THURSDAY, AUGUST 8, 2024
The Owasso Economic Development Authority met in regular session on Thursday, August 8, 2024, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 8, 2023, and the Agenda filed in the office of the City Clerk and posted at City Hall,
200 South Main Street at 5:00 pm on Tuesday, August 6, 2024.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am.
Present: A quorum was declared present. Absent

Trustees welcomed new board member, Dennis Phillips; Trustee Feary reported August 13}h is the State
of Education with Dr. Coates, and September Chamber Luncheon guest speaker will be Insurance
Commissioner, Glen Mulready.

STATUS REPORT
September 3, 2024
- Garnett Road Widening (E 106 St N to E l l6 St N)
- Bid advertisement occurred in July 2024, with bid opening date on
September 10, 2024.
- Roadway Construction is expected to commence in November 2024, with
completion by November 2025.
Mingo and E 1_1_6 St N Intersection/E 116 St N from Minao to Garnett Road
Improvements
- On February 21, 2023, City Council approved construction contract
with Crossland Heavy Construction.
- Construction commenced in May 2023.
- Concrete placement for the lanes and medians is complete.
- Roadway striping is near completion.
- Traffic signals at the sports park access point are operational.
- Substantial completion is expected by September 15, 2024 with final
completion being extended to allow planting of trees in cooler weather
for survival. Final completion expected in mid -October 2024.
- E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements -
East Phase
- The east bound phase improvements are nearing completion except for
striping and signage.
- Contractor has moved to the west bound lanes to begin the widening of the
roadway per plans.
- Temporary traffic signals have been installed in order to remove existing
poles and prepare for the new pole installation in November 2024.
West Phase
- Bid advertisement is scheduled to occur in October 2024, with construction
commencing in January 2025.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is approximately 90% complete.
- Public Works is expected to have access to the final piece of right-of-way
by mid -September 2024.
- Utility Relocation is scheduled to commence in October 2024, with
completion expected by June 2025.
Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N
- In January 2024, OPWA approved a construction contract with Timberwolf
Construction.
- May 2024, contractor commenced with installing 24" gravity sewer line,
with completion expected by March 2025.
- Contractor has installed approximately 3,200 linear feet of 24" sewer line
and 9 manhole structures.
2022 Street Rehabilitation Proiect
- The street rehab project is separated into phases as shown below:
o First Phase -Various Street improvements in Baptist Retirement Center,
Elm Creek Estates, Three Lakes II and Coffee Creek subdivisions are
complete.
o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N -
Cooperative effort between Tulsa County and City of Owasso to do
full depth reclamation of the asphalt roadway. Construction is
scheduled to commence in the fall of 2024.
o Third Phase - January 30, 2024, Tulsa County commenced with the
asphalt overlay on E 76 St N from N 129 E Ave to N 145 E Ave.
Roadway Improvements along with roadway striping is complete.
E 96 St N and N 145 E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with
Garver LLC.
- Engineering design is approximately 95% complete.
- Staff has a verbal agreement with the final property owner.
- Utility relocation is expected to commence within the 60 days.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with
Garver Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues; followed by utility relocation.
- 2023 Street Rehabilitation Proiect (Main Street Improvements)
- Construction phase has been separated into two phases. First phase -
Street Improvements from 3rd Street to llfh Street commenced in June
2024, with completion by October 2024. Second Phase - Street
Improvements from Broadway to 3rd Street will commence in November
2024, with completion by February 2025.
- Contractor continues to work south along Main Street installing sidewalk,
curb/gutter and access points.
- 2024 Street Rehabilitation Proiect
- First Phase (Rejuvenation with HA5 Product) - Construction commenced in
June 2024, with completion by July 3, 2024.
- HA5 application is complete.
- Second Phase (Mill, Overlay, Curb/Gutter Replacement) - Project is
scheduled for construction in November 2024, with completion by July
2025.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering
agreement with Beck Design.
- Bid advertisement occurred August 2, 2024, with bid opening on
September 4, 2024.
- Construction is scheduled to commence in October 2024, with completion
by February 2026.
- Original Elm Creek Interceptor Rehabilitation
- In January 2024, OPWA approved a construction contract with Insituform
Technologies, LLC.
- Staff is working with the contractor on final punch list items and expects to
bring final payment and project acceptance to City Council/ OPWA in
late September 2024.
- 117rh Force Main Replacement
- In March 2021, OPWA approved an engineering agreement with Kellogg
Engineering, Inc.
- Engineering design is approximately 95% complete.
- Easement obtainment commenced in October 2023; followed by
construction.
- Staff has a verbal agreement with the last property owner.
- Construction is expected to commence by November 2024.
- Morrow Gravity Sanitary Sewer Line Extension
- In March 2024, OPWA approved a construction contract with GC
Enterprises, LLC.
- Construction commenced in June 2024, with completion in November
2024.
- Contractor has installed approximately 3,200 LF of sanitary sewer line.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is 657o complete, with 90% completion expected by
November 2024; followed by right-of-way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 607. complete, with completion scheduled to occur in
November 2024; followed by right-of-way obtainment.
Garnett Culvert Proiect
- In July 2024, contractor installed traffic control and commenced with
mobilizing equipment and materials.
- Contractor has installed approximately 48 linear feet of a 5'x5' stormwater
box. Once complete, the contractor will relocate to the eastside of Garnett
and install the remaining stormwater infrastructure.
- Final completion is scheduled in November 2024.
