MINUTES OF REGULAR MEETING

The Owasso Public Golf Authority met in a regular session on Tuesday, January 25, 1994 at
5:30 p.m. in the Owasso City Hall per the Notice of Public Meeting posted on the City Hall
bulletin board at 5:00 p.m. on Thursday, January 20, 1994.
ITEM 1: CALL TO ORDER
Chairperson Brian Skelton called the meeting to order at 5:35 p.m. and declared a quorum
present.
Mr Roy Cartwright, a Bailey Foundation trustee, announced plans for implementing phase I of
the housing development on the golf course. There was discussion concerning how the Bailey
Foundation and the golf authority can best work together for the good of the golf course and the
housing development. It was suggested that a work session including both groups, as well as
the management firm, would be beneficial in order to prioritize golf course needs and clarify
and develop the roles to be played by each of the groups.
The Chair called a special meeting for 5:30 p.m. on Tuesday, February 1, 1994, at the
clubhouse.

carried 4--0.

ITEM 4: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE FY
1991-92 AND FY 1992-93 INDEPENDENT AUDIT OF OPGA FINANCIAL
STATEMENTS
Authority Treasurer Sherry Bishop presented the audit report and answered questions. It was
pointed out that there is an error on page 8 of the notes to financial statements, where it states
that the OPGA was established in August of 1987. The OPGA was, in fact, established in
August of 1989.
Glenna Anderson moved to accept the audit report and authorize that it be filed as required by
law. Motion seconded by Ed Sokolosky and carried 4-0.
ITEM 5: REVIEW OF FINANCIAL REPORTS
Mr Fitzsimmons reviewed and discussed the financial reports for the month of December, and
the report for the first part of January.
ITEM 6: REQUEST APPROVAL FOR REIMBURSEMENT TO BAILEY GOLF RANCH
MANAGEMENT FOR EXPENSES
Mr Fitzsimmons requested reimbursement to Bailey Golf Ranch Management in the amount of
$37,567.01. A list of expenses was included in the packet. Tom Rikkola moved, seconded by
Ed Sokolosky to approve the reimbursement to Bailey Golf Ranch Management. Motion carried
4-0.
There were four claims totaling $40,555.00. Tom Rikkola moved, seconded by Ed Sokolosky,
to approve the claims. Motion carried 4-0.
ITEM 8: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
EXTENSION OF A CONTRACT AGREEMENT
RANCH MANAGEMENT
i N COVERING PROCEDURES
The amendment to the contract for maturation and management services executed on September
28, 1993 contained wording that the amendment be reviewed by the OPGA and representatives
of Bailey Golf Ranch Management Inc after six months to determine if the amendment should
be extended or terminated. Mr Fitzsimmons recommended that the amendment be extended
through the current fiscal year and that a decision be made at the time of the budget process
concerning FY94-95. Glenna Anderson moved, seconded by Ed Sokolosky that the amendment
to the management contract be extended through June 30, 1994 and that the Trustees begin the
decision -making process at the April meeting on the extension or termination of the amendment.
Motion carried 4-0.

ITEM 9: CONSIDERATION AND APPROPRIATE ACTION RELATING TO THE
AWARD OF A CONTRACT FOR THE COMPLETION OF RESTROOMS
AND SEPTIC SYSTEM AT THE MAINTENANCE FACILITY
One bid was received on this project. Mr Ruark reported that the bid was higher than
anticipated and that his total review of the bid was not yet completed. He recommended tabling
this item to the next regular meeting. Tom Rikkola moved, seconded by Ed Sokolosky that this
item be considered at the next meeting. Motion carried 4-0.
ITEM 10: CONSIDERATION AND APPROPRIATE ACTION RELATING TO A
PROPOSED AGREEMENT WITH OWASSO HIGH SCHOOL GOLF TEAM
FOR USE OF BAILEY GOLF RANCH FACILITIES.
Danny Hightower, golf coach at Owasso High School, had requested that the OHS players be
allowed to practice at the golf course with green fees being waived. Mr Lehr presented a
proposal whereby the players would be allowed to practice in exchange for doing some work on
the course. The proposal is attached to, and made a part of, these minutes. Glenna Anderson
moved to adopt the proposal and authorize Mr Lehr to present it to the OHS golf team. Motion
seconded by Ed Sokolosky and carried 4-0.
ITEM 11, GENERAL DISCUSSION AND UPDATE ON GOLF COURSE
MANAGEMENT ISSUES
Discussion concerning the FY94-95 budget will begin at the February meeting.

Ed Sokolosky moved, seconded by Glenna Anderson to adjourn. Motion carried and the
meeting was adjourned at 7:25 p.m.

BAILEY GOLF RANCH WILL PROVIDE TEE —TIMES ON A SPACE®AVAILBLE
BASIS DETERMINED BY THE GOLF PROFESSIONAL. GREEN FEES WILL BE
WAIVED FOR OHS PLAYERS ON AN APPROVED LIST PROVIDED BY THE GOLF
COACH. A GOLF CART WILL BE PROVIDED FOR THE GOLF COACH TO MONITOR
THE PLAYERS ON THE COURSE. IF THE GOLF COACH CHOOSES TO PLAY WITH
THE TEAM, THAT GREEN FEE WILL ALSO BE WAIVED. THE GOLF COACH
SHOULD PLAY IN A POSITION TO MONITOR ALL PLAYERS. THE COURSE WILL
BE AVAILABLE MONDAY THROUGH FRIDAY, EXCLUDING HOLIDAYS, FROM
MID-FEBRUARY TO MID —MAY.
