HomeMy WebLinkAbout2024.12.17 City Council MinutesOWASSO CITY COUNCIL MINUTES OF REGULAR MEETING - TUESDAY, DECEMBER 17, 2024 The Owasso City Council met in regular session on Tuesday, December 17, 2024, in the Council Chambers at Old Central, 109 North Birch, Owasso, Oklahoma per the Notice of Public Meeting filed Friday, December 8, 2023; and the Agenda filed in the office of the City Clerk and posted at City Hall, 200 South Main Street, at 12:00 pm on Friday, December 13, 2024. 1. Call to Order - Mayor Alvin Fruga called the meeting to order at 6:30 pm. 2. Invocation - The Invocation was offered by Reverend Bryan Beard of Church of the Holy Cross. 3. Flag Salute -Vice Mayor Dunn led the flag salute. 4. Roll Call - A quorum was declared present. Present Absent Mayor - Alvin Fruga Councilor - Paul Loving Vice Mayor- Lyndell Dunn Councilor- Doug Bonebrake Councilor - Cody Walter A quorum was declared present. Staff: City Manager - Chris Garrett; City Attorney - Julie Lombardi S. Recognition of the Employee of the Year for 2024 -Chris Garrett recognized Robert Allison as the 2024 Eagle recipient. 6. Consideration and appropriate action relating to the Consent Agenda. (All matters listed under "Consent" are considered by the Trustees to be routine and will be enacted by one motion. Any Trustee may remove an item from the Consent Agenda by request. A motion to adopt the Consent Agenda is non -debatable.) A. Approve minutes - December 3, 2024, and December 10, 2024, Regular Meetings B. Approve claims C. Approve a budget amendment in the Healthcare Self -Insurance Fund, increasing appropriation for expenditures by $10,942.45, following receipt of a stop loss reimbursement D. Approve a budget amendment in the Healthcare Self -Insurance Fund, increasing appropriation for expenditures by $10,932.65, following receipt of a stop loss reimbursement E. Accept public infrastructure improvements of a fire hydrant and fire line located at 10100 North Garnett Road (First Christian Church of Owasso) Mr. Bonebrake moved, seconded by Mr. Walter, to approve the Consent Agenda as presented, with claims totaling $1,061,138.59. YEA: Bonebrake, Dunn, Walter, Fruga NAY: None Motion carried: 4-0 7. Consideration and appropriate action relating to items removed from the Consent Agenda -None B. Discussion relating to proposed amendments to Part 4, Animals, of the Owasso Code of Ordinances Beth Anne Childs presented the item and discussion was held. It was further explained the item would be presented to the City Council for consideration and action during the January 7, 2025 meeting. Owasso City Council December 17, 2024 Page 2 Consideration and appropriate action relating to Consideration and appropriate action relating to Ordinance 1227, creating a new Planned Unit Development for 1st Street Lofts, a multi -family development located at 207 West 1st Street, as referenced in application OPUD 24-02 Wendy Kramer presented the item, recommending adoption of Ordinance 1227. There were no comments from the audience. Following discussion, Mr. Dunn moved, seconded by Mr. Bonebrake, to adopt Ordinance 1227, as recommended. YEA: Bonebrake, Dunn, Walter, Fruga NAY: None Motion carried: 4-0 10. Consideration and appropriate action relating to Resolution 2024-08, authorizing City staff to submit an application to the Indian Nation Council of Governments (INCOG) for the 2024 Transportation Alternatives Program, declaring the use of transportation alternatives program funds for sidewalk connectivity projects, and authorizing execution of all necessary documents to fulfill grant requirements Alexa Beemer presented the item, recommending approval of Resolution 2024-08. There were no comments from the audience. Following discussion, Mr. Bonebrake moved, seconded by Mr. Walter, to approve Resolution 2024-08, as recommended. Consideration and appropriate action relating to Ordinance 1228, amending Part 13, Public Safety, of the Owasso Code of Ordinances, Chapter 2 Fire Department, Article C Ambulance Service, by amending various sections as it relates to Definitions, Funding for Ambulance Service, and Persons Served David Hurst presented the item, recommending adoption of Ordinance 1228. There were no comments from the audience. Following discussion, Mr. Dunn moved, seconded by Mr. Walter, to adopt Ordinance 1228, as recommended. YEA: Bonebrake, Dunn, Walter, Fruga NAY: None Motion carried: 4-0 12. Consideration and appropriate action relating to Ordinance 1229, amending Part 11, Recreation and Cultural Affairs, of the Owasso Code of Ordinances, by creating a Film Production Permit and associated fee schedule Shellie Wingert presented the item, recommending comments from the audience. There were no comments from the audience. Mr. Bonebrake moved, seconded by Mr. Dunn, to approve Resolution 2024-09, as recommended. Consideration and appropriate action relating to a budget amendment in the Hotel Tax Fund Carly Novozinsky presented the item, recommending approval of a budget amendment in the Hotel Tax Fund Economic Development Department increasing the appropriation for expenditures by $600,000.00. There were no comments from the audience. Mr. Bonebrake moved, seconded by Mr. Walter, to approve the budget amendment, as recommended. YEA: Bonebrake, Dunn, Walter, Fruga NAY: None Motion carried: 4-0 15. Consideration and appropriate action relating to the purchase of 20 acres located northeast of the Owasso Sports Park South JJ Dossett presented the item, recommending authorization for payment of $600,000.00 to Narcomey Land Company, LLC for the acquisition of additional land for the Owasso Sports Park. There were no comments from the audience. Following discussion Mr. Walter moved, seconded by Mr. Bonebrake, to authorize payment, as recommended. YEA: Bonebrake, Dunn, Walter, Fruga NAY: None Motion carried: 4-0 16. Report from City Manager - Mr. Garrett reported on City events and office closures for the holidays. 17. Report from City Attorney -None 18. Report from City Councilors - Mayor Fruga commented on the parade and Councilor Bonebrake commented on the 2024 State of the City address provided by Mr. Garrett. 19. Official Notices - The Mayor acknowledged receipt of the following: • Payroll Payment Report - pay period ending date November 30, 2024 • Healthcare Self -Insurance Claims - dated as of November 27, 2024 • Monthly Budget Status Report- November 2024 • Change Order No. 1 executed by the City Manager or designee for the Honey Creek Channel Rehabilitation Project 20. New Business - None 21. Adjournment - Mr. Bonebrake moved, seconded by Mr. Walter, to adjourn the meeting.
