ORDINANCE NO. 1229
AN ORDINANCE AMENDING PART 11, PARKS, RECREATION AND CULTURAL AFFAIRS, CHAPTER
3, SPECIAL EVENT PERMITTING, ADDING IN PART AND AMENDING IN PART, ESTABLISHING AN
EFFECTIVE DATE, PROVIDING FOR SEVERABILITY, AND REPEALING ALL ORDINANCES OR PARTS
OF ORDINANCES IN CONFLICT
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF OWASSO, OKLAHOMA, THAT, TO WIT:
SECTION ONE (1): Section 11-302 of the Code of Ordinances of the City of Owasso,
Oklahoma, shall be amended to read as follows:
SECTION 11-302 SPECIAL EVENT PERMITTING
It shall be unlawful for any person, business, or non-profit entity to engage in the
conduct of any special event on public property without first obtaining a Special Event
Permit and paying the applicable fee(s).
A special event permit may be issued for multiple dates of the same reoccurring event
within the same calendar year. Applicable fees will be assessed per occurrence listed
on the special event permit.
The City Manager shall from time to time promulgate additional rules and regulations
for said special event permit as considered necessary.
SECTION TWO (2): Section 11-304 of the Code of Ordinances of the City of Owasso,
Oklahoma, shall be added to read as follows:
SECTION 11-304 FILM PRODUCTION PERMIT
It shall be unlawful for any person to engage in any process conducted to make
motion pictures, television programs, video games, commercials, or film productions,
involving the use of public facilities or having an impact upon public property, without
first obtaining a Film Permit and paying the applicable permit fee(s).
The City Manager shall promulgate rules and regulations for said film permit as
necessary.
SECTION THREE (3): Section 11-305 of the Code of Ordinances of the City of Owasso,
Oklahoma, shall be added to read as follows:
SECTION 11-305 FILM PERMIT FEES
The schedule of fees related to Film Permits shall be determined by Resolution of the
Owasso City Council. Events conducted by the City of Owasso are exempt from
payment of fees.
SECTION FOUR (4): REPEALER
All ordinances or parts of ordinances in conflict with this ordinance are hereby repealed
to the extent of the conflict only.
SECTION FIVE (5): SEVERABILITY
If any part or parts of this ordinance are deemed unconstitutional, invalid or ineffective,
the remaining portion shall not be affected but shall remain in full force and effect.
SECTION SIX (6): DECLARING AN EFFECTIVE DATE
The provisions of this ordinance shall become effective thirty (30) days from the date of
final passage as provided by state law.
SECTION SEVEN (7): CODIFICATION
The City of Owasso Code of Ordinances is hereby amended as shown above and codified
in Part 11, Chapter3, Sections 11-302, I1-304, and 11-305.
