drives on adjacent property to the south
• Consider narrowing internal perimeter easements to 11 feet, from 17.5 feet where they adjoin
• Clarify purpose of 10-foot utility easement (u/e) outside the 20-foot u/e along North I37th East Avenue
• Label all drainage easements as "D/E"
• Separate Reserve Area "A" from right-of-way (ROW) along North 137th East Avenue; aligning
demarcation line with access drives
• Move LNAs/LoAs demarcations to be directly adjacent to lot lines rather than on the edge of ROW
Deed of Dedication (DoD):
• Section l .E -remove "overland" from drainage easement language
• Section I.H - replace "(insert street name)" with city -provided street names
• Section I.L- add construction and maintenance requirements for screening fences
• Section I.V - add the following language:
-"Ownership, control, and maintenance of all Reserve Areas shall be the responsibility of the
owner/developer until such time that the XX Property Owner's Association, Inc. is created by the
owner/developer."
• Add all standard landscaping language, as shown on the preliminary plat application checklist
Other Requirements:
• Provide Oklahoma Corporation Commission letter regarding oil, gas, or dry hole wells
• Coordinate with GRDA on their easement requirements
RWD#3:
• This property is located within the service area of Washington Co. RWD#3
• We have not yet received any proposed waterline plans for review
• A minimum 20-foot utility easement needs to be accessible on Block 1 adjacent to Reserve "A";
water meters must be situated on the property they serve
• Larger meters may necessitate additional easement area
• We retain the right to provide comments once we have reviewed proposed waterline plans
• Upon requesting water service, all district requirements must be fulfilled

9. Consideration and appropriate action relating to a combined preliminary and final plat request for
Clarity Holdings, proposing a commercial subdivision on approximately 1.496 acres +/-, located south
of the southwest corner of North Garnett Road and East 1061h Street North, zoned Commercial General
(CG), under Owasso Planned Unit Development OPUD 06-04
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Miller moved, seconded by Mr. Cook, to approve the preliminary plat, subject to the
following Technical Advisory Committee comments:
Preliminary/Final Plat Face:
• Label lots with city -provided addresses
• Change "Subdivision Contains 1 Lot on 1 Block" to "2 Lots on 1 Block"
• Correct zoning to "CG under OPUD 06-04"
• Correct zoning for The Exchange Bank parcel to the north to 'CS'
• Show floodplain boundaries and FEMA Flood Insurance Rate Map with which the site is associated;
label property as outside floodplain if applicable
• Label all off -site easements as separate instrument and provide document number, if applicable
• Revise building line labels for each lot per the approved minor amendment to OPUD 06-04; the rear
yard setback may be reduced to 0 feet instead of 20 feet
Deed of Dedication (DoD):
• Incorporate provisions addressing stormwater detention and outline method for conveying it to offsite
detention

Coordinate with city staff regarding the language stating that Section II is a private party agreement
between the developer and property owner, and those restrictions cannot be enforced by the City
of Owasso

Council, subject to the aforementioned Technical Advisory Committee comments.

10. Community Development Report -Brian Dempster reported on the monthly building report and permit
activity for June 2024.
11. Report on Items from the June 19, 2024 Technical Advisory Committee (TAC) Meeting - Brian Dempster
reported on a Site Plan for OPS Hodson Elementary Expansion located at 14500 East 861h Street North.
12. Report from Planning Commissioners - None
13. New Business - None
14. Adjournment - Mr. Miller moved, seconded by Dr. Balthrop, to adjourn the meeting.
