HomeMy WebLinkAbout2024.11.05_OPWA MinutesOWASSO PUBLIC WORKS AUTHORITY (OPWA) MINUTES OF REGULAR MEETING TUESDAY, NOVEMBER 5, 2024 The Owasso Public Works Authority (OPWA) met in regular session on Tuesday, November 5, 2024, in the Council Chambers at Old Central, 109 North Birch, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 8, 2023; and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 4:00 pm on Friday, November 1, 2024. 1. Call to Order - Chair Alvin Fruga called the meeting to order at 7:21 pm. 2. Roll Call - A quorum was declared present. Present Absent Chair- Alvin Fruga None Vice Chair- Lyndell Dunn Trustee - Doug Bonebrake Trustee - Paul Loving Trustee - Cody Walter Staff: Authority Manager - Chris Garrett / Authority Attorney - Julie Lombardi 3. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may, however, remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -debatable.) A. Approve minutes - October 15, 2024, Regular Meeting B. Approve claims Mr. Dunn moved, seconded by Mr. Loving, to approve the Consent Agenda as presented, with claims totaling $1,559,300.58. YEA: Bonebrake, Dunn, Loving, Walter, Fruga NAY: None Motion carried: 5-0 4. Consideration and appropriate action relating to items removed from the Consent Agenda - None 5. Consideration and appropriate action relating to payment for additional engineering design services with Beck Design of Tulsa, Oklahoma for the new Public Works Facility Roger Stevens presented the item, recommending authorization for payment in the amount of $101,297.00 to Beck Design of Tulsa, Oklahoma, for additional design services related to the vehicle, equipment, and material storage space added to the original project design. There were no comments from the audience. After discussion, Mr. Bonebrake moved, seconded by Mr. Loving, to authorize payment, as recommended. YEA: Bonebrake, Dunn, Loving, Walter, Fruga NAY: None Motion carried: 5-0 6. Consideration and appropriate action relating to Resolution 2024-04, to provide sanitary sewer service outside the City of Owasso's corporate limits and fence line to serve the Folds of Honor Headquarters located at 5971 Patriot Drive, Owasso Roger Stevens presented the item, recommending approval of Resolution 2024-04. There were no comments from the audience. After discussion, Mr. Bonebrake moved, seconded by Mr. Loving, to approve Resolution 2024-04, as recommended. Report from OPWA Manager -Chris Garrett reported the Veteran's Day Ceremony and Concert will be held November 11, 2024, at the Owasso Community Center. 8. Report from OPWA Attorney -None 9. Official Notices -The Chair acknowledged receipt of the following: • Payroll Payment Report- pay period ending date October 19, 2024 10. New Business - None 11. Adjournment Mr. Loving moved, seconded by Mr. Walter, to adjourn the meeting.
