Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared present. Owasso; OK 74055 City of Owasso Public Work Department STATUS REPORT December 3, 2024 - Garnett Road Widening (E 106 St N to E 116 St N) - Bid opening occurred on September 10, 2024. - Lowest bid received exceeded the budget and engineering estimate by $2 million. - October 1, 2024, City Council rejected bids based on project being over budget. - Staff anticipates the project to be re -bid in January 2025, with construction commencing in April 2025. Minao and E 116 St N Intersection/E 116 St N from Minao to Garnett Road Improvements - On February 21, 2023, City Council approved construction contract with Crossland Heavy Construction. - Construction commenced in May 2023. - Punch list items are complete. Staff is working with the contractor on the final documents for project acceptance and final payment. - E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements - East Phase - East phase improvements commenced in August 2024, with final completion by December 2024. - The new traffic signals are in operation. - All lanes are open, however, individual lane closures will occur over the next two weeks to finish punch list items and right-of-way restoration. West Phase - Project is being evaluated to possibly modify design to alternate materials to keep escalating costs down and to reduce time of construction. - Bid advertisement is expected to occur in January 2025, with construction commencing in April 2025. - E 106 St N and N 129 E Ave Intersection Improvements - Engineering design is 90% complete. - Utility Relocation commenced in October 2024, with completion expected by June 2025. Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N - In January 2024, OPWA approved a construction contract with Timberwolf Construction. - May 2024, contractor commenced with installing 24" gravity sewer line, with completion expected by March 2025. - The project is 557o complete. - The bore underneath E 106 St N is complete. - Work continues heading north with approximately 5,700 linear feet of sewer line installed and 24 manholes. 2022 Street Rehabilitation Project - The street rehab project is separated into phases as shown below: o First Phase - Various street improvements in Baptist Retirement Center, Elm Creek Estates, Three Lakes II and Coffee Creek subdivisions are complete. o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N - Cooperative effort between Tulsa County and City of Owasso to do full depth reclamation of the asphalt roadway. Construction is scheduled to commence in January 2025. o Third Phase - January 30, 2024, Tulsa County commenced with the asphalt overlay on E 76 St N from N 129 E Ave to N 145 E Ave. Roadway Improvements along with roadway striping is complete. E 96 St N and N 145 E Ave Intersection Improvements - In November 2021, City Council approved an engineering agreement with Garver LLC. - Engineering design is approximately 95% complete. - Staff obtained the last parcel of right-of-way. - Utility relocation is expected to commence within the next 60-days. - E 96 St N from N 134 E Ave to N 145 E Ave Improvements - In July 2022, City Council approved an engineering agreement with Garver Engineering. - Engineering design is approximately 80% complete. - Right-of-way obtainment continues; followed by utility relocation. 2023 Street Rehabilitation Project (Main Street Improvements) - Construction phase has been separated into two phases. First phase - Street Improvements from 3rd St to l lth St commenced in June 2024, with completion by October 2024. Second Phase - Street Improvements from Broadway to 3rd Street will commence in November 2024, with completion by January 2025. - The first phase is complete. The asphalt roadway and concrete sidewalk have been installed from 1 1 th St to 4th St. - Improvements continue from Broadway to E 41h St, including Type I repairs, sidewalk installation, driveway apron replacement. In addition, a section of new sanitary sewer and storm drain line is being installed as part of the project. Completion is expected in January 2025. - 2024 Street Rehabilitation Project - First Phase (Rejuvenation with HA5 Product) - Construction commenced in June 2024, with completion by July 3, 2024. - HA5 application is complete. - Second Phase (Mill, Overlay, Curb/Gutter Replacement) - Construction commenced in November 2024, with completion by August 2025. - Contractor is working on E 79 Ct N, including removal of roadways sections, installation of new subgrade, concrete work on drives, curb and gutter. - Public Works Facility - In October 2022, OPWA approved an architectural/engineering agreement with Beck Design. - City Council approved the bids on September 17, 2024. - Construction is scheduled to commence in October 2024, with completion by February 2026. - Contractor has commenced with clearing the northern section of the site in preparation for grading. - Northern section of the project has been cleared and grading for the new administration building is ongoing. - 1171h Force Main Replacement - In March 2021, OPWA approved an engineering agreement with Kellogg Engineering, Inc. - Engineering design is approximately 95% complete. - Easement obtainment commenced in October 2023; followed by construction. - Staff has obtained the remaining easement for the project. - Bid advertisement is expected to occur in December 2024, with construction commencing in February 2025. Morrow Gravity Sanitary Sewer Line Extension - In March 2024, OPWA approved a construction contract with GC Enterprises, LLC. - Construction commenced in June 2024, with completion in December 2024. - Contractor has installed approximately 2,900 linear feet of sanitary sewer line, including 14 manholes. As a result, the project is approximately 857o complete. - E 86 St N and N 161 E Ave Intersection Improvements - Engineering design is approximately 70% complete, with 90% completion expected by January 2025; followed by right-of-way obtainment. - E 86 St N Bridge Replacement - Engineering design is 65% complete, with completion scheduled to occur in January 2025; followed by right-of-way obtainment. TO: The Owasso Economic Development Authority FROM: JJ Dossett, Assistant to the City Manager SUBJECT: Proposed 20 Acre Property Purchase- Hotel Tax Fund DATE: December 10, 2024 BACKGROUND: City staff is currently involved in negotiating the price of 20 acres adjacent to the northeast comer of Owasso Sports Park South, bordering the neighborhood of Meadowcrest. Staff has conducted negotiations for the purchase of land from Narcomey Land Company, LLC. The negotiated price offer for the land purchase is $600,000. FUNDING: Funding for this purchase is available in the Hotel Tax Fund. RECOMMENDATION: An item has been placed on the December OEDA agenda for Trustee consideration of a recommendation to the City Council. Staff will present any action taken by the OEDA to the Owasso City Council during their December 17, 2024 meeting.
