HomeMy WebLinkAbout2024 08_INCOG Grant Transportation Alternatives ProgramCITY OF OWASSO, OKLAHOMA RESOLUTION 2024-08 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, TO REQUEST PROGRAMMING OF TULSA URBANIZED AREA TRANSPORTATION ALTERNATIVES PROGRAM AND/OR CARBON REDUCTION PROGRAM FUNDS FOR A SIDEWALKS CONNECTIVITY PROJECT IN OWASSO, OKLAHOMA AND AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS WHEREAS, Transportation Alternatives Program and Carbon Reduction Program funds have been made available for transportation improvements within the Tulsa Transportation Management Area; and, WHEREAS, the engineer's preliminary estimate of total cost is $2,404,485.98, split across two separate projects costing $858,364.50 and $1,546,121.48 respectively, and Federal participation under the terms of the federal law, IIJA Act, relating to Transportation Alternatives Program and/or Carbon Reduction Program funds are hereby requested for funding of sixty-five percent (65%) of the two projects' costs; and, WHEREAS, the City of Owasso proposes to use the Half -Penny Fund for the balance of the project costs and agrees to provide for satisfactory maintenance after completion, and to furnish the necessary right-of-way clear and unobstructed; and, WHEREAS, City of Owasso has required matching funds available and further agrees to deposit with the Oklahoma Department of Transportation (ODOT) said matching funds within thirty (30) days after authorization by the Federal Highway Administration, prior to project letting by ODOT. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, that, to wit: Section 1. The City of Owasso, Oklahoma, has selected two sidewalk connectivity projects for the Transportation Alternatives Program/Carbon Reduction Program funds in the total amount of $1,558,056, across two separate applications requesting $556,202 and $1,001,854 respectively, set forth by Infrastructure Investment and Jobs Act (IIJA) and as outlined in ODOT's transportation alternatives program guidance & application packet for Fiscal Year 2025-2026; and, Section 2. INCOG is requested to program this project into the Transportation Improvement Program for the Tulsa Transportation Management Area if this project is selected for funding; and, Section 3. Upon inclusion in the Program, the Oklahoma Transportation Commission is requested to concur in the programming and selection of this project and to submit the same to the Federal Highway Administration for its approval; and, Resolution 2024-08 Page I Section 4. The chief project sponsor for the City of Owasso is authorized to sign all necessary documents on behalf of the citizens of the City of Owasso, Oklahoma. The chief project sponsor is authorized to submit additional information as may be required and act as the official representative of the City of Owasso in this and subsequent related activities.
