Call to Order - Dr. Balthrop called the meeting to order at 6:00 p.m. 2. Flag Salute - Dr. Balthrop led the flag salute. 3. Roll Call - A quorum was declared present. Consideration and appropriate action relating to the minutes of the December 9, 2024, Regular Meeting Mr. Smith moved, seconded by Mrs. Lewis, to approve the minutes as presented. Consideration and appropriate action relating to a combined preliminary and final plat request for Presley Hollow II, a proposed single-family subdivision on approximately 39.56 acres +/-, located east of the northeastern corner of the intersection of East 761h Street North and North 1451h East Avenue, zoned Residential Single -Family (RS-3), under Owasso Planned Unit Development (OPUD) 16-04 Alexa Beemer presented the item, recommending approval. There were no comments from the audience. Consideration and appropriate action relating to a final plat request for Robinson Industrial Park Phase I, a proposed mixed -use industrial subdivision on approximately 23.37 acres +/-, located east of the southeastern corner of the intersection of East 761h Street North and North Mingo Road, zoned Industrial Light (IL) Wendy Kramer presented the item, recommending approval. There were no comments from the audience. Additionally, Staff has received a concurrent application for review and approval of a replat via the proposed Cornerstone Hardware Amended final plat. The subject property is located at 11550 North 129th East Avenue, is approximately 6.55 +/- acres in size, and is zoned Commercial Shopping (CS). No Water Provider Washington County Rural Water District #3 Applicable Paybacks/Fees N/A (previously platted) ANALYSIS • The subject property was annexed into Owasso City Limits in August of 2013 (Ord. 1026). • The original final plat for Cornerstone Hardware was approved by the Tulsa Metropolitan Area Planning Commission in March of 2013 (Plat #6468), prior to annexation into Owasso City Limits. o The original plat consisted of two (2) Lots on one (1) Block. The existing Cornerstone Ace Hardware store was developed on Lot 1, while Lot 2 has remained vacant for future development. o The applicant is the current owner of both lots. • The applicant intends to expand the existing hardware store, but the proposed expansion would cross a platted lot line and encroach upon a platted mutual access easement. o To address this, the applicant is requesting both a plat vacation and a replat via the proposed Cornerstone Hardware Amended final plat. • Approval of the plat vacation request would effectively void the original final plat, eliminating all associated easements, dedications, access limits, and lot lines. o This vacation, if approved, would clear the way for the new final plat, allowing for revised lot boundaries and easement locations that better accommodate the proposed expansion. Page 2 Plat Vacation & Replat- Cornerstone Hardware Amended The Cornerstone Hardware Amended final plat constitutes a replat; pending approval of the companion plat vacation request, approval of the final plat for Cornerstone Hardware Amended would result in its replacement of the original approved plat for this subject property. o The replat consolidates the two (2) existing lots into a single lot within one (1) block. The proposed lot meets the bulk and area requirements for CS -zoned properties as outline in the Owasso Zoning Code. o Two (2) existing access points into the development will remain unchanged. o The replat includes all required perimeter utility easements to ensure continued utility service to the development. o A detention easement, slightly larger than what was depicted on the original final plat, is proposed in the southwestern corner of the property to accommodate drainage needs. o As the replat is proposing a single lot on a single block, this proposed final plat does not depict any mutual access easements. The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to the property. Washington County Rural Water District #3 will provide water services. • Any development that occurs on the subject property shall adhere to all development, zoning, and engineering requirements of the City of Owasso. Comments from that meeting have been including in this agenda packet. RECOMMENDATION In developing a recommendation, staff evaluated the plat vacation and replat requests on the criteria outlined in Sections 1.6 and 2.4 of the Owasso Subdivision Regulations. Following this evaluation, staff concluded that both requests meet all legal requirements for approval. As such, staff recommends approval of the vacation of the final plat for Cornerstone Hardware (Plat #6468). Staff also recommends approval of the final plat for Cornerstone Hardware Amended (a replat). R Communi0 ty TO: The Owasso Planning Commission FROM: Wendy Kramer, City Planner SUBJECT: Change of Access - The Replat of Lots 7 & 8, Block 4, Graceland Acres (Owasso Executive Carwash) DATE: February 7, 2025 BACKGROUND: The Community Development Department received an application for review and approval for a change of access for the North 300.60 feet of Lot 1 Block 1 of The Replat of Lots 7 & 8, Block 4, Graceland Acres. The subject property is located at 7659 North 129th East Avenue. The current conceptual site plan for the carwash project depicts an access point that differs from what was identified on the filed plat for The Replat of Lots 7 & 8, Block 4, Graceland Acres. Therefore, the applicant is requesting a change of access for the affected access point. SUBJECT PROPERTY/PROJECT DATA: Property Size 1.95 acres +/- Current Zoning Commercial Shopping (CS) under SUP 24-01 Current Use Vacant Proposed Use Carwash Facility Lots/Blocks 1 Lot, 1 Block Within a Planned Unit Development (PUD)? No APPROVAL PROCESS: • A change of access to a previously -approved plat requires Planning Commission approval and a favorable recommendation by the City Engineer or their designee. • An instrument signed by the City Engineer and Planning Commission Chairperson is recorded with the Tulsa County Clerk, officially amending the platted limits of access for the subject property. ANALYSIS: The Final Plat for The Replat of Lots 7 & 8, Block 4, Graceland Acres was filed with Tulsa County Clerk's office in February of 2023. o The Plat depicts a total of three (3) points of access, with two (2) along North 129th East Avenue and one (1) along East 76th Street North. o This change of access request involves only the northernmost access point off of North 129th East Avenue; the other two access points depicted on the plat are to remain unchanged. o The originally -platted Lot 1 Block 1 of the Replat of Lots 7 & 8, Block 4, Graceland Acres has been further subdivided into two lots through an approved lot split (OLS 24-01). This request involves the northern lot created from this lot split. Page 2 Change of Access - The Replat of Lot 7 & 8, Block 4, Graceland Acres During the design of the site, it was brought to staff's attention by the applicant that the northernmost platted point of access on North 129t" East Avenue had an existing City of Owasso storm sewer curb inlet located within it. Thus, preventing the proposed commercial driveway from properly fitting within the current platted point of access location. The applicant is therefore requesting that the northernmost limit of access be shifted approximately thirty-eight and one -quarter feet (38.25') north, in order to resolve the conflict with the existing storm sewer curb inlet. Staff reviewed the proposed access change with separation standards for points of access as depicted in the Owasso Zoning Code. Shifting the northernmost access point north 38.25' still allows this point of access to maintain the required separation distance from both adjacent points of access to the north and south. Following this evaluation, staff concluded that the subject change of access request meets all of the legal requirements for approval. As such, staff recommends approval of the Change of Access request for the North 300.60 feet of Lot 1, Block 1 of The Replat of Lots 7 & 8, Block 4, Graceland Acres, subject to TAC Comments.
