The Owasso Economic Development Authority met in regular session on Thursday, December 14, 2024, at
City Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public
Meeting filed Friday, December 8, 2023, and the Agenda filed in the office of the City Clerk and posted at
City Hall, 200 South Main Street at 5:00 pm on Tuesday, December 10, 2024.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:02 am. A quorum was declared
present.

5. Consideration and appropriate action relating to a recommendation by the OEDA regarding the
proposed use of the Hotel Tax Fund to purchase 20 acres located northeast of the northeastern corner
of East 1061h Street North and North 971h East Avenue, immediately east of the Owasso Sports Park
J.J. Dossett presented the item. After discussion, Mr. Phillips moved, seconded by Ms. Feary to
recommend approval to City Council.
6. Discussion relating to Economic Development and Opportunities
A. Effects of homelessness on Economic Development
Dirk Thomas presented the item and discussion was held.
7. Report from City Manager
Chris Garrett reported on the Owasso Christmas Parade and State of the City.
8. Report from Trustees - Mr. Fruga commented on the Film Friendly Certification.

- Bid opening occurred on September 10, 2024.
- Lowest bid received exceeded the budget and engineering estimate by
$2 million.
- October 1, 2024, City Council rejected bids based on project being over
budget.
- Staff anticipates the project to be re -bid in January 2025, with construction
commencing in April 2025.
- E 96 Si N from approximately N 119 E Ave to N 129 E Ave Improvements -
East Phase
- East phase improvements commenced in August 2024, with final
completion by January 2025.
- Contractor is working on final sign installation and paperwork for final
acceptance.
West Phase
- Bid advertisement is expected to occur in January 2025, with construction
commencing in April 2025.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected
by June 2025; followed by construction.
Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N
- In January 2024, OPWA approved a construction contract with Timberwolf
Construction.
- May 2024, contractor commenced with installing 24" gravity sewer line,
with completion expected by March 2025.
- The project is 60% complete.
- Pipe installation continues heading north with approximately 6,000 linear
feet of sewer line installed and 24 manhole structures.
- 2022 Street Rehabilitation Proiect
- The street rehab project is separated into phases as shown below:
o First Phase - Various street improvements in Baptist Retirement
Center, Elm Creek Estates, Three Lakes II and Coffee Creek
subdivisions are complete.
o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N -
Cooperative effort between Tulsa County and City of Owasso to do
full depth reclamation of the asphalt roadway. Construction is
scheduled to commence in February 2025.
o Third Phase - January 30, 2024, Tulsa County commenced with the
asphalt overlay on E 76 St N from N 129 E Ave to N 145 E Ave.
Roadway Improvements along with roadway striping is complete.
- E 96 St N and N 145 E Ave Intersection Improvements
In November 2021, City Council approved an engineering agreement with
Garver LLC.
Engineering design is approximately 95% complete.
- Staff obtained the last parcel of right-of-way.
Utility relocation is expected to commence within the next 45-days.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with
Garver Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues; followed by utility relocation.
2023 Street Rehabilitation Proiect (Main Street Improvements)
- Construction phase has been separated into two phases. First phase -
Street Improvements from 3rd St to 11th St commenced in June 2024, with
completion by October 2024. Second Phase - Street Improvements from
Broadway to 3rd Street will commence in November 2024, with completion
by January 2025.
- Contractor has milled and overlaid the southbound lanes of Main St. and
are finishing the sidewalk and brickwork
- Traffic was directed to the new lanes during the first week of January 2025.
Street improvements will now start on the northbound lanes and all work is
expected to be complete by the end of January 2025.
- 2024 Street Rehabilitation Proiect
- First Phase (Rejuvenation with HA5 Product) - Construction commenced in
June 2024, with completion by July 3, 2024.
- HA5 application is complete.
- Second Phase (Mill, Overlay, Curb/Gutter Replacement) - Construction
commenced in November 2024, with completion by August 2025.
- Street improvements continue on N 1215t E Ave with base, curb and gutter
installation.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering
agreement with Beck Design.
- Construction commenced in October 2024, with completion by February
2026.
- Base work continues on the administration parking lot as well as the pad
work for the areas around the field operations facility.
- Foundation work is also underway for the administration building.
- 117th Force Main Replacement
- In March 2021, OPWA approved an engineering agreement with Kellogg
Engineering, Inc.
- Project advertisement occurred in December 2024, with bid opening
scheduled in January 2025. Construction is expected to commence in
April 2025.
Morrow Gravity Sanitary Sewer Line Extension
- In March 2024, OPWA approved a construction contract with GC
Enterprises, LLC.
- Construction commenced in June 2024, with completion in January 2025.
- Contractor is in the process of completing the installation of sewer pipe and
testing by mid -January 2025.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is approximately 70% complete, with 90% completion
expected by January 2025; followed by right-of-way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 65% complete, with completion scheduled to occur in
January 2025; followed by right-of-way obtainment.
