HomeMy WebLinkAbout2024.08.12_Planning Commission MinutesOWASSO PLANNING COMMISSION MINUTES OF REGULAR MEETING MONDAY, August 12, 2024 The Owasso Planning Commission met in regular session on Monday, August 12, 2024, in the Council Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 5:00 pm on Tuesday, August 6, 2024. 1. Call to Order- Mr. Miller called the meeting to order at 6:00 p.m. 2. Flag Salute -Mr. Miller led the flag salute. 3. Roll Call- A quorum was declared present. PRESENT: ABSENT: Tim Miller- Chair Dr. Chad Balthrop - Vice Chair Brian Cook David Vines David Smith STAFF: Brian Dempster, Community Development Director Alexa Beemer, Planning Manager Wendy Kramer, City Planner/Recording Secretary Julie Lombardi, City Attorney Daniel Dearing, Assistant City Engineer 4. Presentation of the Character Trait of Creativity Alexa Beemer presented the character trait for the month of August. 5. Consideration and appropriate action relating to the minutes of the July 8, 2024, Regular Meeting Mr. Miller moved, seconded by Dr. Balthrop, to approve the minutes as presented. YEA: Cook, Balthrop, Miller, Smith, Vines NAY: None Motion carried: 5-0 6. Consideration and appropriate action relating to a combined preliminary and final plat request for Corrigan Glen, proposing a multi -family residential subdivision on approximately 2.50 acres +/-, located at 10094 North 97fh East Avenue, and is zoned Residential Neighborhood Mixed (RNX) under OPUD 23-06 Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Mr. Miller moved, seconded by Mr. Smith, to approve the preliminary plat, subject to the following Technical Advisory Committee comments: Preliminary/Final Plat Face: • Remove "proposed" from "Kelly Acres" name north of the subject property • Add Kelly Acres plat to the location map • Show full widths of all existing adjacent streets • Consider relocating the southern access point due to a conflict with an existing utility pole, shown below: (o h I Ihl IILK0II-IL ,,iI(II • Keep topography on preliminary plat face; remove from final plat face • Change notations "WE" and "SS/E" to "U/E" • Clearly mark detention easement location on plat using visual indicators • Clarify notes 11 & 12 on plat • Bold property lines for emphasis • Enlarge the plat drawing to clearly show all dashed lines easements, setbacks, etc. • Remove building and setback lines from the plat for clarity • Change "CL" notation to 'Section Line" along North 97th East Avenue Owasso Planning Commission August 12, 2024 Page 2 • Remove pavement boundaries along North 97th East Avenue • The site has two separate drainage basins - the detention easement shown on the plat only covers one basin, and any detention design must prevent increased runoff in both basins; additional easements may be needed based on the civil site design Linear Open Drainage Easements (OD/Es) along northern and southern boundaries may not be needed, depending on the detention design Deed of Dedication (DoD): • Remove "overland" from drainage easement sections and clarify maintenance responsibilities explicitly • Include specified landscaping language from final plat checklist • Correct'Section IV'to'Section III' • Replace all references of "Palmer 4-Plex' to "Corrigan Glen" • Clarify single or multiple ownership structure; remove plural references if single ownership is confirmed • Add language specifying the dedication and maintenance requirements for the fence and landscape easements (FL/E) • Remove "Homeowners Association" and "Reserve Area" refences as they are not on the plat face • Paragraph 1 C title mentions "Storm Sewer", but does not include corresponding section • Paragraph 1 E should clarify that the singular owner of the lot is responsible for maintaining stormwater facilities handling development runoff, while stormwater facilities managing offsite runoff should be publicly maintained • Paragraph 1 F incorrectly implies involvement of different homebuilders in roof drain requirements; the owner/developer and Engineer are responsible for designing and constructing a runoff collection system to direct water to the detention pond Other Requirements: • Submit civil plans to Public Works if they have not been submitted yet • The "Ranch Creek Interceptor Sewer Payback Area" fee of $610.33 per acre and the "Storm Siren Payback Fee" of $50.00 per acre are both due before filing the approved final plat YEA: Smith, Vines, Balthrop, Cook, Miller NAY: None Motion carried: 5-0 Mr. Miller then moved, seconded by Mr. Smith, to recommend approval of the final plat to the City Council, subject to the aforementioned Technical Advisory Committee comments. YEA: Vines, Cook, Miller, Smith, Balthrop NAY: None Motion carried: 5-0 7. Community Development Report - Brian Dempster reported on the monthly building report and permit activity for July 2024. 8. Report on items from the July 17, 2024 Technical Advisory Committee (TAC) Meeting - Brian Dempster provided an update on the annexation and rezoning of 9727 East 1 161h Street North and reported on the site plan for Worth Audiology Clinic at 11033 East 103rd Street North. 9. Report from Planning Commissioners - Tim Miller announced his resignation, and that this will be his final Planning Commission meeting. 10. New Business - None 11. Adjournment - Mr. Miller moved, seconded by Dr. Balthrop, to adjourn the meeting.
