THURSDAY, FEBRUARY 13, 2025
The Owasso Economic Development Authority met in regular session on Thursday, February 13, 2025, at City
Hall in the Community Room, 200 South Main Street, Owasso, Oklahoma per the Notice of Public Meeting
filed Friday, December 13, 2024, and the Agenda filed in the office of the City Clerk and posted at City
Hall, 200 South Main Street at 5:00 pm on Tuesday, February 1 1, 2025.
1. Call to Order - Chair Dirk Thomas called the meeting to order at 10:00 am. A quorum was declared
present.

Garnett Road Widenina (E 106 St N to E 116 St N)
- Bid opening occurred on September 10, 2024.
- Lowest bid received exceeded the budget and engineering estimate by $2
million.
- October 1, 2024, City Council rejected bids based on project being over budget.
- Staff anticipates the project to be re -bid in March 2025, with construction
commencing in June 2025.
- E 96 St N from approximately N 119 E Ave to N 129 E Ave Improvements
East Phase
- East phase improvements commenced in August 2024, with final completion
February 2025.
- Project is complete.
West Phase
- Bid advertisement is expected to occur in early March 2025, with construction
commencing in May 2025.
- E 106 St N and N 129 E Ave Intersection Improvements
- Engineering design is 90% complete.
- Utility Relocation commenced in October 2024, with completion expected by June
2025; followed by construction.
Ranch Creek Interceptor Improvements from E 96 St N to E 116 St N
- In January 2024, OPWA approved a construction contract with Timberwolf
Construction.
- May 2024, contractor commenced with installing 24" gravity sewer line, with
completion expected by March 2025.
- The project is 85% complete.
- Pipe installation continues heading north with approximately 9,000 linear feet of
sewer line installed and 32 manhole structures.
2022 Street Rehabilitation Project
- The street rehab project is separated into phases as shown below:
o First Phase - Various street improvements in Baptist Retirement Center, Elm
Creek Estates, Three Lakes II and Coffee Creek subdivisions are complete.
o Final Phase - N 97 E Ave (Mingo Rd) from E 96 St N to E 116 St N -
Cooperative effort between Tulsa County and City of Owasso to do full
depth reclamation of the asphalt roadway. Construction is scheduled to
commence in April 2025.
o Third Phase - January 30, 2024, Tulsa County commenced with the asphalt
overlay on E 76 St N from N 129 E Ave to N 145 E Ave. Roadway
Improvements along with roadway striping is complete.
E 96 St N and N 145 E Ave Intersection Improvements
In November 2021, City Council approved an engineering agreement with Garver
LLC.
- Engineering design is approximately 95% complete.
- Right-of-way obtainment is complete.
- Utility relocation is scheduled to commence in March 2025, with completion
expected by December 2025.
- E 96 St N from N 134 E Ave to N 145 E Ave Improvements
- In July 2022, City Council approved an engineering agreement with Garver
Engineering.
- Engineering design is approximately 80% complete.
- Right-of-way obtainment continues; followed by utility relocation.
2023 Street Rehabilitation Project (Main Street Improvements)
- Construction phase has been separated into two phases. First phase - Street
Improvements from 3rd St to 1 1 ih St commenced in June 2024, with completion by
October 2024. Second Phase - Street Improvements from Broadway to 3rd Street
will commence in November 2024, with completion by mid -March 2025.
- Second Phase - Mill and asphalt overlay is complete. Striping is scheduled to
commence on March 10, 2025, with completion by March 14, 2025.
2024 Street Rehabilitation Proiect
- First Phase (Rejuvenation with HA5 Product) - Construction commenced in June
2024, with completion by July 3, 2024.
- HA5 application is complete.
- Second Phase (Mill, Overlay, Curb/Gutter Replacement) - Construction
commenced in November 2024, with completion by August 2025.
- Base and curb/gutter repairs continue on E 78 St N , E 79 St, E 80 St N and N 121 E
Ave.
- Public Works Facility
- In October 2022, OPWA approved an architectural/engineering agreement with
Beck Design.
- Construction commenced in October 2024, with completion by March 2026.
- Base work continues on the administration parking lot as well as the pad work for
the areas around the field operations facility.
- Administration concrete pad was poured on February 28, 2025. In addition, the
contractor will commence with installing the walls of the administration facility
during the first week of March.
117fh Force Main Replacement
- In March 2021, OPWA approved an engineering agreement with Kellogg
Engineering, Inc.
- Contract Award was approved by OPWA Trustees February 4, 2025.
- Construction is anticipated to commence in April 2025.
Morrow Gravity Sanitary Sewer Line Extension
- In March 2024, OPWA approved a construction contract with GC Enterprises, LLC.
- Construction commenced in June 2024, with completion in March 2025.
- Construction is complete.
- Staff anticipates bringing this item to City Council for final payment and project
acceptance in March 2025.
- E 86 St N and N 161 E Ave Intersection Improvements
- Engineering design is approximately 80% complete, with completion expected by
March 2025; followed by right-of-way obtainment.
- E 86 St N Bridge Replacement
- Engineering design is 75% complete, with completion scheduled to occur in March
2025; followed by right-of-way obtainment.
- E 106 St N from N 129 E Ave to N 145 E Ave Improvements
Engineering design agreement was approved by City Council on January 21,
2025.
Design kickoff meeting held February 6, 2025.
