THURSDAY, OCTOBER 10, 2024
The Owasso Economic Development Authority met in regular session on Thursday, October 10, 2024, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 8, 2023, and the Agenda filed in the office of the City Clerk and posted at City Hall,
200 South Main Street at 5:00 pm on Tuesday, October 8, 2024.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am.

5. Report from City Manager
Chris Garrett reported on Public Works ground breaking on October 1 lrh at 10 am; Harvest and Pet
Festival at Redbud Festival Park October 12th; City hiring a Marketing and Communications position;
and, Economic Development report item starting in January 2025.
6. Discussion relating to Economic Development and Opportunities
Chris Garrett commented on Redbud District parking; potential land availability for city purchase, and
Sports Tourism. Trustee Feary spoke about a scheduled meeting with Broken Arrow to look at their
Economic Development Model between Chamber and City.
7. Report from Trustees
Trustee Fruga reported on resent Council Meeting approvals and the upcoming Public Works ground
breaking on Friday. Chair Thomas requested to add Marketing Plan, Sports Tourism, and Zoning on
next agenda. Discussion was held.
Trustee Charney left the meeting at 11:05 am.

STATUS REPORT
November 5, 2024
- Garnett Road Widening (E 106 St N to E 116 St N)
- Bid opening occurred on September 10}h, 2024.
- Lowest bid received exceeded the budget and engineering estimate by
$2 million.
- October 1, 2024, City Council rejected bids based on project being over
budget.
- Currently, staff is evaluating the plans, specifications and timing to
determine necessary changes to advertise for bids.
- Staff anticipates the project to be re -bid in January 2025, with construction
commencing in March 2025.
Mingo and E 116 St N Intersection/E 116 St N from Minao to Garnett Road
Improvements
- On February 21, 2023, City Council approved construction contract
with Crossland Heavy Construction.
- Construction commenced in May 2023.
- Final walk through to develop a punch list was completed on September 24,
2024.
- Trees are in the process of being planted, and punch list items are
expected to be complete within the next week.
- Staff anticipates bringing the project to City Council for final payment and
project acceptance in November 2024.
- E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements -
East Phase
- East phase improvements commenced in August 2024, with completion by
November 2024.
- Concrete driving lanes are complete. Sidewalk installation is ongoing with
completion expected within the next two weeks.
- Traffic light mast arms are expected to arrive on or before November 18th.
- Final completion is still scheduled by the end of November 2024.
West Phase
- Project is being evaluated to possibly modify design to alternate materials
to keep escalating costs down and to reduce time of construction.
- Bid advertisement is expected to occur in January 2025.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected
by June 2025.
Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N
- In January 2024, OPWA approved a construction contract with Timberwolf
Construction.
- May 2024, contractor commenced with installing 24" gravity sewer line,
with completion expected by March 2025.
- The project is 507. complete.
- Contractor has installed approximately 5,500 linear feet of 24" sewer line
and 19 manhole structures.
2022 Street Rehabilitation Proiect
- The street rehab project is separated into phases as shown below:
o First Phase - Various street improvements in Baptist Retirement
Center, Elm Creek Estates, Three Lakes II and Coffee Creek
subdivisions are complete.
o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N -
Cooperative effort between Tulsa County and City of Owasso to do
full depth reclamation of the asphalt roadway. Construction is
scheduled to commence in the fall of 2024.
o Third Phase - January 30, 2024, Tulsa County commenced with the
asphalt overlay on E 76 St N from N 129 E Ave to N 145 E Ave.
Roadway Improvements along with roadway striping is complete.
E 96 St N and N 145 E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with
Garver LLC.
- Engineering design is approximately 95% complete.
- Staff obtained the last parcel of right-of-way.
- Utility relocation is expected to commence within the 60-days.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with
Garver Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues; followed by utility relocation.
- 2023 Street Rehabilitation Proiect (Main Street Improvements)
- Construction phase has been separated into two phases. First phase -
Street Improvements from 3rd Street to IIth Street commenced in June
2024, with completion by October 2024. Second Phase - Street
Improvements from Broadway to 3rd Street will commence in November
2024, with completion by February 2025.
- The first phase is complete. The asphalt roadway and concrete sidewalk
have been installed from 11th to 4th Street.
- The second phase is underway with the contractor installing the storm
drainage and sanitary sewer piping between 4th and Broadway. Once

- 2024 Street Rehabilitation Proiect
- First Phase (Rejuvenation with HA5 Product) - Construction commenced in
June 2024, with completion by July 3rd, 2024.
- HA5 application is complete.
- Second Phase (Mill, Overlay, Curb/Gutter Replacement) - Project is
scheduled for construction in November 2024, with completion by August
2025.
- Phase II improvements are scheduled to commence on November 11th
2024.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering
agreement with Beck Design.
- City Council approved the bids on September 17, 2024.
- Construction is scheduled to commence in October 2024, with
completion by February 2026.
- Contractor has commenced with clearing the northern section of the site
in preparation for grading.
- 117th Force Main Replacement
- In March 2021, OPWA approved an engineering agreement with Kellogg
Engineering, Inc.
- Engineering design is approximately 95% complete.
- Easement obtainment commenced in October 2023; followed by
construction.
- Staff has obtained the remaining easement for the project.
- Bid advertisement is expected to occur in November 2024, with
construction commencing in February 2025.
- Morrow Gravity Sanitary Sewer Line Extension
- In March 2024, OPWA approved a construction contract with GC
Enterprises, LLC.
- Construction commenced in June 2024, with completion in November
2024.
- Contractor has installed approximately 2,700 linear feet of sanitary sewer
line, including 13 manholes. As a result, the project is approximately 807o
complete.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is 70% complete, with 90% completion expected by
November 2024; followed by right-of-way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 65% complete, with completion scheduled to occur in
November 2024; followed by right-of-way obtainment.
Garnett Culvert Project
- In July 2024, contractor installed traffic control and commenced with
mobilizing equipment and materials.
- Contractor has installed approximately 48 linear feet of a 5'x5' stormwater
box and 68 linear feet of an 8'x5' storm box.
- Headwalls on the west side of Garnett are nearing completion and work on
the east side of Garnett is also underway.
- Project is complete and all lanes of traffic are open.
- Contractor will finish up with installing the guardrails during the week of
November 4th.
