Monday, January 13, 2025
The Owasso Planning Commission met in regular session on Monday, January 13, 2025, in the Council
Chambers at Old Central, 109 North Birch Street, Owasso, Oklahoma per the Notice of Public Meeting filed
Friday, December 13, 2024; and the agenda filed in the office of the City Clerk and posted at Owasso City
Hall, 200 South Main Street, at 3:00 pm on Tuesday, January 7, 2025.
1. Call to Order - Dr. Balthrop called the meeting to order at 6:00 p.m.
2. Flag Salute - Dr. Balthrop led the flag salute.

5. Consideration and appropriate action relating to the minutes of the December 9, 2024, Regular Meeting
Mr. Smith moved, seconded by Mrs. Lewis, to approve the minutes as presented.

6. Consideration and appropriate action relating to a combined preliminary and final plat request for
Presley Hollow II, a proposed single-family subdivision on approximately 39.56 acres +/-, located
east of the northeastern corner of the intersection of East 761h Street North and North 1451h East Avenue,
zoned Residential Single -Family (RS-3), under Owasso Planned Unit Development (OPUD) 16-04
Alexa Beemer presented the item, recommending approval. There were no comments from the
audience. Dr. Balthrop moved, seconded by Mr. Smith, to approve the preliminary plat, subject to
the following Technical Advisory Committee comments, as well as recommending the installation of
eligible traffic calming devices following the City's Traffic Calming Program:
Plat Faces:
■ Change "Nine" to "Five" in the "Subdivision Statistics" box
■ Add "under OPUD 06-04" to the zoning note in the "Site Data" box
■ Remove faint off -site lot lines for future phase III of Presley Hollow; label adjacent land as "unplatted"
■ Change addressing as per Addressing Coordinator's instructions

■ The easements circled in Block 1 below should also be marked as drainage easements

7. Consideration and appropriate action relating to a final plat request for Robinson Industrial Park
Phase I, a proposed mixed -use industrial subdivision on approximately 23.37 acres +/-, located
east of the southeastern corner of the intersection of East 761h Street North and North Mingo Road,
zoned Industrial Light (IL)
Wendy Kramer presented the item, recommending approval. There were no comments from the
audience. Mrs. Lewis moved, seconded by Dr. Balthrop, to recommend approval of the final plat to
the City Council, subject to the following Technical Advisory Committee comments:
Plat Face:
■ Label private roads as a Reserve Area and general utility easement
■ Add "and one (1) Reserve Area" to the "Subdivision Statistics" block
■ Remove "City Manager" references from the approval/signature block
■ Reduce internal utility easements along shared lot lines to 1 1' wide, similar to the space between
Lots 1 & 2, Block 3
■ Show FEMA floodplain limits, associated base flood elevations, and affected lots; note that
elevation certificates are required for these lots at permitting, showing the minimum finished flood
elevations
■ Show location of any on -site oil/gas wells, as per the Oklahoma Corporation Commission (OCC)
Letter provided at the preliminary platting stage
■ Remove "future right-of-way" labeling on the south side of development and change it to "future
MAE" or "future Reserve Area"
■ Remove limits of no access (LNA) on the lot removed from the development (300 West 2nd Avenue)
Label the distance from the eastern access point to the current access point on the adjacent

■ Add language describing how stormwater is conveyed, the route it follows, and who will maintain it;
note that no stormwater study has been submitted to the PW Department at this time
Fire:
■ Denote the required off -site fire access lane and specify that it will be dedicated as a Mutual
Access Easement (include the document number once instrument is filed)
■ A temporary cul-de-sac or turn -around will be required at the dead end of the private drive at the
southern end of the development, while Phase 2 is awaiting development; denote this on the plat
face
Deed of Dedication (DoD) Page:
■ Section LA - remove reference to the dedication of "streets"/the private drive; instead, address the
creation and ongoing maintenance of this Reserve Area under Section LE
■ Section LC - add language regarding the privately -maintained storm sewer, specifying who is
responsible for its maintenance (i.e., The Property Owners' Association, etc.); consider placing this
private storm infrastructure within a separate Reserve Area, or clarify that all private storm
infrastructure will be within Reserve Area A (private streets)
If public storm infrastructure is intended, PW will need to review the location and justification for

Dempster reported on a Lot Line Adjustment (OLLA 24-03) at 9331 & 9401 North Garnett Road and a
Lot Split (OLS 24-03) at 11298 North 135t" East Avenue.
10. Report from Planning Commissioners - Mr. Vines reported on the February 11, 2025, election in the City
of Owasso.

The Community Development Department received an application for review and approval of
a final plat vacation for Cornerstone Hardware. Additionally, Staff has received a concurrent
application for review and approval of a replat via the proposed Cornerstone Hardware
Amended final plat. The subject property is located at 11550 North 129th East Avenue, is
approximately 6.55 +/- acres in size, and is zoned Commercial Shopping (CS).

ANALYSIS
• The subject property was annexed into Owasso City Limits in August of 2013 (Ord. 1026).
• The original final plat for Cornerstone Hardware was approved by the Tulsa Metropolitan
Area Planning Commission in March of 2013 (Plat #6468), prior to annexation into Owasso
City Limits.
o The original plat consisted of two (2) Lots on one (1) Block. The existing
Cornerstone Ace Hardware store was developed on Lot 1, while Lot 2 has
remained vacant for future development.
o The applicant is the current owner of both lots.
• The applicant intends to expand the existing hardware store, but the proposed
expansion would cross a platted lot line and encroach upon a platted mutual access
easement.
o To address this, the applicant is requesting both a plat vacation and a replat via
the proposed Cornerstone Hardware Amended final plat.
• Approval of the plat vacation request would effectively void the original final plat,
eliminating all associated easements, dedications, access limits, and lot lines.
o This vacation, if approved, would clear the way for the new final plat, allowing for
revised lot boundaries and easement locations that better accommodate the
proposed expansion.

Plat Vacation & Replat- Cornerstone Hardware Amended
The Cornerstone Hardware Amended final plat constitutes a replat; pending approval of
the companion plat vacation request, approval of the final plat for Cornerstone
Hardware Amended would result in its replacement of the original approved plat for this
subject property.
o The replat consolidates the two (2) existing lots into a single lot within one (1)
block. The proposed lot meets the bulk and area requirements for CS -zoned
properties as outline in the Owasso Zoning Code.
o Two (2) existing access points into the development will remain unchanged.
o The replat includes all required perimeter utility easements to ensure continued
utility service to the development.
o A detention easement, slightly larger than what was depicted on the original final
plat, is proposed in the southwestern corner of the property to accommodate
drainage needs.
o As the replat is proposing a single lot on a single block, this proposed final plat
does not depict any mutual access easements.
The City of Owasso will provide police, fire, ambulance, and sanitary sewer services to
the property. Washington County Rural Water District #3 will provide water services.
• Any development that occurs on the subject property shall adhere to all development,
zoning, and engineering requirements of the City of Owasso.

TECHNICAL ADVISORY COMMITTEE
The Technical Advisory Committee (TAC) reviewed the plat vacation request for the
Cornerstone Hardware plat and the concurrent replat/final plat request for Cornerstone
Hardware Amended at their regularly scheduled meeting on January 15, 2025. Comments from
that meeting have been including in this agenda packet.
RECOMMENDATION
In developing a recommendation, staff evaluated the plat vacation and replat requests on the
criteria outlined in Sections 1.6 and 2.4 of the Owasso Subdivision Regulations. Following this
evaluation, staff concluded that both requests meet all legal requirements for approval.
As such, staff recommends approval of the vacation of the final plat for Cornerstone Hardware
(Plat #6468).
Staff also recommends approval of the final plat for Cornerstone Hardware Amended (a replat).

BACKGROUND:
The Community Development Department received an application for review and approval for
a change of access for the North 300.60 feet of Lot 1 Block 1 of The Replat of Lots 7 & 8, Block 4,
Graceland Acres. The subject property is located at 7659 North 129th East Avenue. The current
conceptual site plan for the carwash project depicts an access point that differs from what was
identified on the filed plat for The Replat of Lots 7 & 8, Block 4, Graceland Acres. Therefore, the
applicant is requesting a change of access for the affected access point.

APPROVAL PROCESS:
• A change of access to a previously -approved plat requires Planning Commission
approval and a favorable recommendation by the City Engineer or their designee.
• An instrument signed by the City Engineer and Planning Commission Chairperson is
recorded with the Tulsa County Clerk, officially amending the platted limits of access for
the subject property.
ANALYSIS:
The Final Plat for The Replat of Lots 7 & 8, Block 4, Graceland Acres was filed with Tulsa
County Clerk's office in February of 2023.
o The Plat depicts a total of three (3) points of access, with two (2) along North 129th
East Avenue and one (1) along East 76th Street North.
o This change of access request involves only the northernmost access point off of
North 129th East Avenue; the other two access points depicted on the plat are to
remain unchanged.
o The originally -platted Lot 1 Block 1 of the Replat of Lots 7 & 8, Block 4, Graceland
Acres has been further subdivided into two lots through an approved lot split (OLS
24-01). This request involves the northern lot created from this lot split.

Change of Access - The Replat of Lot 7 & 8, Block 4, Graceland Acres
During the design of the site, it was brought to staff's attention by the applicant that the
northernmost platted point of access on North 129t" East Avenue had an existing City of
Owasso storm sewer curb inlet located within it. Thus, preventing the proposed
commercial driveway from properly fitting within the current platted point of access
location.
The applicant is therefore requesting that the northernmost limit of access be shifted
approximately thirty-eight and one -quarter feet (38.25') north, in order to resolve the
conflict with the existing storm sewer curb inlet.
Staff reviewed the proposed access change with separation standards for points of
access as depicted in the Owasso Zoning Code.
Shifting the northernmost access point north 38.25' still allows this point of access
to maintain the required separation distance from both adjacent points of
access to the north and south.

The Technical Advisory Committee (TAC) reviewed this item at their regular meeting on January
15, 2025. Comments from that meeting are included in this agenda packet.
RECOMMENDATION:
In developing a recommendation, staff evaluated the Change of Access Request on the criteria
outlined in Section 11.5 of the Owasso Zoning Code and Chapter 6 of the Owasso Subdivision
Regulations. Following this evaluation, staff concluded that the subject change of access
request meets all of the legal requirements for approval.
As such, staff recommends approval of the Change of Access request for the North 300.60 feet of
Lot 1, Block 1 of The Replat of Lots 7 & 8, Block 4, Graceland Acres, subject to TAC Comments.

WHEREAS,
are the owners of The North 300.60 feet of Lot One (1), Block One (1), The Replat of Lots 7 and
8, Block 4, Graceland Acres in the city and/or county of Owasso, Oklahoma, according to the
recorded plat thereof; and
WHEREAS, said owners desire to change the access points from the location shown on
the recorded plat 7080 to the above -described property and,
WHEREAS, such change requires approval of the Owasso Planning Commission, and
WHEREAS, the Owasso Planning Commission may approve such change of access with a
favorable recommendation by the designated City Engineer of the City of Owasso.
NOW THEREFORE, the undersigned owners of the above -named property in the City
(and/or) County of Tulsa, Oklahoma according to the recorded plat thereof, does hereby
change the access point(s) from its (their) present location as shown on the above -named plat
as recorded in the office of the County Clerk of Tulsa County, Oklahoma, as plat number 7080
to the location(s) as shown on the attached Exhibit A, which is incorporated herein by reference
and made a part hereof for all purposes.
The Owasso Planning Commission by the affixing of its approval to this instrument does
hereby stipulate and agree to such change and, that from and after the date of this consent,

2. Change of Access — The Replat of Lots 7 & 8, Block 4, Graceland Acres

3. OLLA 25-01- Lot Split— The Villages at A new Leaf Phase II
a. The owner of the larger Tract of land must continue to own the smaller due to
the service meters for the property or additional new water services would have
to be requested and designed.
4. Site Plan — Cornerstone Hardware Amended
a. There has been communications between the owner's engineer and water
district and believe the new hydrant can be located on an appropriate sized
waterline.
b. There is a potential future entrance shown on the plat that if installed, the
waterline will need to be encased.
5. Site Plan -- German Corner Commercial
a. No comments.
6. Site Plan — Goodwill Industries
a. Washington Co. RWD is in the process of commenting on the sight plan and
requirements for water services.
b. It shows multiple trees on or close to our existing 12" waterline that will need to
be relocated along the east property line.
