MINUTES OF REGULAR MEETING
MONDAY, SEPTEMBER 9, 2024
The Owasso Planning Commission met in regular session on Monday, September 9, 2024, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 8, 2023; and the agenda filed in the office of the City Clerk and posted at City Hall, 200
South Main Street, at 11:30 on Thursday, September 5, 2024.
I.Call to Order - Dr. Balthrop called the meeting to order at 6:02 p.m.
2. Flag Salute - Dr. Balthrop led the flag salute.
3. Roll Call - A quorum was declared present.

4.Presentation of the Character Trait of Persuasiveness - Wendy Kramer presented the character trait
for the month of September.
5.Consideration and appropriate action relating to the minutes of the August 12, 2024, Regular Meeting
Mr. Cook moved, seconded by Mr. Smith, to approve the minutes as presented.

6.Consideration and appropriate action relating to a request for annexation (OA 24-03) and rezoning (OZ
24-03) of approximately 2.56 acres +/-, located at 9727 East 116th Street North, from Tulsa County zoning
of Agriculture Residential Single -Family Rural Development (AG-R) to Commercial Shopping (CS)
Wendy Kramer presented the item, recommending approval. One citizen addressed the Commission.
Mr. Vines moved, seconded by Mr. Smith, to recommend approval of the annexation and rezoning
request to the City Council, subject to the following Technical Advisory Committee comments:
• The Mortgage Inspection report inaccurately represents the City's right-of-way (ROW), utility
easement, and drainage easement along East 116th Street North; additionally, there's a significant
gas pipeline easement controlled by Magellan that crosses the property

• Annexation incorporates a section of North 97th East Avenue (North Mingo Road) into the City of

Consideration and appropriate action relating to a Specific Use Permit application (SUP 24-02) to
allow an automotive repair and maintenance use (carwash facility) on approximately 1.46 acres
+/-, located at 11328 East 106th Street North, zoned Commercial Shopping (CS)
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Mr. Cook moved, seconded by Mr. Vines, to recommend approval of the specific use
permit to the City Council, subject to the following Technical Advisory Committee comments:
• Change 'North 113rh East Avenue' to 'North Garnett Road'
• Bold lot lines to differentiate the right-of-way from the subject property
• Label dimensions of the subject property
• Label access points and distances from the nearest intersection, maintaining 300 feet from the
center per Section 11.5.7 of the Owasso Zoning Code (to be confirmed at platting); consider a
Mutual Access Easement (MAE) for this lot and the one to the east
The property to the south of the subject tract was rezoned from RE to CG (Tulsa County
Board of County Commissioners Resolution #20230484), so you may remove the fence and its
note on the south side, as screening requirements no longer apply
• Provide an outdoor lighting plan or approximate lighting locations on the conceptual site plan
■ Label location, height, size, and type of proposed signage; note a separate sign permit is required
• Clarify the two extra "sign" notations on 106th, noting only one ground sign is allowed per frontage
• Add five trees and shrubs to the eastern side of the property for noise reduction
• Note on the conceptual site plan that all HVAC/mechanical equipment will be fully screened
• Provide a higher -quality PDF of the proposed elevations
• Note that a sidewalk is required along the northern lot frontage
• The "Meadowcrest Sewer Payback Area" fee of $867.00 per acre and the "Ranch Creek
Interceptor Sewer Payback Area" fee of $610.33 per acre are due before the final plat is released

• The residence has a Washington Co. RWD #3 meter, but is outside the service area now, and
needs to transfer service to the City of Owasso for commercial use
Public Works
• Coordinate with Public Works on City water and sewer locations; note that services do not cross
East 106th Street North or North Garnett Road at this location, and may require boring under the
road to connect

activity for August 2024.
