MINUTES OF REGULAR MEETING
MONDAY, October 7, 2024
The Owasso Planning Commission met in regular session on Monday, October 7, 2024, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 8, 2023; and the agenda filed in the office of the City Clerk and posted at Owasso City
Hall, 200 South Main Street, at 1 1:30 am on Wednesday, October 2, 2024.
1. Call to Order- Dr. Balthrop called the meeting to order at 6:02 p.m.
2. Flag Salute - Dr. Balthrop led the flag salute.
3. Roll Call - A quorum was declared present.

4. Presentation of the Character Trait of Thoroughness
Brian Dempster presented the character trait for the month of October.
5. Consideration and appropriate action relating to the election of the Planning Commission Chair
Mr. Vines moved, seconded by Mr. Smith, to appoint Dr. Chad Balthrop as Chair.

6. Consideration and appropriate action relating to the election of the Planning Commission Vice Chair
Mr. Vines moved, seconded by Dr. Balthrop, to appoint Mr. David Smith as Vice Chair.

7. Consideration and appropriate action relating to the minutes of the September 9, 2024, Regular Meeting
Mr. Smith moved, seconded by Dr. Balthrop, to approve the minutes as presented.

8. Consideration and appropriate action relating to a preliminary plat requestfor Robinson Industrial Park
Phase 1, proposing a mixed -use Industrial subdivision on approximately 24.44 acres +/-, located east
of the southeast corner of Mingo Road and East 76th Street North, and is zoned Commercial High
Intensity (CH) and Industrial Light (IL)
Brian Dempster presented the item, recommending approval. There were no comments from the
audience. Dr. Balthrop moved, seconded by Mr. Smith, to approve the preliminary plat, subject to the
following Technical Advisory Committee comments:
Plat Face:
• Label street names as provided by City Staff
• Show all subdivisions within the mile section on the location map
• Label names of adjacent subdivision
• Label building setback lines on lots:
• IL: 25ft from non -arterial roads
• CH: Default to CG requirements - 25ft front
• Correct the spelling of 'Railroad' in note of 'Atchison, Topeka & San Francisco Railroad'
• Correct Final Plat Certificate of Approval box to replace "Tulsa County Planning Commission" with
"City of Owasso Mayor and City Clerk"

• Label limits of access and limits of no access, including roads within the development
• Add a note stating that existing access points will be closed once development begins, restricting
access to the platted limits
• Add ownership information or Lot 1, Block 4 to the "Owner/Developer" title block
• Clarify why "Street C" does not connect to East 761h Street North
• Show proposed future roadway connections or cul-de-sacs at the ends of "Street A" and "Street
C"; if these streets will extend in a future phase, a temporary cul-de-sac must be installed at each
end during Phase 1 construction; note this on the plat face
• Show required perimeter utility easements:

Deed of Dedication (DOD):
• Replace 'XXXXX' with the ownership entity above the legal description
• Section 11- Add missing section or renumber for sequential order
• Section III - Remove all mentions of "residential" and consider renaming to "Property Owners'
Association"
• Section III - Remove references to "Reserve Areas" if none are depicted on the plat face
• Add standard landscaping language per Preliminary Plat Application Checklist
Miscellaneous:
• Two points of access are required for this site, per the Fire Marshal
• Coordinate with Public Works on drainage requirements and how to depict them on the plat and
in the DoD
• Provide a letter from the Oklahoma Corporation Commission detailing their findings on any oil or
gas wells or dry holes on the site prior to any building permits being released
• Sidewalks are required along East 76(h Street North, from the eastern plat boundary to the "Street
A" access point
• Coordinate with Staff on proposed signage and consider a Unified Sign Plan (USP) for
comprehensive signage management and placing them within Reserve Areas

Consideration and appropriate action relating to a final plat request for Redbud Village Phase I,
proposing a commercial subdivision on approximately 11.27 acres +/-, located at 13747 East 112)h
Street North, zoned Commercial Shopping (CS) under OPUD 21-02, within the US-169 Overlay District
Brian Dempster presented the item, recommending approval. There were no comments from the
audience. Mr. Vines moved, seconded by Mr. Smith, to recommend approval of the final plat to the
City Council, subject to the following Technical Advisory Committee comments:

• Label the document number for the temporary stormwater detention and overland drainage
easement on both the plat and DoD once filed
• Label address as provided by City Staff
• Add a note that the Limits of Access/Limits of No Access along the southern side of East 1121h Street
North will be determined when the south adjacent lot is platted
• Consider adjusting each limit of access 60 feet in width instead of 55 feet

Deed of Dedication (DOD):
• Section I.E - Remove references to preliminary platted lots
• Section LF - Remove references to North 138th East Avenue and East 1 1 Ph Street North
• Landscaping Requirements - Remove duplicate information from Sections 1.C.3-5 and 1.J.1-3
• Section IV - Remove one duplicate reference and mentions of Reserve Areas B, C, D, and E
• Section LH - Add the document number when filed
Miscellaneous:
• The offsite detention/drainage easement must be filed concurrently with the final plat before any
building permits are released
• Barricades and signage must be erected at the edges of dead-end roads
• Coordinate with Public Works on drainage requirements and how to depict them on the plat
• Discuss proposed signage with staff and consider placing it within a Reserve Area

10, Community Development Report - Brian Dempster reported on the monthly building report and permit
activity for September 2024.
11. Report on items from the September 18, 2024 Technical Advisory Committee (TAC) Meeting - Brian
Dempster reported on a Lot Split (OLS 24-01) in Three Lakes Industrial Park located at 8243 North Owasso
Expressway.
12. Report from Planning Commissioners - Dr. Balthrop announced that City Council appointed Kelly Lewis
to the Owasso Planning Commission.
13. New Business - None
14. Adjournment- Mr. Smith moved, seconded by Dr. Balthrop, to adjourn the meeting.
