MINUTES OF REGULAR MEETING
MONDAY, SEPTEMBER 9, 2024
The Owasso Planning Commission met in regular session on Monday, September 9, 2024, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street, at 1 1:30 on Thursday, September 5, 2024.
1.Call to Order - Dr. Balthrop called the meeting to order at 6:02 p.m.
2. Flag Salute - Dr. Balthrop led the flag salute.
3. Roll Call - A quorum was declared present.

for the month of September.
5.Consideration and appropriate action relating to the minutes of the August 12, 2024, Regular Meeting
Mr. Cook moved, seconded by Mr. Smith, to approve the minutes as presented.

6.Consideration and appropriate action relating to a request for annexation (OA 24-03) and rezoning (OZ
24-03) of approximately 2.56 acres +/-, located at 9727 East 1161h Street North, from Tulsa County zoning
of Agriculture Residential Single -Family Rural Development (AG-R) to Commercial Shopping (CS)
Wendy Kramer presented the item, recommending approval. One citizen addressed the Commission.
Mr. Vines moved, seconded by Mr. Smith, to recommend approval of the annexation and rezoning
request to the City Council, subject to the following Technical Advisory Committee comments:
■ The Mortgage Inspection report inaccurately represents the City's right-of-way (ROW), utility
easement, and drainage easement along East 1 16th Street North; additionally, there's a significant
gas pipeline easement controlled by Magellan that crosses the property

■ Annexation incorporates a section of North 97th East Avenue (North Mingo Road) into the City of

7. Consideration and appropriate action relating to a Specific Use Permit application (SUP 24-02) to
allow an automotive repair and maintenance use (carwash facility) on approximately 1.46 acres
+/-, located at 11328 East 1061h Street North, zoned Commercial Shopping (CS)
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Cook moved, seconded by Mr. Vines, to recommend approval of the specific use
permit to the City Council, subject to the following Technical Advisory Committee comments:
■ Change `North 1 13th East Avenue' to `North Garnett Road'
■ Bold lot lines to differentiate the right-of-way from the subject property
■ Label dimensions of the subject property
■ Label access points and distances from the nearest intersection, maintaining 300 feet from the
center per Section 1 1.5.7 of the Owasso Zoning Code (to be confirmed at platting); consider a
Mutual Access Easement (MAE) for this lot and the one to the east
The property to the south of the subject tract was rezoned from RE to CG (Tulsa County
Board of County Commissioners Resolution #20230484), so you may remove the fence and its
note on the south side, as screening requirements no longer apply
■ Provide an outdoor lighting plan or approximate lighting locations on the conceptual site plan
■ Label location, height, size, and type of proposed signage; note a separate sign permit is required
■ Clarify the two extra "sign" notations on 106th, noting only one ground sign is allowed per frontage
■ Add five trees and shrubs to the eastern side of the property for noise reduction
■ Note on the conceptual site plan that all HVAC/mechanical equipment will be fully screened
■ Provide a higher -quality PDF of the proposed elevations
■ Note that a sidewalk is required along the northern lot frontage
■ The "Meadowcrest Sewer Payback Area" fee of $867.00 per acre and the "Ranch Creek
Interceptor Sewer Payback Area" fee of $610.33 per acre are due before the final plat is released

■ The residence has a Washington Co. RWD #3 meter, but is outside the service area now, and
needs to transfer service to the City of Owasso for commercial use

BACKGROUND:
The Community Development Department received an application for review and approval of a
preliminary plat for Robinson Industrial Park Phase 1, a proposed mixed -use industrial subdivision. The
subject property is located east of the southeastern corner of the intersection of East 76t" Street North
and North Mingo Road.

ANALYSIS:
• The subject property was annexed into Owasso City Limits in three pieces- the first with
Ordinance 9 in 1959, the second with Ordinance 252 in 1979, and the third with Ordinance 748
in 2003.
• This is a ten (10) lot, four (4) block preliminary plat for a mixed -use industrial development.
o All the proposed lots as depicted on this plat meet the bulk and area requirements
stipulated in the Owasso Zoning Code for IL -zoned properties.
• There will be two (2) points of access for this subdivision, both off of East 76t" Street North. These
access points do meet the separation requirements outlined in the Owasso Zoning Code.
o The existing drives currently off of 76t" Street North will be eliminated once development
begins on this subject property.
• The preliminary plat depicts the creation of one Reserve Area- Reserve Area A.
o Reserve Area A will include the private internal roads, as well as private stormwater
infrastructure.
• Perimeter and interior utility easements are shown on the plat, allowing utility companies
adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, water, and sanitary sewer services to
the property.

TECHNICAL ADVISORY COMMITTEE:
The Owasso Technical Advisory Committee (TAC) reviewed this item at their regular meeting on
September 18, 2024. Comments from that meeting have been included in this Planning Commission
agenda packet.
RECOMMENDATION:
In developing a recommendation, staff evaluated the combined preliminary plat on the criteria
outlined in Section 2.3 of the Owasso Subdivision Regulations. Following this evaluation, staff
concluded that the subject plat meets all legal requirements for approval.
As such, staff recommends approval of the preliminary plat for Robinson Industrial Park Phase 1, subject to
TAC comments.

BACKGROUND:
The Community Development Department received an application for review and approval of
a Final Plat for Redbud Village Phase 1, a proposed commercial subdivision. The subject
property is located north of the Owasso Tulsa Technology Campus along North 137th East
Avenue, and is addressed as 13747 East 1 12th Street North.

in July of 2024, and encompassed the entirety of the proposed Redbud Village
development.
• The proposed Final Plat for Redbud Village Phase 1 consists of one (1) Lot on one (1)
Block.
o The proposed lot as depicted on this Plat meets the bulk and area requirements
stipulated in the Owasso Zoning Code for CS -zoned property. The proposed lot
also meets the bulk and area requirements outlined in OPUD 21-01.
• There will be four (4) points of access platted through this final plat, two (2) off of North
137th East Avenue and two (2) off on the north side of the private drive known as East
1 12th Street North.

o The two (2) points of access off of North 137t" E Ave will serve as the main access
points onto the development's proposed private streets.
o All points of access meet the separation requirements as stipulated in the Owasso
Zoning Code.
• The subject plat depicts one (1) Reserve Area.
o Reserve Area "A" will encompass the private streets seen within this proposed
development. This final plat depicts the creation of a portion of said Reserve Area
(East 1 12t" Street North).
• Temporary stormwater detention will be provided for via a temporary stormwater water
detention and overland drainage easement, to the south of the subject property, until
future phases of this development are platted and developed.
• Perimeter and interior utility easements are shown on the Plat, and will allow utility
companies adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property.
• Washington County Rural Water District #3 will provide water service to the property.
• Any further development that occurs on the subject property shall adhere to all
