MINUTES OF REGULAR MEETING
THURSDAY, JANUARY 9, 2025
The Owasso Economic Development Authority met in regular session on Thursday, January 9, 2025, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 5:00 pm on Tuesday, January 7, 2025.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared
present.
Present: Absent:

STATUS REPORT
February 4, 2025
- Garneff Road Widening (E 106 St N to E l l6 St N)
- Bid opening occurred on September 10, 2024.
- Lowest bid received exceeded the budget and engineering estimate by $2
million.
- October 1, 2024, City Council rejected bids based on project being over budget.
- Staff anticipates the project to be re -bid in February 2025, with construction
commencing in May 2025.
E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements -
East Phase
- East phase improvements commenced in August 2024, with final completion
February 2025.
- Contractor continues to work on the punch list generated by staff. Once complete,
the item will be presented to City Council for final payment and project
acceptance.
West Phase
- Bid advertisement is expected to occur in February 2025, with construction
commencing in April 2025.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected by June
2025; followed by construction.
Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N
- In January 2024, OPWA approved a construction contract with Timberwolf
Construction.
- May 2024, contractor commenced with installing 24" gravity sewer line, with
completion expected by March 2025.
- The project is 65% complete.
- Pipe installation continues heading north with approximately 6,500 linear feet of
sewer line installed and 28 manhole structures.
2022 Street Rehabilitation Proiect
- The street rehab project is separated into phases as shown below:
o First Phase - Various street improvements in Baptist Retirement Center, Elm
Creek Estates, Three Lakes II and Coffee Creek subdivisions are complete.
o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N -
Cooperative effort between Tulsa County and City of Owasso to do full
depth reclamation of the asphalt roadway. Construction is scheduled to
commence in March 2025.
o Third Phase - January 30, 2024, Tulsa County commenced with the asphalt
overlay on E 76 St N from N 129 E Ave to N 145 E Ave. Roadway
Improvements along with roadway striping is complete.
E 96 St N and N 145 E Ave Intersection Improvements
- In November 2021, City Council approved an engineering agreement with Garver
LLC.
Engineering design is approximately 95% complete.
Right-of-way obtainment is complete.
Utility relocation is expected to commence within the next 45-days upon removal
of a private fence per the terms in the right-of-way agreement.
E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
Engineering design is approximately 80% complete.
Right-of-way obtainment continues; followed by utility relocation.
2023 Street Rehabilitation Project (Main Street Improvements)
- Construction phase has been separated into two phases. First phase - Street
Improvements from 3rd St to 11 th St commenced in June 2024, with completion
by October 2024. Second Phase - Street Improvements from Broadway to 31d
Street will commence in November 2024, with completion by mid -March 2025.
- Contractor is now working on curb, gutter, approaches and inlets along the north
bound lanes.
- Recent cold temperatures have delayed the ability to place concrete. Staff
anticipates the project to be complete by mid -March 2025.
2024 Street Rehabilitation Project
- First Phase (Rejuvenation with HAS Product) - Construction commenced in June
2024, with completion by July 3, 2024.
- HA5 application is complete.
- Second Phase (Mill, Overlay, Curb/Gutter
commenced in November 2024, with completion
- Street improvements continue on N 1215r E AN
- E 80 St N improvements commenced with asphalt removal and drainage
structure placement.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
Construction commenced in October 2024, with completion by February 2026.
Base work continues on the administration parking lot as well as the pad work for
the areas around the field operations facility.
Foundation work continues as well as plumbing and water infrastructure to the
administration building.
117th Force Main Replacement
- In March 2021, OPWA approved an engineering agreement with Kellogg
Engineering, Inc.
- Project advertisement occurred in December 2024, with bid opening occurring in
January 2025.
Contract Award to be presented to the OPWA Trustees Feb 4, 2025.
Construction is anticipated to commence in April 2025.
Morrow Gravity Sanitary Sewer Line Extension
- In March 2024, OPWA approved a construction contract with GC Enterprises, LLC.
- Construction commenced in June 2024, with completion in March 2025.
- Construction is complete.
- Staff anticipates bringing this item to City Council for final payment and project
acceptance in March 2025.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is approximately 70% complete, with completion expected by
March 2025; followed by right-of-way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 70% complete, with completion scheduled to occur in March
2025; followed by right-of-way obtainment.
- E 106 St N from N 129 E Ave to N 145 E Ave Improvements
- Engineering design agreement was approved by City Council on January 21, 2025.
- Engineering design is expected to commence in February 2025.
- E 96 St N from Mingo Rd to Garnett Rd Improvements
