SUBJECT: Fiscal Year 2023-2024 Audit Report
DATE: January 9, 2025
BACKGROUND:
The City of Owasso's Audit Committee and select members of City staff are scheduled to meet with
Stacey Hammond, C.P.A. and Trae Shelton, C.P.A. from BT&Co., P.A. on January 14, 2025, to review
the results of the annual audit. Members of the Audit Committee are Robert Curfman, Chair; Dr. Paul
Loving, City Council representative; Jack Murray, Vice Chair; Andrea O'Dell, Secretary; and Nick
Sokolosky, member.
Copies of the Annual Comprehensive Financial Report will be provided at the January 14, 2025,
Worksession, and representatives of the Audit Committee will be in attendance to answer questions
regarding the results of the fiscal year 2023-2024 audit.
The Annual Financial Statement is prepared annually in accordance with generally accepted
accounting principles as part of the state -required audit by an independent, certified and municipally
licensed auditor. The Annual Financial Statement includes financial reports for the City, as well as, the
Owasso Public Works, Owasso Public Golf, and the Owasso Economic Development Authorities.
In Owasso, the auditor reports to the Audit Committee established by the City Council. The Audit
Committee is responsible for overseeing the selection of the auditing firm and for ensuring the
conduction of an annual audit in compliance with Oklahoma State Law and federal reporting
requirements. Additionally, the Audit Committee meets with a representative of the auditing firm,
independent of staff, to discuss any further questions or concerns regarding any audit findings.
BT&Co., P.A. provided an unmodified opinion related to the audit for fiscal year 2023-2024.
Since City Council action is not required for the acceptance or rejection of the financial statement
audit, notice that the fiscal year 2023-2024 audit has been completed and the fiscal year 2023-2024
Annual Comprehensive Financial Report received will be placed on the January 21, 2025, City Council
agenda.

ANALYSIS:
• The subject property was annexed into Owasso City Limits in May of 2016 (Ord. 1077).
• Section 2.3.5 of the Owasso Subdivision Regulations states that any preliminary plat not
receiving subsequent final plat approval within one (1) year shall be considered null and
void.
o The preliminary plat for the subject property was originally approved in August of

• The proposed final plat for Presley Hollow II consists of one hundred and forty-three (143)

proposed future third phase of the Presley Hollow neighborhood.
• Detention will be provided for via existing detention ponds, to the west of the subject
property, that were constructed during Phase I of this neighborhood.
o As there are no additional detention ponds proposed with Phase II & III of the
subdivision, this preliminary plat does not depict any Reserve Areas.
• Perimeter and interior utility easements are shown on the plat, and will allow utility
companies adequate access to service the subdivision.
• The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Rogers County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property shall adhere to all development,
zoning, and engineering requirements of the City of Owasso.
